We group our programs into: community, education, family services, foster and kinship care, residential care, therapeutic services and youth services. Working Together: Work with our clients, each other and our colleagues to share knowledge, ideas, resources and skills The Northern Family & Domestic Violence Service (NFDVS) is the lead provider and access point for the integrated family violence service system in the Northern Metropolitan sub-region. The Family & Domestic Violence Service provides a range of support services to women and their children who have experienced family violence. The service aims to assist women and their children to remain safely within their community and maintain a life free of violence while also addressing the emotional and practical needs and issues arising from the violence. Underpinning the service is a commitment to work within a feminist framework that acknowledges the gendered nature of violence against women and the social pattern of inequality in which violence and abuse is perpetrated. The service works from a framework that attempts to promote a woman s sense of self and encourage her own agency (empowerment). This framework incorporates an understanding of the multi factorial contributors to the experience of Family Violence by any individual woman. This includes contextualising a woman within her culture. In our work with Indigenous women we understand that colonisation and the resulting destruction of kinship networks, ie the targeted disruption to secure attachments through institutionalisation has resulted in significant transgenerational trauma which continues to impact on the Aboriginal community and influences the perception of the community towards services such as Berry Street. The service also acknowledges that women from Culturally & Linguistically Diverse (CALD) communities bring experiences from their countries of origin and cultures (including political and religious status) that require recognition. This service acknowledges the power imbalance experienced by women with disabilities when they are dependent on others for their care. This imbalance increases women s vulnerability to all forms of violent and controlling behaviours. The service has an appreciation of the negative impact of Family Violence on the development and well-being of children and adolescents. The service operates within a collaborative & supportive team environment with a strong focus on partnerships with relevant external organisations. The Turtle Program is a therapeutic program for infants, children, adolescents and mothers after family violence. The program offers regular opportunities for infants, children and their mothers to make sense of the impact of violence upon their relationship in a safe and playful environment. It comprises a small team of counsellors with expertise in therapeutic approaches to developmental trauma in children and is part of the broader Northern Family & Domestic Violence Service.

2 PRIMARY OBJECTIVES OF THE ROLE To ensure effective and timely responses are in place to manage incoming referrals from Victoria Police as the lead entry point service in the Northern region referrals. To ensure that the Northern Family & Domestic Violence Service meets the needs of women and children who are referred by other services or who self refer and who have experienced family violence through accurate assessment processes and when appropriate, case allocation processes, sound case management, monitoring and review systems. To ensure the provision of a strong and viable service to women and their children who have been affected by family violence, that is proactive and responsive to community needs as well as the demands and requirements of the State and Federal Government. To provide advocacy for the needs of women and their children living or wishing to live in the Northern sub-region and to ensure that their voices and views are adequately represented within Berry Street and in the broader Family Violence, Housing, Legal, Police and Child & Family Services sectors. To promote good working relationships across the Family Violence, Housing, Justice sectors, Aboriginal Community Comtrolled Organisations, CALD Organisations, DHS, FACHSIA, Victoria Police, Centrlinks, Community Health services and other Community based organizations. To identify new partnership opportunities within the region, to build the servoice and community capacity to respond to women and children experiencing violence. To promote community awareness as to the issues/impact of Family and Domestic Violence at relevant forums, networks and peak bodies. To provide data and analysis through reports to all key stakeholders, documenting the emerging themes in the region, service provoision, demand issues and outcome data. To regularly review and identify gaps with the Management group to ensure capacity and service quality outcomes for women and their children are paramount in the service focus. This role is based at our Eaglemont Office. REPORTING RELATIONSHIPS This role reports to the Deputy Director who will provide supervision and review. This role will have direct reports.

3 KEY SELECTION CRITERIA KNOWLEDGE, SKILLS AND ABILITIES REQUIRED TO FULFIL THE ROLE A capacity and ability to demonstrate Berry Street s Core Capabilities is required to be successful in this role. Demonstrated understanding of the effects of gendered violence and trauma on women and children and the ability to develop and support direct service delivery that responds effectively. QUALIFICATIONS AND OTHER REQUIREMENTS A tertiary qualification in Social Work, Psychology, welfare or a related discipline VCAT Exemption No. A343/2011 (female applicants only) Staff must hold a valid WWCC, current drivers licence at all times and undergo a Criminal Records Check prior to employment. Subsequently, staff must report any criminal charges or court appearances. Demonstrated ability to integrate current knowledge, research and government policy initiatives to strategically develop and support delivery of innovative and quality outcomes for women and children. Demonstrated experience in managing budgets. Demonstrated experience establishing service objectives and performance indicators and evaluating outcomes. Demonstrated understanding of and commitment to the principles of equity, diversity, continual improvement, risk management and occupational health and safety. Excellent written and oral communication skills (including public speaking and presentations). Excellent verbal and written communication skills. Demonstrated ability to flexibly manage competing priorities and stressful situations, monitoring own stress levels and practicing and promoting self care strategies. DESIRABLE An understanding of the Victorian Family Violence service sector and knowledge of the Integrated Family Violence Service System reforms. Experience supervising and supporting staff who are working with complexity in a demanding environment. An understanding of the Homelessness Service System and a proven ability to navigate the system to effectively support women and their children attain and maintain appropriate housing.

4 ACCOUNTABILITY KEY ACCOUNTABILITIES AND RESPONSIBILITIES describe the key duties that will indicate success in the role. SPECIFIC RESPONSIBILITY Human Resource Management To take responsibility for the recruitment and induction of appropriate staff to provide high quality service delivery to children, young people and families. To provide supervision to specified staff according to the Berry Street Supervision Policy, monitor workloads and provide annual staff appraisals and professional developing planning To identify and be responsible for ensuring a high level of professional development for staff and ensure that all staff receive appropriate development and training opportunities. Convey the application of Berry Street Values through modelling behaviour and using Strategic Goals to guide work practices and service development. Direct Service Delivery Initial Response programs that include: Intake Service including L17s Police referrals, triage processes, duty appointments, court support, Centrelink and Community setting out postings as well as an after hours response for women in crisis out of business hours. Manage the delivery of a suite of programs for women and children experiencing family violence including case work, therapeutic services such as the Turtle Program for children and High Risk Pilots To ensure all clients receive high quality practice through regular monitoring and review of all programs The NFDVS is currently participating in High Risk partnership response with Victoria Police and Child Protection as two of the key core memberts, the first is the Hume Strengthening Risk Demonstration Pilot Project in the City of Hume which is in the third year of the pilot.the second High Risk pilot in the NE of the region has been operating only for a few months and is chaired by Victoria Police. The NFDVS is currently participating in a Partnership Pilot comprising of: Child Protection, North East and Hume/ Moreland Child FIRST and Family Services Alliances, to coordinate the provision of a well-targeted, timely, coordinated, pro-active, responsive and localised approach to women and children in the Northern Region experiencing complex, heightened and/or escaping risk of family violence and lethality. meetings occur to assess the risks and plan responses for key stakeholders including case management. Receive and respond to formal complaints and Critical Incidents, monitoring ERIN reporting requirements. To promptly identify and address issues where service does not meet standards expected by Berry Street. Administration To ensure that all practices within the program are in accordance with the relevant policy of Berry Street. To ensure that all relevant administrative procedures are adhered to within the Community Partnerships & Support Services area. To ensure that statistical data is collected, forwarded to funding bodies in accordance with timelines and regularly reviewed and analysed. To respond to consultative process initiated by funding bodies.

5 To be responsible for the maintenance and reconciliation of flexible funds and local expenditure within the programs. To provide the Regional Director with a written monthly report regarding the region's performance in accordance with the policy of Berry Street. Ensure that leave periods are appropriately managed and monitored according to Berry Street s Enterprise Agreement. Ensure that Occupational Health and Safety systems are in place that identify potential risks to the Health and Safety of clients and staff. Program Development & Review In conjunction with the Director and Deputy Director, establish service objectives annually, develop performance indicators and evaluate outcomes according to the Berry Street planning cycle. In conjunction with the Deputy Director, to participate in liaison with key departments such as DHS and other key personnel regarding the development, performance and review of funded programs. To participate in meetings relevant to networks and advisory groups such as DV VIC, NCARS partnership meetings and local area networks. In conjunction with the Director and Deputy Director take financial responsibility for specific program areas including the development of annual budgets, monitoring and review of expenditure To develop and implement appropriate operational guidelines and procedures in relation to service provision and review existing procedures and guidelines for the operations of all program areas. To positively promote the programs within this area as appropriate through public speaking, the provision of information and liaison with groups and organizations as required.

6 CONDITIONS OF EMPLOYMENT 1. This position is full time. 2. You will be employed at the Eaglemont office. You may be required to work from other Berry Street sites (on a temporary or permanent basis) as directed from time to time. 3. Terms and conditions of employment are in accordance with the Berry Street Victoria Enterprise Agreement, which includes above Award payments and eligibility for remuneration packaging. Salary packaging is available to full-time and 0.8 staff to a maximum value of $16,050 and a maximum value of $12,000 to all other permanent part-time staff, in line with our Salary Packaging policy. 4. The base salary for this position is $81, The value of the salary can be increased through salary packaging. 5. Superannuation will be paid according to Superannuation Guarantee into a compliant fund of your choice or into HESTA Superannuation Fund. 6. The successful applicant will be required to undergo satisfactory pre-employment checks, including two professional referees, a pre-existing injury/disease declaration, a criminal records check and proof of identify and qualifications. 7. The successful applicant will initially be employed for a probationary period of 5 months. During this period, either party can terminate employment with one week's notice. A probationary review before 5 months will be undertaken. 8. This position comes with access to full private use of a motor vehicle. 9. The successful applicant must possess a current Working with Children Check, or must apply for one prior to commencing employment. 10. The successful applicant must possess a current full Victorian Driver s Licence, which must be sighted. 11. Under Victorian WorkCover legislation, it is the applicant s duty to advise Berry Street of any pre-existing medical condition, which could be aggravated by the type of employment for which they are applying. The existence of a medical condition will not preclude you from employment, unless you are unable to perform the inherent requirements of the position. However failure to disclose any relevant injury or disease will jeopardise any entitlement you may otherwise have for a work-related aggravation of that non-disclosed pre-existing condition. 12.
