1 Sanitation & Hygine Promotion Officer III - Baidoa Location: [Africa] [Somalia] Town/City: Doolow Category: Water, Sanitation and Health (WASH) Purpose of the position: The roll will facilitate the roll-out the construction of shelter activities in World Vision Somalias operational areas. Working closely with Shelter Manager, the position will ensure that WVSs community engagement is context sensitive and responsive to the needs of target communities. Using the HAP tools, sphere and other international recognized tools, the position will endeavor to ensure WVSs programming is well informed regarding the vulnerability contributors, cultural behavior and norms and community resources (particularly human capacity) of target communities and that our programming contributes to improved community capacity. Key Outputs/Responsibilities (Accountabilities and results) Facilitate timely, accountable project planning, and implementation Provide technical expertise to the organization, supervision and monitoring of Shelter construction activities in the community, Supervising the staff while ensuring that Organizations procedures and policies

2 are adhered to in all project operations. Support in overall project management including the responsibility for the effective use of the finances and ensuring the maximum benefits of the project activities for the final beneficiaries Support in mentoring and management including capacity development of the local community Supervision of construction works in all engineering related activities across the program Coordination and networking with Partners, donors, local authorities and communities Support in assessments and development of new project proposals With guidance from PM/TS develop project planning tools: DIPs, Cash Flows; ITT, Issues Logs, MWRAP,, Procurement Plans; Develop and carry work-plans for teams under management: Logistic planning for staff and project supplies/materials Monitoring schedules / training schedules Prepare up cash request and requisitions to facilitate project implementation, keeping accurate records for accountability purposes;

3 Coordinate community engagement for planning and implementation of accountable project activities: Promote awareness of project deliverables for accountability purposes; Guide site selection and beneficiary selection processes, promoting gender sensitivity conflict sensitivity and vulnerability sensitivity allocation of resources; Coordinate and monitor shelter activities and distribution of project supplies, promoting transparency and accountability; Capacity Building The capacity of local partners is assessed and developed using HAP methodologies Local Somali staff are exposed to basic humanitarian principles through training Organize and facilitate training to community groups and partners: Vocational Training Economic Development: Local Value Chain development, Savings Groups, farming as a business,(fabs), Apprenticeship, social protection, entrepreneurship, Financial Literacy Contextualize trainings to community and partner needs (translations, pictorial design, etc);

4 Develop capacity building plans, providing regular mentoring of community and partners on new skills; Monitor, measure and report uptake of new skills and abilities with communities and partners; Identify training and development needs of partners/ community members and make recommendations to TS/PM. Ensure information sharing between WV, donors and partners in support of integration, mutual accountability and good working relations: Participate in external engagement with the government, community, and coordination mechanisms: Participate in cluster coordination mechanisms; Update cluster reporting tools on a regular basis (e.g. 4Ws); Coordinate organizations participation in cluster/government organized assessments; Take leadership roles when possible; Collaborate with other WV sectors, government entities, UN & NGO- fostering linkages in support of sustainability and coordination of project activities (e.g. extension services, marketing facilities, credit mechanisms); With the assistance of Communications department, develop marketing and

5 promotional materials to increase awareness of field level programs for fundraising and profile enhancing purposes; Prepare recommendation matrices and track actions taken by stakeholder; Organize quarterly review meetings between WV project teams and share notes; Assists management in efforts to promote integration and resource-sharing between WV and donors: Prepare integration meeting minutes Prepare project level scope documents to facilitate mapping purposes/information sharing across agencies Promote accountability, compliance and good stewardship: Promote awareness and implementation of WV policies and procedures to staff members and partners; Promote awareness and monitor compliance with donor and support office requirements; Ensure value for money in regards to all transaction involving World Vision resources Ensure quality workmanship by contractors and consultants engaged by WV Responsible for interpretation of Information provision pamphlets and training

6 materials into local language. Ensure timely, accurate reporting: Prepare and submit periodic monitoring reports to the Project Coordinator in a timely manner: Monthly narrative report, Monthly Monitoring reports and Quarterly narrative reports, Organize review meetings to inform project teams about issues identified and agree on the course of action; Prepare and share monthly recommendation matrices and track action taken by the different project stakeholders including project Management, beneficiaries and community leaders, etc. Contribute to complete, accurate and timely reporting; Project monitoring reports; Progressive up-dates for MMR and 4Ws; QRM updates; Conduct regular field visits to project site and update the manager with the progress of project activities in the field Coordinate field requirement (logistic, supplies, facilitators, etc); Page 6/8

7 Spearhead community engagement; Contextualize tools; Participate in development of TORs for consultants and service providers Contribute in supervision and assessments of construction works of all engineering related activities and issuing of certificate of completion Supervise WV engaged contractors/consultants Other Competencies/Attributes: Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills Must adhere to set security standards Ensure a gender perspective in the scope of work Perform other duties as required. Qualifications: Education/Knowledge/Technical Skills and Experience The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training: Educational level required: Degree or Diploma in a relevant Civil Engineering or Architectural Engineering Page 7/8

8 Powered by TCPDF ( Technical Training qualifications required: Professional technical skill desired (certification) Experience: 3 or more years of experience in construction works Proven experience in technical surveying, project designs and implementation Experience in community based participatory development approaches Computer literacy in MS Word, MS Excel and Technical Drawing Packages Familiarity with a NGO/ partners community mobilisation and community based construction methodologies will be an added advantage.
