3 Apprentice training Hong Kong's economic and social prosperity depends on the ability of its industry to remain competitive and to progress into the realms of sophisticated products. This in turn depends entirely on the ready availability of highly trained skilled manpower, particularly at craft and technician levels. Nothing curtails industrial growth and progress as effectively as skilled manpower shortage. Our industry is faced with such a shortage. The only solution is training on an industry-wide scale. The principal and related functions of the Training Council Division of the Labour Department are: (i) to assist employers in industry to start proper apprenticeship schemes to train the skilled manpower industry needs, and (ii) to create training opportunities for young people who are interested in a career in industry. Any suitably qualified young people interested in being trained through an apprenticeship and placed into Government approved apprenticeship schemes are welcome to enquire at: Training Council Division, Labour Department, 12th floor, Asian House, 1, Hennessy Road, Hong Kong. The following pages tell you more about what proper apprentice training entails and what it leads to, as well as the industries in which such opportunities are available.

4 The vital points in a proper apprenticeship PROPER APPRENTICESHIP must be based on a properly drawn-up contract, to ensure that: The rights of apprentice and employer are protected and their responsibilities fulfilled Proper training is carried out Security is provided for both apprentice and employer PROPER APPRENTICESHIP must always include: Planned practical on-the-job training Related technical education on a part-time day-release basis at either the Hong Kong Polytechnic or a technical institute PROPER APPRENTICESHIP leads to a Certificate of Completion of Apprenticeship which will provide: A yardstick of competency for any trade or occupation Social status EARN WHILE YOU LEARN THROUGH APPRENTICESHIP TRAINING To employers in industry ECONOMIC PROSPERITY DEMANDS A HEALTHY INDUSTRY A HEALTHY INDUSTRY MUST BE ABLE TO COMPETE 1. KEEP FIRM DELIVERY DATES TO ACHIEVE THESE AIMS INDUSTRY NEEDS AN ADEQUATE SUPPLY OF SKILLED MANPOWER THIS MEANS TRAINING PROPER TRAINING IS ESSENTIAL TO SURVIVAL BUT IT NEED NOT BE COSTLY THE TRAINING COUNCIL DIVISION OF THE LABOUR DEPARTMENT IS AT YOUR SERVICE

5 Training to become a craftsman A CRAFT apprenticeship will take three or four years to complete, depending on your level of education. THE minimum general education requirement for entry into a craft apprenticeship is Form III, but FOR a few trades, a standard below Form III may be acceptable STUDENTS who have completed Form III at a secondary grammar or technical school and an appropriate one-year full-time basic craft course at a technical institute may enter directly into the second year of apprenticeship. GRADUATES of prevocational schools may also enter directly into the second year of apprenticeship. THE three or four-year organised craft apprenticeship comprises practical on-job training on the shop floor as well as related technical education (on a part-time day-release basis) paid for by the employer. AND CRAFTSMEN CAN ATTAIN TECHNICIAN STATUS FURTHER PART-TIME EVENING STUDIES. THROUGH Training to become a technician There are three ways to become a qualified technician. PATH A: Requires completion of Form V, preferably from a Secondary Technical School. It involves a four-year apprenticeship with attendance at a related technician certificate course on a part-time day-release basis, with fees paid by the employer. PATH B: Requires completion** of Form V, preferably from a Secondary Technical School, followed by a two-year Diploma Course plus two years organised on-the-job training. PATH C: Completion of a craft apprenticeship followed by further evening studies through a general education CG') course and relevant technician courses THE RECOMMENDED ROUTE A.
