1 Position Location Reports to Direct Reports General Manager, Corporate Ringwood Executive Director Business Development Manager, Accountant, Payroll Officer, Human Resources Officer, Quality Risk and Compliance Officer and Operational Administration team Award/ Classification SCHADS Level 8 Date November 2017 ORGANISATIONAL CONTEXT EDVOS is the specialist family violence service in the Eastern Metropolitan Region and covers the municipalities of Boroondara, Manningham, Whitehorse, Knox, Monash, Maroondah and Yarra Ranges. We provide an integrated range of support and services to empower women and children who have experienced and are responding to family violence. We focus on ensuring the safety of women and children, and the accountability of perpetrators. We provide support, information, case management, risk assessment, safety planning, community education, programs for pet safety and a strong network of referral pathways to other services. Report to work fit for duty and not negatively affected by alcohol, drugs, medication or other substances. Ensure that all work areas are maintained in a safe condition. Identify, report and record all safety hazards, incidents and injuries. Participate in OHS training, consultation and communication meetings where required. Actively assess, manage and where possible mitigate workplace risk. Continuous Quality Improvement (CQI) Become familiar with and adhere to EDVOS s policies, procedures and Code of Conduct. Contribute to or participate in Continuous Quality Improvement (CQI) activities of EDVOS and implement CQI strategies into work practices. Attend supervision, job-specific and organisation-wide training, meetings, working groups and conferences as required. 3 POSITION OBJECTIVE The General Manager, Corporate Services (GMC) is a key leadership position that has responsibility for corporate functions in the organisation and ensuring that these functions meet the needs of our growing organisation. The GMC provides high level support and oversight to the work of Finance, Payroll, Human Resources, Quality Risk and Compliance, Business Development and Operational Administration (including IT and facilities management).the GMC is expected to drive improvements to corporate services at strategic and operational levels to enable EDVOS to achieve its goals and key strategic priorities and become a strong, sustainable organisation. The GMC reports to THE Executive Director and works closely with the General Manager Services and Senior Management team. POSITION SPECIFIC ACCOUNTABILITIES Management of Services Manage and oversee the provision of high quality corporate services in the areas of financial management and payroll, human resources, quality risk and compliance, occupational health and safety, business development, information technology, facilities and asset management and operational administration to ensure the achievement of positive outcomes for our clients Maintain the delivery of high quality corporate services in line with legislative and regulatory requirements, quality assurance standards and human resources policies and procedures Take accountability for decision making and provide organizational direction for Corporate services through reviewing internal and external environments and identifying continuous quality improvements, organizational development and growth opportunities and recommencing these to the Executive Director Manage and oversee the development, implementation and review of all OHS Management systems, policies and procedures Oversee and ensure the development, implementation, compliance and ongoing review of Human Resource Management systems, processes and planning to support service delivery Undertake workforce planning in conjunction with the HR Officer across all aspects of the employee and volunteer journey including recruitment, retention and departure Oversee and ensure the implementation, compliance and continued development of the organizations risk management framework and incident reporting systems Lead and oversee the organizations accreditation review process and continuous quality improvement Respond to and coordinate facilities and assets management requirement for the organization Respond to and coordinate information technology requirements for the organization in conjunction with external IT service provider Lead organisational improvements through facilitation of effective implementation of working group/committee action plans, operational and strategic plans with respect to quality and safety, occupational health and safety and information management Provide accurate and timely reports to the Executive Director in the areas of finance and payroll, quality, risk and compliance, human resource management, occupational health and safety (including incident and risk management) and corporate administration Financial Management Contribute to the development of the annual operational budget and ensure effective management in line with acceptable operational budget expenditure Manage effective processing of payment of fees and billing for designated services Negotiate, implement and monitor the financial operation of the Corporate services team to ensure services remain within budget and deliver key targets, goals and objectives Authorised by: Executive Director Page 3 of 6

4 Manage the Corporate services budget and regularly review financial performance and compliance in consultation with the Accountant Support the development of funding submissions, project and research proposals Ensure appropriate financial administration and storage of funding information Staff Management and Leadership Ensure that all Corporate Services Staff are aware of and adhere to the organisations Vision, Mission and Values, policies and procedures Provide day to day management, support, guidance and leadership to staff within the Corporate services division and assist them in the development of individual workplans to effectively manage their responsibilities and workloads Undertake regular, formal supervision and annual performance reviews with staff that promotes wellbeing, reflective practice and professional development opportunities Identify areas of priority and improvement for the Corporate division Manage the recruitment, selection, onboarding and induction of Corporate services staff in consultation with HR Officer Manage workplace changes, issues and performance management processes and exit processes with staff, where required in consultation with HR Officer Strategy, Development and Partnerships Contribute to strategic direction by being actively involved in the development and implementation of the organisational strategic plan Translate the strategic plan into operational key deliverables that meet the needs of the organisation and staff Identify priorities and drive process improvements and service enhancement Ensure legislative compliance in relation to corporate functions Work closely with EE to develop a culture which will support delivery of its strategic goals Support a culture of people management which is underpinned by EEO and human rights and build employee resilience and inclusion Undertake workforce planning in conjunction with the Executive team and HR Officer Represent EDVOS within the external environment and with key stakeholders Maintain effective working relationships, ongoing communication and successful negotiations with all key stakeholders Key Performance Indicators: Effective systems in place to ensure standards and EDVOS policies are met in relation to responsibilities Satisfactory performance in regard to responsibilities in work plan, strategic, operational and quality plans and accreditation Timely provision of reports Effective management of staff reports and functional areas of responsibility Participation in and contribution to leadership of organisation including planning, strategic and operational development and implementation Positive relationships maintained with external partners Authorised by: Executive Director Page 4 of 6

5 KEY SELECTION CRITERIA Relevant tertiary qualification coupled with significant, relevant experience and skills in financial management, human resource management systems and practices, occupational health and safety, quality, risk and compliance, facilities and assets management Comprehensive understanding of corporate service functions including human resource management systems and practices, workforce planning, financial management including budgeting and reporting, corporate administration, assets and facilities management, occupational, health and safety, quality, risk and compliance and information management Significant experience leading, managing and supporting staff Extensive experience managing budgets and the ability to read profit and loss reports etc. Strong strategic planning skills with demonstrated ability to develop and implement strategic plans and policies Experience in preparing and leading accreditation reviews High level interpersonal, verbal and written communication skills Strong problem solving and decision making skills Highly developed planning and project management skills Ability to effectively delegate tasks Capacity to work autonomously and within a team environment Ability to build strong relationships and rapport with stakeholders Understanding of the family violence sector Sound knowledge and experience with Microsoft office suite Current Driver s License Capabilities/ Competencies Leadership Understanding of ability to communicate social and political context of family violence Leads and inspires Thinks strategically Develops themselves and others Promotes creativity and technical learning Deliver results Works with others to achieve success Utilises professional experience Builds Engagement Communicates effectively Demonstrates flexibility Engages self and others in reflective practice Delivery of Service Excellence Encourages service delivery improvement Implement operational efficiencies to deliver effective outcomes Provides strong effective management to others Builds and Maintains Relationships Works well with others Effective coaching of others and self Works well within a team environment Personal Drive Displays personal courage Displays passion to succeed in the role Authorised by: Executive Director Page 5 of 6

While legislation allows, Salary Packaging is offered with this position. All offers of employment are subject to a six month probationary period. Performance reviews are linked to criteria in the position description, and individual work plans.
