2 About us Ofgem is Great Britain s gas and electricity regulator. Our goal is to protect energy customers interests, now and in the future. We make sure competition encourages great customer service and bears down on companies prices and profits. We do this by scrutinising costs and checking that companies stick to the rules we set. If a company falls short, we act. Since 2010, we ve imposed over 100 million in fines. We also control the revenue that network companies earn from running gas and electricity grids. This way we make sure customers get value for money from a 6 billion a year programme to upgrade Britain s networks. And we are planning for the future too, with the rollout of smart metering over the next few years, and looking ahead to make sure there s enough capacity in the system to meet demand. About a third of our staff work in Ofgem E-Serve, a division that runs government environmental and social schemes. These include the Energy Companies Obligation, the Domestic and Non-Domestic Renewable Heat Incentives, the Renewables Obligation, the Feed-In Tariff scheme, and the Climate Change Levy exemption. The total value of these schemes is approximately 6 billion per year; our costs for administering them are just 0.6% of this. 5 Role Profile Role Details Role Title Band Directorate Location Number of positions and contract type Senior Policy Manager RIIO2 D Systems and Networks London 1 Purpose Ofgem, as the energy regulator, sets price controls for the companies that operate Britain s gas and electricity networks, to protect the interests of current and future consumers through a framework called RIIO. Through the RIIO price controls, Ofgem is responsible for managing over 80bn of investment in gas and electricity networks over the next 10 years. Our price controls determine the amount of revenue that these companies can recover over the price control period for providing network services to the consumers. The current set of Price Controls (RIIO-1) will end in and the RIIO-2 programme is setting the next set of price control arrangements. Ofgem has established an independent challenge group for RIIO-2, which will challenge the business plans developed by the energy network companies on behalf of the consumers. The panel will produce an independent report for Ofgem with its views of the companies plans. This report be one of the inputs used by Ofgem to set the final price controls for RIIO-2. This high profile challenge group requires a high calibre individual from policy background to act as its secretariat. Whilst this role is focused on providing support to the group, from time to time it will also contribute to policy development with in the RIIO division. The RIIO division in Ofgem are at the forefront of economic regulation, working to ensure that gas and electricity network companies provide value to consumers both now and in 5

6 the future. The successful candidate will be joining this highly qualified division, at an exciting time for the industry as a whole. The successful candidate will join the RIIO-2 policy team on enhanced engagement. This role represents an excellent opportunity to gain detailed understanding of energy network regulation, while also considering the strategic context of it. It would also provide a great opportunity to build relationships internally and externally as this role would be at the centre of interactions between the group, Ofgem RIIO teams and the energy industry. Key responsibilities To work with the Independent RIIO-2 Challenge Group, acting as the secretariat for their activities, to ensure the Panel is well informed and it proceedings are well documented. Assist the Independent Challenge Group in drafting its final report for Ofgem. To assist the enhanced engagement team in policy development for RIIO-2 price controls. Key outputs and deliverables Assisting the Chair of the group to draft the final report for Ofgem. Policy development and output as planned and agreed with the Head of enhanced engagement policy. Taking high quality minutes of each meeting of the Group. Administration associated with organising meetings, preparing and circulating in advance of each meeting the Agenda as agreed with the Chair. Creating and maintaining a challenge log and risk log for the group. Creating and maintaining a risk log and a stakeholder engagement log for the Group. Creating and maintaining a register of Members interests. Owning and Maintaining the document folder and website page of the group. 10 Terms and conditions Role Title Senior Policy Manager Salary 46,250-57,975 Location London Hours of work London: 36 hours per week Annual leave entitlement As a new starter you are entitled to 25 days annual leave which will rise to 30 days after 2 years service. If you are transferring from another Government Department, and have 2 years continuous service your annual leave will be 30 days on joining. You will also receive 10.5 days public, Bank and privilege holiday. Please note the dates vary in England, Wales and Scotland.
