The Question Paper Production Optimisation Programme (QPPOP) was established as a business change programme to drive measurable improvements to operational delivery processes. key part of the programme is to automate manual processes and implement solutions that support the business effectively through using existing technology such as Microsoft Dynamics and to implement a new Content uthoring solution. s the Technical Programme manager you will be a key enabler of our future success by overseeing the ongoing development of a suite of integrated solutions that will make up our future planning and workforce management processes. In this role you will be responsible for working with key business stakeholders to develop and deliver a robust plan that meets the programmes objectives, agreeing a clear development and implementation roadmap and ensuring alignment with departmental IT strategy and other major programmes. Key result areas: Customer (external or internal) Being trusted and reliable in assessment design and delivery Outcomes: Provide good quality management reporting on programme delivery, and articulate progress against goals, to support the planning of operational work, inform business decisions and provide a sound basis from which to communicate with and influence internal / external stakeholders Support the Head of QPPOP in managing all technical aspects of technical delivery, develop a clear roadmap and plan for delivery with interdependencies and operational impacts clearly defined Ensure that the solutions implemented support achievement of business priorities and enhance the performance of question paper delivery Develop and maintain outstanding working relationships with operational business managers, technical and subject matter experts to deliver the required outcome Demonstrate commercial flexibility by undertaking other responsibilities which are of a commensurate level as business needs change Q Education (Q) is a registered charity (number ) and a company limited by guarantee registered in England and Wales (number ). 2 Effectively communicate at different levels to ensure stakeholders are updated with the right information to drive the correct decisions Cash (finances) Ensuring sound financial management and a robust asset base Validate cost and timescale delivery plans to ensure that these are achievable, and represent best use of business resources and optimal value for money Effectively manage projects within the programme, taking responsibility for the delivery of agreed project outputs to time and budget Input into the preparation and management of business cases and justifications support forecasting and monitoring of programme expenditure in accordance with Q s procedures Product and internal processes Delivering quality products and outcomes as recognised by the customer Take responsibility for the planning, and delivery and implementation of technology solutions to budget, timescale and quality standards in accordance with defined governance, using proportionate application of project methodology Work with stakeholders to identify and resolve technical constraints, dependencies and risks Develop detailed workplans to ensure all milestones for design, build and implementation are appropriately governed to provide full assurance that business requirements are met Define and coordinate the technology delivery scope and governance model and influence resource allocation for all stages of execution Ensure that delivery is aligned with the IT strategy, guidance and standards and to other major IT programmes.
