1 REFERENCE NUMBER: JOB TITLE: LOCATION: REMUNERATION: KEY RESPONSIBILITIES: Western Cape Market Related To develop the skills of managers, nurses, community health workers and lay counsellors, by providing training, mentorship, coaching and development interventions to ensure quality improvement in PMTCT, Maternal and Child Health as well as Paediatric HIV and data quality. To lead and participate in project teams that provide technical assistance to provincial and district DOH, with a focus on quality improvement initiatives. Technical Competence Demonstrate topical knowledge expertise when corresponding with or making recommendations to Department of Health or partner stakeholder organisations. Demonstrate insight into effective models of care during Technical Unit Meetings and planning forums. Demonstrated knowledge and interest in Public health apart from clinical areas. Applies a working knowledge of paediatric HIV prevention & management best practices. (5%) Researches current paediatric HIV literature and educate colleagues. (5%) Applies a working knowledge of public health capacity building in the South African HIV/AIDS prevention, care & treatment sector. (5%) Technical Assistance Contribute to conceptualisation, design, planning and implementation of a provincial and district support intervention to improve emtct and paeditric HIV and TB care. Conduct monthly provincial and district implementation visits to provide technical assistance, including coaching, workshops and other support activities to improve management, monitoring, implementation and quality improvement of emtct and paediatric HIV and TB programmes. Facilitate training of DoH staff on emtct and Paediatric HIV and TB within the provincial and district technical assistance intervention. Job Description Page 1 of 5

2 Contribute towards improvement of DoH data quality, analysis and interpretation capacity within emtct and paediatric HIV and TB. Attend and participate in national provincial and district DOH programme meetings related to emtct and paediatric HIV. Provide technical assistance to the province and district in the interpretation and improvement of provincial emtct and paediatric HIV and TB dashboard score cards. Create an emtct and paedaitric HIV and TB stakeholder network that spans public, development and private sector, initiating and managing stakeholder relationships. Contribute to ad hoc DoH technical assistants projects related to emtct and paediatric HIV and TB programmes e.g. mid-term reviews and audits. Consistently provides quality technical assistance related to the emtct and paediatric HIV and TB programmes. (10%) Provides technical assistance by attending meetings, facilitating training and improving the quality of DoH data. (10%) Learning Support Contribute to project planning and materials development for learning support projects which are part of the district support models, ensuring that materials developed are in line with S2S quality standards and style guide. Contribute content for new learning support projects within area of expertise and topics which cut across areas of expertise. Assist with updating of content for current course within area of expertise. Contribute facilitator feedback on courses, modules and sessions facilitated. Comment on draft documents circulated. Assist in facilitation in University short courses as determined by Learning Support manager. Identify and give feedback to Programme Manager: Health Programmes on ad hoc learning support and tools development requests from the district and province. Perform all administrative and reporting activities relating to the facilitation of structured and modular training in the district e.g. printing of course material, pre- & posttests, registers. Contribute material sourced to a Learning support library of training and tool resources. Provide input towards training calendar / training plan. Job Description Page 2 of 5

3 Actively participates in planning for training & development activities (5%) Fulfills his/her role as facilitator as required (5%) Provides adequate technical assistance to S2S team. (5%) Strategic Information: M&E and Research Contribute to the development and enhancement of S2S M&E and research systems. Assist in piloting, roll out and evaluation of new monitoring system. Implementation of S2S data (M&E and research) management system according to SOPs and guidelines. Contribute towards programme evaluation of S2S programmes (baseline, routine data collection, mid-term assessment, end of programme evaluation). Participate in the interpretation and data analysis M&E and research data collected. Ensure facility, sub-district and district stakeholders readiness for programme evaluation and research data collection activities according to S2S M&E Plan. Contribute to S2S Programme Research Projects (e.g: Training Needs Assessment). Contribute to S2S implementation science agenda and research projects. Submit publication, poster or an academic presentation to one academic conference, journal or related publication. Compliance with S2S SI Programme Standards. Contributes to the continuous improvement of S2S M&E and research systems. (10%) Programme Management Contribute to management of projects through involvement in project planning, quality control, communication, risk management and reporting. Contribute towards inception and expansion of opportunities for the S2S projects. Ensure that technical assistance given complies with the Provincial ToR and guiding documents. In collaboration with Management, contribute to SOPs, plans, manuals and guidelines relevant to managing the Health Programmes, Learning support, research and M&E programme. In collaboration with programme managers and directors, contribute to annual and quarterly work plans. Job Description Page 3 of 5

4 Collaborate with programme managers to produce monthly and quarterly reports on technical assistance given. Communication with DOH, PEPFAR/USAID, and other stakeholders to ensure smooth implementation of S2S Programmes activities. Contribute to communication with Stellenbosch University Public Health and clinical structures to support learning support and health programmes. Effectively contributes to S2S programme and project management through regular planning, collaborating and monitoring. (10%) Professional Development Together with Programme Manager: Health Programmes, develop a professional development plan. Take responsibility for implementation of your professional development plan. Contribute to internal capacity building through identification of needs and facilitation of events within area of expertise. Maintain experience and keep abreast of latest field developments. (5%) Takes responsibility for his/her own learning and professional development (5%) Contributes towards S2S internal capacity building. (5%) Self-management and ownership of job performance Contributing to team effort to achieve results as required. Follow through to ensure that quality and productivity standards of own work are consistently and accurately maintained. Maintain relevant technical/ management/ systems expertise and remain up-to-date with latest developments within the field. Maintain a positive attitude and respond openly to feedback. Maintain personal administration e.g. timesheets, applications for leave, pre- & post travel documentation and payslips. 5 EDUCATION/EXPERIENCE: REQUIRED COMPETENCIES: APPLICATION REQUIREMENTS: A qualification as a professional nurse: Diploma in General Nursing, Midwifery and Community Health Care. South African Nursing Council A valid South African driver s license. Demonstrate a high-level of emotional intelligence and maturity in dealing with day-to-day interactions. Strong interpersonal skills and ability to work in a culturally and professionally diverse environment. Ability to multi-task and to meet deadlines.
