Box 129, 605 Pike Street Sadieville, Kentucky Phone: (502) ; Fax: (502) Position Description City of Sadieville Police Officer DEFINITION AND DESCRIPTION: Under administrative direction, performs a variety of law enforcement activities for the City of Sadieville, County of Scott, and all participating agencies of the Bluegrass And Central Kentucky Unified Police Protection System (BAKUPPS). Implements the Sadieville comprehensive police services and law enforcement program, including patrol, traffic control, law and code enforcement, investigation, animal control and administrative support services; provides professional assistance to the City Commission in areas of expertise and coordinates assigned activities with other City of Sadieville departments and outside agencies; fosters cooperative working relationships with citizen groups and other agencies on police matters; provides highly responsible and complex administrative support to the Sadieville Mayor, Chief of Police, and/or the Public Safety Commissioner; performs related work as assigned. The position is non-exempt in terms of overtime compensation. General compensation is set as hourly in an amount authorized by the City Commission. The position is classified as non-hazardous, part-time (NTE 100 hours/month), but is subject to reclassification as a full-time position by the City Commission. The incumbent is required to take the Oath of Office as set forth in Section 228 of the Constitution of the Commonwealth of Kentucky prior to undertaking the duties of the office. The incumbent is subject to prevailing city policies regarding drug and alcohol testing. SUPERVISORY CONTROLS Administrative direction is provided by the Mayor, Public Safety Commissioner, Chief of Police, and/or their designees. The incumbent receives direct and functional supervision from the Sadieville Chief of Police or his/her designee.. 1

2 EXAMPLES OF ESSENTIAL AND IMPORTANT DUTIES Duties may include, but are not limited to, the following: 1. Conducts all city police functions including but not limited to patrol, law enforcement, investigation, traffic management, police communications, community and administrative services, answering calls and complaints involving fire, automobile accidents, criminal incidents, security escort, evidence and property management, etc. 2. At the scene of incidents, as needed, administer first aid, conduct preliminary investigations, gather evidence, identify witnesses, issue citations, make arrests, provide traffic management, and provide court testimony as required. 3. Escort prisoners to and from detention facilities as directed, insuring they are properly guarded. 4. Implement established goals, objectives, policies, procedures and work standards for the department. 5. Works closely with the Chief of Police and Public Safety Commissioner and/or their designees, other city departments, a variety of public and private organizations, and citizen groups in to implement projects that solve police service problems. 6. Confers with citizens and City of Sadieville officials on law enforcement i s s u e s a n d problems and assists in developing and implementing innovative law enforcement policies. 7. Represents the City of Sadieville and the Sadieville Police Department and works closely with citizen groups, public and private officials, and outside agencies; serves as liaison for other law enforcement agencies to provide technical assistance, and ensure responsive and appropriate delivery of services. 8. Assists in developing long-range plans for city police service programs. 9. Provides assistance in the preparation and administration of the annual budget for the department. 10. Prepares a wide variety of reports or presentations as requested for the Mayor, City Commission, Public Safety Commissioner, and Chief of Police as requested. 11. Completes staff development and training programs as directed. 12. Assists in planning and presenting public involvement programs for neighborhoods, business, schools and other community groups. 13. Assists in the planning of program goals, objectives, policies and priorities. 14. Represents the City in law enforcement matters and other areas of responsibilities. 15. Prepares and files various written, statistical, and financial reports, and prepares and presents agenda items for the City Commission as requested in a professional and timely manner. 16. Represents the City and participates in developing intergovernmental plans and programs. 17. Performs a variety of other related duties as assigned. 2

3 MINIMUM QUALIFICATIONS: The Incumbent must possess and demonstrate the ability to: Plan, organize, and implement a comprehensive police services program; Implement goals, objectives, policies, procedures, work standards and internal controls; Analyze complex technical and administrative police service problems, evaluate alternative solutions, and adopt effective courses of action; Prepare clear, concise; and timely reports, correspondence, and other written materials; Develop and maintain cooperative working relationships with citizens, public and private organizations, boards and commissions, and city staff; Exercise sound independent judgment within general policy and administrative guidelines; Foster strong community relations and partnerships through the creation and administration of model community policing programs and activities. The Incumbent Must Possess and Demonstrate a Knowledge of: Principles of community policing and working collaboratively with both the community and city officials; Administrative principles and methods, including goals and objectives development, program development and implementation, and work organization; Principles and practices of law enforcement, investigation, patrol, community services, and related police services; Criminal law, codes, ordinances and court interpretations including rights of citizens, apprehension, arrest, search and seizure, and rules of evidence; Principles and practices of budget development and administration; Local government organizations and functions as related to public safety; Modern and complex principles and practices of law enforcement; Organizational and management practices as applied to the analysis and evaluation of programs; Law Enforcement policies, operations, and best practices; Pertinent and current Federal, State, and local laws, regulations, codes, ordinances, and policies; Effective law enforcement methods and problem solving techniques; Persuasive written and oral communication and presentations with individuals and before groups; and, Organizational and program development, evaluation, goal setting and political environment and sensitivities. BASIC QUALIFICATION REQUIREMENTS Any equivalent combination of experience and education resulting in the required knowledge and abilities, including but not limited to: 3

4 Education and Experience: A High School diploma or GED Certificate and at least 5 consecutive years of successful experience in law enforcement. License and Certification: 1. Successful completion of appropriate and required law enforcement training with the Department of Criminal Justice. 2. Ability to obtain and maintain Kentucky Law Enforcement Peace Officer Professional Standards including; Citizenship in the United States; At least 21 years of age; A High School graduate or has successfully completed a General Education Development (G.E.D) examination; Possession of a valid license to operate a vehicle in Kentucky; Has been fingerprinted for a criminal background check; Has undergone a background investigation; Has not been convicted of a felony; Is not prohibited by federal or state law from possessing a firearm; Has been interviewed; Has taken a polygraph examination; Has taken a suitability screener; Has successfully passed a drug screening test; and Received an honorable discharge, if having served in the armed forces. If the applicant is not currently certified in the Commonwealth of Kentucky nor holds valid Peace Officer Professional Standards Certifications, the applicant must also meet the following mandatory standards: Has successfully passed an appropriate medical examination in the past 12 months; Has successfully passed an appropriate physical ability test; and, Has not had certification as a peace officer revoked in another state. SPECIAL QUALIFICATION REQUIREMENTS Availability: Must be able and willing to work the hours necessary to accomplish assigned duties; attend evening meetings and/or critical events and activities, as appropriate; and travel as necessary to attend and/or participate in workshops, conferences, seminars, and meetings during work and non work hours. Equipment: Expertise operating a police car, police radio and radio system, radar Taser guns, firearms, expandable baton, other weapons as required, handcuffs, breathalyzer and, first aid, computer and peripheral equipment and software. 4

5 Physical Demands: The physical demands described herein are representative of those that must be met by the employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to stand; walk; use hands to finger, or operate objects, tools, or controls; and reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell. The incumbent must occasionally lift and/or move up to 100 pounds. Incumbent must maintain the necessary mental and emotional capacities required for the successful performance of the duties and responsibilities of the position. WORK ENVIRONMENT The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the incumbent occasionally works in outside weather conditions. The incumbent is occasionally exposed to wet and/or humid conditions, toxic or caustic chemicals. The noise level in the work environment is usually quiet while in the office, or moderately loud when in the field.
