SPEED CAT-CSS CAT-3S NEGOTIATIONS CAT-CSS (Cognitive Skills for Seafarers) CAT-3S (Soft Skills for Seafarers) CAT-CSS seeks to measure the cognitive skills of the crews onboard. The assessment constitutes of a series of tests addressing the key cognitive functions that underlay the successful performance onboard: how the surrounding environment is perceived, processed and acted upon. CAT-3S offers insights into the non-technical soft skills of officers onboard. The assessment covers three clusters of skills identified to be critical for performance onboard: ASSERTIVENESS ACCURACY CHOICE BEHAVIOUR Each test result provides information about performance speed and accuracy as well as choice behaviour. CAT-CSS is especially suited for selecting individuals with high potential to acquire job knowledge, to benefit from training and to perform well in a complex work environment. Coping under pressure Interpersonal skills Self-management Additionally, it conducts an attitude check and informs on the hazardous attitudes and the social desirability tendencies of the assessed individuals. CAT-3S is particularly suitable for screening employees on a large scale to establish competence gaps and overall pattern of performance within the company. It can also be used to assess individuals to establish if their competences are at the level desired by the company for recruitment and career development. DECISION MAKING FLEXIBILITY SELF-CONTROL

BENEFITS EU INFO DATA COMPREHENSIVE ANSWER TO THE INDUSTRY DEMANDS Incidents CAT is supported by reliability and validity evidence. The test has excellent psychometric properties and the scoring is based on a norming sample with variable background to reflect the diversity of seafarers population. CAT has been developed in cooperation with the industry to address the state-of-the-art approach to crewing. It covers competences that are critical for ensuring the efficiency and safety of the shipping operations and compliance with existing regulations. The provided results allow performance assessment and comparisons on company and industry level with customisable parameters. Companies are able to set their own passing scores, compare the performance of the assessed individuals to the industry or develop their own norm base. Thus, the reports provide insight into the existing competence gaps, taking into consideration each company specific objectives, optimising the selection, training and promotion processes. Note that, neither CAT, nor any other psychometric tool must be used as an exclusive source of information regarding individual competences. Human performance is a function of multiple factors, therefore multiple methods of assessment must be used. The test results must be taken as a starting point to assess further or provide intervention. Casualties 3,296 Casualties and incidents in Persons were injured. 36 Ships got lost. 62% of the cases were attributed to a human erroneous action. This is data for 2016 regarding the cases reported by the EU Member States in European Marine Casualty Information Platform (EMCIP). Source: EMSA (2016).

USER SCENARIOS ADAM SUM, 55 years old, owns a small tanker fleet based in Singapore. Because of struggles with compliance issues, recently he decided to implement the Tanker Management and Self- Assessment (TMSA) programme, in order to improve the safety management system of his company. To implement the best practice guidance on selection of officers and ratings, he wanted to run a psychometric assessment of all his crew members. He was looking for an assessment tool that could be performed online without a trained assessor as his crews are spread around the world across different time zones. Moreover, he was willing to receive results, which will allow him to compare the performance of his teams against an industry-specific benchmark to identify and address the gaps of skills. One specific concern he had was the soft skills of his crews after a major incident with a technically qualified crew that failed to perform adequately under pressure, leading to a loss of two human lives and significant cargo. Adam finds CAT to satisfy his requirements, as it offers anywhere, anytime assessment of numerous crew members and reports that are based on up-to-date industry-specific norms. The tool allows him to get a better understanding of the competences of his crew thus by taking preventive measures fatal accidents are avoided.

ANA MARIA REID is 37 years old, currently working as a HR manager in a ship management company based in Limassol, Cyprus. One of her most important responsibilities is to ensure that the quarterly appraisal of each crew member is carried out as objectively as possible to allow her to make fact-based decisions about re-employment or dismissal. However, the senior officers and the chief officers must be trained continuously to ensure that they share the understanding of the characteristics they are assessing and the criteria they are using. Yet, she often receives appraisals that are distorted because of the personal relationships within the crew. Receiving objective measures of the soft skills of the crews is particularly challenging as marks are often based on the most recent impression of those who assess them, not the overall performance of the individual. This creates challenges for the company to ensure the ship is appropriately manned in line with the ISM Code. Ana was pleased to start using CAT as it helped her obtain a more impartial understanding of how the crew members are doing. It also saved time and resources to compile and analyse the results as the system is online and fully automatic, so the output of the appraisals is available immediately for her to review. Most importantly, using CAT is a step towards better compliance with the mandatory maritime regulantions.

DARREN MALE is a 40-years old director of a manning agency based in Manila, Philippines. In recent years, competition in the industry has intensified. A lot of manning agencies were founded and companies became more and more demanding on the selection procedures for crew members. He was receiving many requests for information on the soft skills of the potential officers. He was using some off-the-shelf tools, however, they were not comprehensive enough to assess the specific array of soft skills that marine officers must possess. Moreover, a manning agency must ensure that it complies with the Organizational and operational guidelines set in the Maritime Labour Convention (MLC 2006), in order to be licenced as such. These guidelines, among others, include the responsibility to verify that seafarers, recruited or placed by them, are qualified. Another issue is the need to ensure that the privacy and security of the personal data of the seafarers is protected. When he started using CAT, he felt confident that his clients appreciated the robustness of the assessment and that his manning agency is complying with the guidelines outlined in MLC.

CHARLES PAINE is 33 years old, in charge of a career center at a maritime academy in London, UK. His responsibility is to ensure that the cadets in the academy are on the right track of career development and possess all necessary skills to perform their responsibilities onboard. While the academy provides rich opportunities to cadets to develop their technical skills and knowledge, the assessment and training of soft skills like leadership, assertiveness and teamwork was underappreciated. With the recent Manila amendments to the STCW code, the academy decided to launch a more systematic approach and assess the soft skills of each cadet, combined with follow-up coaching to increase their competences. For some time, Charles was evaluating different tools available to identify the ones that are relevant to the marine industry, have good psychometric properties and allows sufficient customisation to reflect the academy s striving to excel in its field. Charles found CAT to be an excellent tool, as it was developed based on the most current industry needs. Additionally, information on its psychometric properties is available and the academy can set their own passing scores to reflect the excellence of the training they are looking to achieve. Based on the detailed feedback, well-targeted interventions can be planned, improving efficiency and minimising waste of resources.

ASE REPORTS I want to implement TMSA best practice guidance on selection of crew members to make sure my crew and my cargo are safe. Staff appraisals are too often distorted by personal liking and conflicts to be trusted. Due to the strong competition in the manning industry, I must prove that we use the most reliable selection procedures for our client s crews. Providing opportunities to cadets to develop technical skills will always be of great importance. With changes in the regulations, today their soft skills are also in the spotlight, so we have to proceed to action. Tanker Fleet Owner HR Manager Manning Agency Director Head of Career Center Crews are often spread around the world, so it is expensive to hold assessments with a qualified trainer at one place. Major incidents and cargo loss even with technically qualified crews. The gaps of skills are hard to identify because of lack of up-to-date industry benchmarks. Continuous training for the test takers needed to ensure quality of the results. Objectivity not always granted due to personal relationships. Instead of overall performance, most recent impressions are taken into account. It is required to demonstrate that the selection procedures are and relevant to performance onboard. Some assessment tools struggle to ensure that the privacy and security of the seafarers data is protected and secured in line with MLC. With the recent Manila amendments to the STCW code the demand for assessments on soft skills for chief officers has increased. The assessment tool must be relevant to the marine industry and customisable to reflect the academy s striving to excel in specific fields. The CAT assessment can be performed online without a trained assessor by single crew members which allows more flexibility and cost saving. With CAT you get a better understanding of the crew s soft skills before fatal accidents happen in order to avoid them by taking preventive measures. CAT allows you to compare the performance of your team against up-to-date industryspecific benchmarks to identify and address gaps of skills. The entire process from managing assessments to generating reports is implemented via fully automatised unified platform. The assessment reduces bias and includes fairness of results by providing standardised experience and access to aids like instructions and glossary. Companies are able to base their decisions on the best available data to support full compliance with ISM code. With CAT you can prove that the skills assessed are the skills needed, if you are to hire a high-performing crew. With CAT, you can be sure that you comply to the strictest standards of data protection. CAT is a tool based on the most current industry needs and information on psychometric properties is available. The academy can set their very own passing scores to reflect the excellence of the training they are looking to achieve.
