3 About OPM India We have worked in India for almost two decades on assignments across the policy cycle and across different sectors. We work with governments, international donors, local agencies, and partners, helping them to develop and implement policies that reduce poverty, improve livelihoods, and reform public services. We address a broad range of issues within various sectors, including health, nutrition, water and sanitation, climate change, and urban development. Our India office is based in New Delhi, and is supported by project offices in six states Assam, Bihar, Chhattisgarh, Kerala, Maharashtra, and Odisha as well as a full-time presence in Goa, Jharkhand, Rajasthan, and West Bengal. 4 Areas of expertise Climate change and disaster risk We design, implement, and evaluate climate change and disaster risk management policies, help governments assess the costs of responding to climate change, and implement actions to reduce impacts. We work on mainstreaming climate change adaptation strategies into cross-sectoral planning, as well as designing and implementing effective policies for reducing and managing disaster risk. We explore options for innovative climate finance, linking public and private finance for climate actions. We are managing a DFID-funded Action on Climate Today (ACT) programme, focusing on mainstreaming climate change initiatives into policies and budgets of four countries. In India, ACT is being implemented in Assam, Bihar, Chhattisgarh, Kerala, Odisha, and Maharashtra. 4 Oxford Policy Management

6 Education and skills We help education reformers achieve lasting system improvements at scale through rigorous analysis, capacity development, and implementation support. Our work focuses on building effective and inclusive education systems, by conducting analyses, and providing advice and management support across the policy cycle. We have recently conducted a mid-term assessment of a UNICEF programme on ensuring children s right to quality education and protection in Jammu and Kashmir. Water, sanitation, and hygiene (WASH) We provide technical expertise in WASH sector, supporting the implementation of local and countrywide interventions. We provide support with programme design and implementation, including water governance and policy, water resources planning and management, and utility reforms, and analyse cost benefits of policy options and financial flows within the sector. In rural Bihar, we are evaluating the impact of the International Initiative for Impact Evaluation s behaviourally-informed intervention, Improve HABIT, which is aiming to increase toilet use amongst toiletowning households. 6 Oxford Policy Management

7 Health We provide context-specific, evidence-based support in health economics and public health. We support governments to raise and manage revenues for heath and implement reforms for equitable health systems service delivery. We evaluate reform packages, develop costing and value-for-money analyses, and conduct public expenditure tracking surveys to help strengthen health systems. We are leading monitoring, learning, and evaluation of the Bihar Technical Support Programme, funded by the Bill and Melinda Gates Foundation, aiming to assess how the programme has impacted health and nutrition outcomes in Bihar. The evaluation will feed into the design of similar programmes of the Government of Bihar, helping to scale up health service delivery within this region. Oxford Policy Management 7

8 Livelihoods, financial inclusion, and private sector development We seek to improve livelihoods by supporting financial services reforms at household and enterprise level, by developing, implementing, and reviewing private sector development strategies. We help to assess the accessibility of financial services and institutions for the poor populations and small enterprises, strengthen financial inclusion and private sector development for livelihoods promotion, examine climate-resilient value chains that affect the participation of women and marginalised or vulnerable groups, and assess the national and subnational livelihood promotion programmes. For DFID, we are studying the impact of infrastructure investment on poverty reduction in India. The study will help deepen the understanding around economic growth in target sectors, focusing on private sector investment, by ranking sector performance on regional and state levels. 8 Oxford Policy Management

9 Fieldwork and data management We have extensive experience of high-quality quantitative and qualitative data collection across states and thematic areas. We manage and implement large-scale data collections, and have extensive experience with electronic data collection and advanced measurement techniques. We use a wide range of participatory and qualitative methods to support our quantitative findings. We are working with International Food Policy Research Institute, conducting surveys of the WINGS project throughout its cycle, aiming to build evidence base on the pathways through which self-help groups can improve nutrition. We have conducted surveys in Chhattisgarh, Jharkhand, Madhya Pradesh, Odisha, and West Bengal. Oxford Policy Management 9

10 Nutrition and food security We offer a multi-sectoral approach for sustainable and cost effective implementation and scale-up of nutrition and food programmes. Using impact evaluations, we generate robust data to inform policy and programme development. We help assess the impact of programmes and policies on nutrition pathways and anthropometric outcomes, and help policymakers to prioritise, plan, and action resource allocation. We assisted the Government of Bihar s Social Welfare Department in piloting a conditional cash transfer, Bihar Child Support Programme, aimed at improving maternal and child nutrition. The lessons from the pilot have been used to inform national policy. 10 Oxford Policy Management

11 Social protection We support governments in developing policies informed by an understanding of poverty and inequality dynamics, designing efficient, sustainable, and localised social protection systems. We conduct welfare measurement analyses, design programmes to improve identification and registration of beneficiaries, offer implementation support, and evaluate programmes to inform future social protection strategies. In Odisha, we were contracted by the World Bank to provide analytical support for the implementation of direct benefit transfers. Our mixed methods research generated crucial information on the targeting efficiency of key schemes across selected districts, and provided operational recommendations on improving delivery of social welfare programmes. 12 Public sector governance We help to facilitate change in the way governments convert policy into action, for effective and citizenoriented public service delivery. We provide targeted technical assistance for organisational change, based on political economy analysis of stakeholders relationships, motivations, and incentives for change. We work closely with government departments to design systems to drive performance and help build sustainable coalitions for progressive change. We have provided technical support to the Bihar Gram Swaraj Yojana Society, a body under the Department of Panchayati Raj, Government of Bihar, in documenting best practices in governance through the Panchayati Raj System. 12 Oxford Policy Management

14 Monitoring and evaluation We design and develop mixed-methods impact evaluations, such as national household, community, and service delivery surveys, and monitoring and evaluation systems. We carry out a wide range of evaluations and programme reviews, and have expertise in complex impact evaluations, using experimental, quasi-experimental, and qualitative methods. We are evaluating two interventions in Rajasthan, supported by the Children s Investment Fund Foundation, aiming to improve the weight of newborns and reduce wasting among children under the age of three. Our evaluation includes assessment of impact, cost effectiveness, and sustainability for both interventions. Urban policy and planning We help governments and development partners address issues of service delivery, urban climate resilience, governance and institutional support, and urban social protection. We support high-impact and sustainable programme design, help to improve governance processes and urban reforms, and offer advice on climate- and disaster-resilient urban development. Working together with Water & Sanitation for the Urban Poor Advisory, we are developing a behaviour change communication strategy to eradicate open defecation in the cities of Lucknow and Visakhapatnam. 14 Oxford Policy Management
