IAEA TM on Integration of Safety Culture into Regulatory Practices and the Regulatory Decision Making Process IAEA, Vienna, 6-8 October 2014 Session 1: Leadership and Management for Safety, 6 October 2014 Co-Chair s Remarks Cornelia Ryser, ENSI, Switzerland

Collective Responsibility Leadership From top and from bottom: a duty at all levels Leaders as designers, teachers, stewards (Senge) «Good leaders create more leaders, not followers» Decision-Making «Decision-making is the heart of the regulatory body» «You don t negotiate with safety» Independence Regulatory Body as a Role Model Regulatory Approach Transparency Passion, Caring «A strong regulator should aim to create strong operator in safety culture» Systemic Approach, Involve all Stakeholders Zeal to foster SC Organizational Culture Management Systems «Our culture can change if we make an effort to change it» Impact on Licensees SC Competence, Knowledge «Change of attitudes and behavior is very difficult» «People started to talk about SC» Ongoing Dialogue with Licensees International Cooperation «Big challenges remain» Learning Attitude Values, Attitudes Questioning Attitude 2

Evolution of the Reflection on the Concept of Safety Culture 1. Operator/licensee SC (past) 2. SC of regulatory body (today) 3. SC of entire nuclear system: «inter-organizational safety culture» (future?) Moving towards a systemic view of SC 3

The Regulatory Body s Dual Perspective on Safety Culture Safety Culture as an issue of oversight/regulation ( day 2) The regulatory body s internal safety culture and its impact on the licensee s safety culture 4

Growing Awareness and Interest in Issues Related to Regulatory Body s Own Safety Culture Among very different kinds of regulatory organizations Regulatory body s SC concerns all kinds of organizations and in all stages of their existence Within IAEA Reflection on role of the regulatory body Fostering SC beyond strict legal mandate (Pro)Active role in promoting SC of the licensee through its regulatory activities Recognition of the impact of the regulatory body on licensee SC 5

Growing Awareness and Interest in Issues Related to Regulatory Body s Own Safety Culture (ctd.) Many open issues remain. Work on the topic has just started Open question: Do the interest and awareness shown by the participants of this TM reflect the global interest and awareness in the nuclear industry? 6

Different levels of discussion and activities «Artefacts» of SC: Formal level Management systems Change of concrete regulatory practices/processes «Intangible» aspects of culture: values, attitudes, basic assumptions 7

The Regulatory Body s SC is a big challenge for all regulators For newcomers: How to deal with all issues and activities that have to be solved and managed at the beginning of a nuclear program? Where to start from to «integrate SC»? How to «form» the «right» attitudes and values? 8

The Regulatory Body s SC is a big challenge for all regulators For «old»/experienced regulators: How to integrate new issues (such as regulatory body s SC) into existing management systems and into activities and practices? How to change longstanding practices, values and attitudes? How to avoid complacency? How to keep self-reflection and self-scrutiny alive? How to maintain constant vigilance? 9

To be continued We need to continue working on a systemic view of SC Avoid compartmentalization (looking at one single element of the system) Look at interrelations of all stakeholders to foster the international exchange among stakeholders Involve all stakeholders in a continuous dialogue on SC IAEA can/does facilitate this dialogue! 10
