Job Description Functional Title: Base Location: Reporting to: Contract Duration: Finance & Administrative Officer (National Position) Kathmandu with Frequent Field Visit Senior Finance & Administrative Officer 12 months Project Based. Islamic Relief started its operations in Nepal as humanitarian response to the 2015 mega earthquake and has since been supporting/working with partners to provide life saving and recovery support to the disaster affected population. Post earthquake Islamic Relief is working on building community resilience through integrated development programmes. Purpose 1 P a g e

2 The position will support routine functions and compliances related to finance, office administration, Human Resource etc. under direct supervision of Senior Finance & Administration Officer. Responsibilities and Tasks A. Financial Management (50%) Prepare vouchers and ensure supporting documents of the transaction are properly attached. Handle petty cash and petty cash reimbursement on time. Review and verify the financial document, staff field visit claim and settlement. Prepare Bank/Cash reconciliation statement. Ensure IRW s tax payments and other statutory obligations are administered in accordance with Nepali law. Archiving: Maintain project file and ensure proper records of Proposal, partnership agreement, budget, report, s, audited statements, receipt. Prepare Fund transfer request of partner organization, Coordinate and support partner and their staff member to resolve financial quarries and issues. Timely collection and payment of bills/invoices and settlement of advance, and payable. Support and coordinate with partners for timely submission of monthly financial report and further consolidation and submission of reports to Islamic Relief Nepal. To facilitate project internal and external audit. Support the programme team in the preparation of budgets. B. Office Administration (25%) Carries out small procurement, maintains office supplies/stationery and ensures cleanliness in the office. Maintain filling system and ensure both hard and electronic copies are easily retrievable. Ensures logistic support to project staff to organize organizational events and workshops effectively. Ensure maintenance of office vehicle and verify the log sheet. Maintain staff travel approval file, leave file, Vendor agreement file. Maintain Fixed, Non-Fixed (Consumable) Assets Register and ensure timely physical verification and reconciliation. Liaise between the IRW Programme Coordinator and the Social welfare council on all issues relevant to IRW reporting and legal compliance. C. Human Resource Management (25%) Place/upload job advertisements through different job web portals/newspaper. 2 P a g e

3 Support in preparing offer letters, employment contracts for recruited staffs/consultant/vendor and maintain staff contact list. Monitor and record employee attendance/time sheets, leave requests and leave record. Manage staffs benefits in respect of provident fund, gratuity, CIT and medical/accidental GPA cover as per employment contract and provision. Monitor and ensure personnel files for project staffs are kept up to date. Maintain all HR related filling, ensure fulfillment of Tax corporate requirements (i.e. individual staffs PAN record and tax is deposited through it) Maintain and update Staff/Consultants/Vendor roaster. Prepare correspondence, memos, reports, presentations, and s to local counterparts. Any reasonable official duties as requested by Line Manager, Program Coordinator and Head of Mission. The successful candidate must have to be: Minimum Bachelor s degree in accounting and Finance. A minimum of Three years work experience in administrative and financial related work preferably in I/NGOs Hands on experience of QuickBooks is an advantage. Good computer skills including spread sheets and database. Good interpersonal skills. Good knowledge of the English language along with writing and communication skills. 3 P a g e

Job Summary To provide leadership and expertise to the programme (Humanitarian Response and Development) in Nepal. To liaise, support and work closely with Islamic Relief s implementing partners in country. To ensure the programme are implemented within the time and budget while meeting Islamic Relief Quality Standards. To provide timely and high-quality proposals and reports to donors (Institutional/IR Partners). To ensure the development and utilization of best practice for technical interventions. To ensure effective coordination with Government, donors, UN agencies, Red Cross and I/NGOs, Resource institutions. 1

5 Key Roles and responsibilities PROGRAMME DEVELOPMENT AND IMPLEMENTATION As part of the programme team, design programmes and projects based on the Country Strategy Plan in Nepal. Identify new partnerships to expand the work in line with the country strategy. Provide guidance and support to implementing partners in areas of planning, design and implementation, monitoring & evaluation, visibility and communications. Support on setting up and institutionalizing robust M&E systems and meet the IR Worldwide requirements to inform programme learning, development, reporting and advocacy. To ensure programmes are implemented, reviewed, regularly monitored and evaluated in consultative and participatory manner. Support HOM to develop and formulate briefing, position/strategy papers. Produce high quality donor reports according to the donor and HQ requirements. Conduct/Facilitate needs assessment post emergencies. Setting up emergency response programmes. Working with program department to develop sectoral strategy, emergency response plans and master budgets and contribute to Islamic Relief Nepal s overall country strategy. Working closely with the Monitoring & Evaluation team to strengthen multi sectoral M&E plan, ensuring this links to reporting requirements, and capacity building of technical field staff in carrying out the work. Put in place community complaint Response mechanism in coordination with relevant stakeholders in all IR Nepal programmes. To ensure that the minimum standards of humanitarian support are maintained in accordance with CHS, Sphere Charter and Red Cross Code of Conduct. Support HOM in coordination with Social Welfare Council and related Ministries for necessary programmatic compliances. Ensure various headquarter level compliances relate to risk register, assurance register, online project management and CHS portals. Fundraising, Networking, Communication and Advocacy Work in coordination with HOM and Fund-Raising team to raise resources from diverse source for furthering Islamic Relief s work in Nepal Identify funding opportunities through producing high quality concept papers/project proposals. Working closely with Programme Officer, technical experts to support fundraising activities, including development of high-quality concept notes and proposals, and engagement with donors technical advisers. Support HOM in identifying funding opportunities and building partnership and linkages with institutional donors, foundations, UN, multilaterals government and corporates To support HOM in maintaining effective relations with donors, UN, INGO s, International Affiliate Partners and government departments. Support in development of advocacy strategy for IR Nepal. To pro-actively identify opportunities of networking with key stake holders including government and donors. Staff Management Working in harmony with partner project staff and Islamic Relief other team members for the effective and efficient day-to- day management and monitoring of the programme activities. Coordinate and liaise with relevant team members to ensure all objectives of the program are met. Communication and Coordination Represent Islamic Relief at relevant various level coordination meetings involving authorities, and other I/NGOs. 2

6 Facilitate the process of capturing, documenting and disseminating project experiences, achievements, good practice as lesson learnt, case studies, human interest stories and progress reports related to various programmes. Setting up and managing organisation social media platform in coordination with HOM (Facebook, Twitter etc) General: Ensure various periodic reporting s to the HQ Deliver high quality results in line with the terms of reference agreed in advance. Comply with Islamic Relief Nepal policies and practice with respect to its values, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. Conduct/facilitate staff trainings from time to time. Qualification: Master degree required in a relevant field such as Development Studies, Sociology, International Development or Social Science. Highly proficient in English (written and verbal) and Nepali. Experience/Competencies for this position: More than 6 years of relevant work experience, preferably in NGO/INGO setting, including at least 1-2 years experience in rural areas. Strong writing skills (proposals and reports) Experience with major donors (proposal writing, reporting, networking) including DFID, EC/ECHO, USAID, DFAT etc. Proven track record of directly managing a team of people and collaborating effectively at all levels of an organization, especially in a cross-cultural environment Strong time management and task prioritization skills Strong organizational skills and attention to detail Excellent working knowledge of Microsoft office. Experience in research software s will be an added advantage. Direct Monitoring and Evaluation experience and/or experience collaborating with M&E staff desired. Good knowledge and preferred experience on participatory development/research approaches, Protection, WASH, livelihood, Education, DP/DRR sectors. Willingness and enthusiasm for working with rural and vulnerable communities living in remote areas of the country. Partnership management Capacity to work under pressure and manage personal stress level. Ability to travel extensively within country and also abroad (when required).
