1 Capacity building for reporting on regional and national NCD indicators Translating data into country action Agenda Port of Spain, December 1-4, 2015 The Caribbean Public Health Agency in collaboration with the Pan American Health Organization will be hosting a workshop to build country capacity for reporting on regional and global Indicators for Non- Communicable Diseases (NCDs) and for use of data generated for in-country action. The workshop will be held the Kapok Hotel, Port of Spain, Trinidad and Tobago. Background Each year, NCDs are responsible for three of every four deaths in the Americas, and 34% of all NCDrelated deaths constitute premature mortality, occurring in people aged years. 1 In the Caribbean, NCDs caused over 18,000 deaths in 2010, representing more than three of every four deaths (78%) in the subregion. Seventy-six (76%) percent of these deaths occurred prematurely in people aged years of age. 2 The epidemic continues to overwhelm health systems and compromise countries ability to advance toward universal health access and coverage. Heads of State and Government and representatives assembled at the United Nations from 19 to 20 September 2011 for a High-level Meeting on the prevention and control of non-communicable diseases (NCDs), with a focus on developmental and other challenges and social and economic impacts of NCDs. The Declaration calls for building national capacity to strengthen national policies and plans, with special emphasis on monitoring and evaluation 3. Within that context, WHO developed a NCD global action plan, which included a set of evidence-based and cost-effective core ( best buy ) policy interventions in preventing and controlling major NCDs and their key risk factors 4. Additionally WHO established the "Global monitoring framework on NCDs" (GMF) to track implementation of the plan" through monitoring and reporting on the attainment of the 9 global targets for NCDs. Member States were encouraged to consider the development of national NCD targets and indicators building on the global framework. PAHO s Regional Plan of Action aligns with the Global Action Plan and the GMF. Caribbean countries have shown considerable leadership on NCDs at the political level. The Caribbean Leaders held the first ever high level meeting on NCDs in 2007 which resulted in the signing of the Port of Spain Declaration on NCDs. Recently in the Forum of "Key Stakeholders on NCDs: Advancing the NCD Agenda in the Caribbean" the Caribbean leaders renewed their commitment to the principles set out in CARICOM's 2007 Port of Spain Declaration as well as in the 2011 political declaration of the United Nations' High-level Meeting on the Prevention and Control of NCDs and the formal 2014 U.N. review of progress on NCDs. The Caribbean leaders have also fully endorsed the PAHO Regional Plan of Action on the Prevention and Control of Non-communicable Diseases, which defines the multi-sector 1 Pan American Health Organization. 2 policies, health service and surveillance actions needed to achieve the reductions in NCD mortality. In order to measure countries progress in tackling NCDs and risk factors, the countries of the Caribbean region need to have reliable surveillance systems. Ongoing, systematic collection, analysis, and interpretation of health data is required to monitor and report on the attainment of the 9 global targets and 25 indicators for NCDs. Most of the Caribbean countries have developed national multisectoral NCD Action Plans, such plans need to have national targets established which are aligned with those of the regional and global plans for NCD prevention and control. The workshop is directed mainly at NCD Country Focal Points and national epidemiologists whose role is to oversee the surveillance system implementation and translate data into information for policy action, at both country, regional and global levels. The specific objectives for the workshop are: 1. To build capacity to produce the indicators in the WHO Global Monitoring Framework for NCDs using the databases from the National Chronic Disease Risk factor survey. 2. To identify surveillance gaps in countries capacity focusing on the GMF indicators 3. To showcase how the data generated can be used for action to support the prevention and control of tobacco use. Expected outcomes of the workshop are: 1. National targets and indicators developed in line with the GMF and PAHO s Regional Action Plan. 2. Scorecard showing reporting gap for the GMF validated and finalized. 3. Introduction of a method to use data to action Format: The workshop is primarily intended to be a learning and sharing event Participative: A mix of presentations with practical exercises to get participants to become familiar with the challenges of developing indicators and targets. Preparatory work: Preparatory work will need to be completed in advance of the workshop. To facilitate this, two webinars will be held in the two weeks preceding the workshop. Participants from the countries will be required to participate in both webinars and the workshop.
