2 THE AUTHORITY The Los Angeles County Metropolitan Transportation Authority (Metro) is unique among America s transportation agencies. It serves as the transportation planner and coordinator, designer, builder and operator for one of the country s largest, most populous counties. Currently moving over one million customers per weekday, Metro is building a vast network of capital construction projects, as well as a robust multi-modal system that is aimed to transform the way customers move around Los Angeles County. Located in downtown Los Angeles, Metro is led by Phillip A. Washington, Chief Executive Officer, and employs approximately 10,000. The annual operating budget is approximately $6 billion. POSITION SUMMARY The Deputy Executive Officer (DEO), Project Management will plan, direct and manage major rail transit design-build construction projects for Metro s Program Management Division, including large capital projects for rail facilities, tunnels, and stations. DUTIES AND RESPONSIBILITIES The Deputy Executive Officer, Project Management (Construction Management): Directs the Construction Management function for Metro rail transit construction projects Establishes and monitors short-range and long-range project goals, budgets, schedules, and strategies Directs performance of services by consultants and contractors for successful management of rail transit construction projects Manages and directs third-party coordination and public affairs activities related to construction management of rail transit projects Ensures all design and construction activities meet operations and maintenance quality standards and expectations, and that all construction related policies and procedures are followed Represents agency and applicable division at meetings, conferences, and public events Prepares and presents reports to executive and management staff, the Board of Directors, and outside regulatory agencies Sets and implements project policies, procedures, safety and work standards, and controls Ensures compliance with Metro policies and procedures and applicable state, federal and local regulations and laws Supervises subordinate staff or the work activities of consultants

3 Evaluates staff s overall level of knowledge, skills and abilities, and assists in developing the department s succession plan Oversees, monitors, and adheres to departments/units budget, goals, and schedules which comply with agency-wide fiscal responsibility Contributes to ensuring that the EEO policies and programs of Metro are carried out Other duties may be assigned EDUCATION REQUIRED Bachelor s degree Civil Engineering, Construction Management, or related field EXPERIENCE REQUIRED Five (5) years of senior management-level experience in construction of major capital projects, including extensive experience overseeing construction management for heavy civil construction projects Valid California Class C driver s license PREFERRED QUALIFICATIONS Master s degree in Civil Engineering, Construction Management, or related field Experience managing the construction of at least one rail transit project Experience managing the construction of at least one major underground, heavy civil construction project Experience managing design-build on at least one major heavy civil construction project Experience overseeing construction management consultants Experience coordinating with outside (third party) agencies Professional certificates/licenses: State of California registration as a Professional Engineer (PE) or Professional Architect (PA) Professional certificates/licenses: Certified Construction Manager (CCM) KNOWLEDGE AND ABILITIES Knowledge of: Theories, principles, and practices of engineering, construction, governmental contract policies, and public administrative methods, including goal setting, program and budget development and implementation Applicable local, state, and federal regulatory requirements and standards Large-scale capital project construction management Social, political, and environmental issues influencing transit programs Heavy construction practices and procedures Modern management theory

4 Ability to: Direct the overall engineering and construction activities for major capital projects Communicate effectively orally and in writing Represent Metro before the public Prepare comprehensive reports and correspondence Analyze situations, identify problems, recommend solutions, and evaluate outcomes Plan financial and staffing needs Compile, analyze, and interpret complex data Determine strategies to achieve goals Establish and implement policies and procedures Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements Exercise judgement and creativity in making decisions Interact professionally with various levels of Metro employees, public officials, and outside representatives Travel to offsite locations within a reasonable timeframe Read, write, speak, and understand English COMPENSATION AND BENEFITS Metro s salary range is between $136,000 and $205,000.
