Section I JOB DESCRIPTION/ PUBLICATION TEXT PURPOSE OF POSITION This Purpose of Position will be used in the WVI Careers site, and if applicable, advertisements. The Manager, HEA provides strategic leadership in World Vision work in the humanitarian field, specifically in crisis response, DRR, and contribute to key sector areas, influencing host governments and donors in key policy areas and resource generation. Additionally, the role is responsible for raising funds through strong donor relations MAJOR RESPONSIBILITIES List statements describing the final results of this position and method of accomplishments, and how results/performance are reviewed and measured. 5 Major Activities End Results Expected 20 Provide leadership in the development and implementation of the NO strategy strategic objectives as they relates to HEA. Acquiring grants to support humanitarian response Deployment of effective resources for the roll out of the NO HEA response strategic objectives Leadership in key technical areas, including Design, Monitoring & Evaluation Influencing key internal and external stakeholders Contributing to Partnership objectives 30 Operational excellence in DRR, Emergency Response Managementand Implementation Leading the implementation of Disaster Management activities in the WVS Assuring standards of excellence in the management of human, financial, capital, and technical resources of the Portfolio. Regular monitoring of HEA KPIs and other performance metrics to ensure the team continuously contributes to achieving strategy objectives.

6 Maintain ongoing surveillance of the developing early warning and humanitarian emergency situation, and adjust interventions and activities in line with WV values and policies Ensure that different sectorial activities are implemented in a coordinated and integrated manner. Ensure all HEA personnel understand and carry out their duties in accordance with humanitarian principles, core values, the Code of Conduct and SPHERE. Work with the security focal person to ensure all team members understand WVs security policies and guidelines. Lead the Documentation and sharing of the disaster preparedness processes and learning and share across the organisation to enhance learning. Develop and establish contextual systems for DRR and effective emergency responses Oversee all reporting in DRR, preparedness and during and after responses in accordance with WVs humanitarian accountability framework, SPHERE standards, and other essential standards 20 Develop collaborative internal and external relationships Establishing and maintaining effective working relationships with other departments within the National office Actively participate or support in the department/no leadership team, supporting the development and delivery of the strategy Page 6/12

7 Develop and maintain relationships with, the host government, donor agencies, UN agencies and other NGOs which will influence these bodies and will promote WVs lead contribution in the humanitarian field Develop and maintain relationships with key stakeholders around the WV Partnership to ensure the effective delivery of emergency assistance Facilitate credible voice opportunities including acting as organisational media spokesperson for humanitarian issues as needed 10 Demonstrates spiritual maturity in modelling Christian leadership Demonstrate, reflect and explain the theology that underpins the motivation and values of WV Inspire and motivate others through speaking at staff devotions and other events Deepen own spiritual maturity through prayer and reflection 20 People Management Competent and motivated staff are hired and retained, and have valid contract at all times in the clusters. 100% annual performance and development goals for staff to ensure optimal performance.

KNOWLEDGE, SKILLS AND ABILITIES List education, knowledge & skills, licenses preferred, and all experiences required to perform this position in a fully competent manner. Post graduate qualifications in humanitarian/development or similar Good understanding of humanitarian response principles and guidelines, transformational development theory and principles. Good understanding of humanitarian policy issues Good understanding of child protection standards Knowledge of the key current debates on effectivedisaster preparedness and emergency responsemethodologies Good understanding of Christianprinciples demonstrated through a personal expressionof Christian faith List additional work experience required as a minimum qualification for this position.
