1 FASSET TVET Learner Work Experience Project

2 INTRODUCTION Project Overview Purpose The purpose of this project is to recruit, select and place 200 learners from public TVET Colleges, who have successfully completed the N6 Certificate in a business study specialisation, with employers in the Fasset sector for a period of 18 months of work experience, as required for the completion of the National N Diploma. All participating learners and employers must be monitored for the duration of the placement.

5 SUPPLY CHAIN MANAGEMENT PROCESS Purpose of the Process Assist Fasset in appointing a service provider who: - Exhibits a clear understanding of the services required - Proves access to appropriate expertise and experience as required - Proves access to the resources required to deliver the services as required - Provides a clear, logical and relevant strategy or solution to Fasset s objectives - Presents itself as professional, ethical and diligent

6 SUPPLY CHAIN MANAGEMENT PROCESS The Bid Document Consists of Section A and Section B Section A: for information purposes only, must not be included in submission Section B: all documents in section B must be completed and submitted Note: Terms of Reference of utmost importance; must inform entire proposal Supporting Documents - Special Conditions of Contract (SCC): complete, sign and submit; all deviations must be motivated. - Tax clearance certificate: must be original, and must be valid on the tender closing date - Business Registration: certificate, VAT registration, company incorporation (copies) - BEE Certificate: either original or certified copy indicating BEE Level or exemption

7 SCM: EVALUATION PROCESS Step 1: Compliance Submit all documents as required by Section B Step 2: Functionality Score Evaluation conducted as per the functional criteria (min required 70%) Step 3: Price and BEE Score Final score calculated as per formula (90 points for price and 10 points for BEE)

8 FUNCTIONALITY CRITERIA The Bid Evaluation Committee (BEC) will evaluate all compliant bids according to the functionality criteria The BEC consists of Fasset staff members and may originate from any department Knowledge, expertise and experience of the BEC should not be assumed; bids should be comprehensive, clear and concise Ideally, bids should be aligned to the functionality criteria; generic bids often lack information or do not address the Terms of Reference in its entirety Functionality criteria provides a total score out of 100 of which a minimum of 70 must be achieved

10 FUNCTIONALITY CRITERIA (CONT) Technical Approach (maximum score 27) Implementation strategy meets project objectives and deliverables Strategy focuses on placement of Black African learners only Detailed project plan: tasks / activities, resources, timeframes (Copy of ToR not acceptable) Strategy includes consideration of recruitment from rural areas Risks identified with proposed mitigation stipulated Regular reporting and feedback to Fasset included in project plan Communication with various stakeholders included throughout project plan

11 FUNCTIONALITY CRITERIA (CONT) Recruitment Strategy (maximum score 15) Includes marketing and communications campaign to recruit suitable learners Specifies geographical areas / TVET Colleges / possible employers Includes marketing and communications campaign to obtain commitment from Fasset employers Includes distribution / collection / processing of applications Sufficient narrative explains the above NOTE: Terms of Reference requires that placement must be with an employer within the Fasset sector

12 FUNCTIONALITY CRITERIA (CONT) Selection Strategy (maximum score 16) Shortlisting: interviews / credit and criminal checks / numeracy, literacy and computer literacy assessment / psychometric assessments / other (include details of subcontractors) Strategy includes process for evaluating employer ability and capacity for participation Psychometric assessments: APIL & Motivational Profile; expertise & experience must be proven (own or subcontracted) Sufficient narrative explains the above

13 FUNCTIONALITY CRITERIA (CONT) Placement Strategy (maximum score 10) Generic Induction: Work ethics & Behaviour; Fasset Logbook; completion of the research questionnaire; Business Communication ( and telephone); overview of MS Office (refresher); and Programme Protocol. Sufficient narrative explains the above Monitoring Strategy (maximum score 10) Monitoring strategy includes sampling methodology; ideally, strategy ensures that each learner is monitored on an individual basis Sufficient narrative explains the above

14 FUNCTIONALITY CRITERIA (CONT) Staff Capability (maximum score 13) Project Team Project Leader / Manager (if not indicated, impossible to score) Psychometric Assessment Team Note: use the compulsory template, ensure that expertise and experience clearly relate to the function of the person General Include and propose value-adds Specify equipment / venues / software where applicable Be creative Vague and generic statements are difficult to score, be specific

15 PRICING Pricing schedule template included, consider the SCC Costing done per project phase AND per deliverable / task / cost Specify the person / task / deliverable ALL costs must be included in the pricing, including travel, accommodation, printing, communication, etc Limit for accommodation / meals / parking per person per day = R1300 Project management fee max 7.5% of total cost quoted Total cost estimated to be in excess of R Pricing must be aligned to the overall proposed strategy

16 2014 LESSONS LEARNT Academic results are in some instances more a reflection of the competency and resources of the College, than of the ability of the learners Employers tend to place more reliance on interviews than any other selection tool Induction is a crucial component: management of expectations and preparation Learners believe they deserve a job related to the description of their qualification Learners struggle with communication in the workplace environment, in particular with drafting communication English proficiency is a concern as language and numeracy is not part of the curriculum Monitoring is of utmost importance in ensuring success of the project; everything in the workplace is new to the learners
