1 Job Description Pou Ahurea (Cultural Director) Position Details Role Pou Ahurea (Cultural Director) Position Type 1.0 FTE Reports to General Manager Direct Reports Nil Location Blenheim Date 20 April 2018 Rangitāne Overview About Rangitāne Te Rūnanga a Rangitāne o Wairau exists to protect and enhance the benefits derived from the settlement of our treaty claims, for future generations. The Rūnanga is the mandated iwi authority for the South Island section of Rangitāne iwi providing management services and advocacy for our people, our environment, our commercial and customary fisheries, our claims settlements and discrete social services. Fundamentally, we are here to uphold the mana of Rangitāne o Wairau. 2 Purpose of the Position To act as Kaitiaki for the development of policies and programmes for Rangitane cultural and language initiatives. To establish and maintain a comprehensive network of Māori contacts for the purposes of developing an active working cultural relationship with Rangitāne. To promote and support the establishment of effective Rangitāne cultural and language training initiatives. To participate in training and upskilling wananga/hui to transfer expertise in Rangitāne stories, culture and traditional resources. To actively provide advice, training and promotion on the identification, recording, conservation, preservation and management cultural and language resources. To promote, facilitate and participate in meetings between key stakeholders on Rangitāne matters. To actively participate in, and promote the use of tradition, knowledge and skills used by Rangitāne. To provide cultural advice on the avoidance and mitigation of adverse effects of development proposals on Rangitāne heritage sites. To actively support and promote Rangitāne cultural and language programmes. To liaise with Kaumatua and actively promote Rangitāne and Māori heritage. To provide timely and effective advice and transfer expertise to other Rangitāne on cultural and heritage matters To provide cultural and language input to Rangitāne business and corporate planning. To provide cultural input and advice on all Rangitane projects. To participate in team meetings, projects and other activities. 4 Key Accountabilities The Cultural Advisor is responsible for the delivering to Rangitāne o Wairau Cultural and language services at a regional and national level. This will include assistance with the following: Social, Cultural, Environmental and Economic Development Advocate and model an Iwi member first culture within the business Guide the continued development of kaitiakitanga over the environment within the Rangitāne o Wairau takiwa. Create a repository of environmental history, status and aspirations about our environment to ensure respect and retention of historic information, continuity and protection for the future Build a culture within the lwi, and through our external stakeholders, that portray us as an lwi committed to the care of our people, the land, the sea and other resources that we rely on to enhance the well-being of our people Pursue lwi development opportunities that will achieve cultural revitalisation and ensure the aspirations of Rangitāne are enhanced Monitor the health and wellbeing of Rangitāne through information and data analysis and advise on the right social support structures and services that may achieve a vibrant and healthy whānau and lwi. Relationship Management Promote understanding of, and enthusiasm for, the identification and conservation of Rangitāne o Wairau cultural and environmental values. Take a key role in the regular initiation and delivery of local government and community focused environmental and cultural seminars and training. Actively promote Rangitāne o Wairau initiatives. Establish and maintain positive professional relationships internally and externally (particularly with stakeholder agencies). Maintain effective working relationships with the General manager, Trust Chair, Trustees, Rangitāne Holdings Limited and Rangitāne Investments Limited Chair, and Directors Advocate the interests of Rangitāne and the beneficiaries at local, regional and national level hui and forums. Maintain effective working relationships with our professional advisors, partners, and agencies Help build a strong, committed team in the Rūnanga office who are respected by our people for being proud to serve the Iwi Establish and maintain positive professional relationships internally and externally (particularly with stakeholder agencies). Treaty Settlement Manage the ongoing obligations of our Deed of Settlement Navigate treaty settlement matters so that relationships with the Crown, lwi partners and other parties are handled with appropriate Tikanga and diplomacy

5 Monitor the political landscape for activities that effect Rangitāne o Wairau Organisational Capability Works to ensure that the Treaty of Waitangi (Te Tiriti O Waitangi) and the vision for Te Rūnanga a Rangitāne o Wairau are promoted. Provide effective Iwi leadership, management and development advice so that it contributes to the achievement of agreed outcomes now and in the future Provide support to Rangitāne Companies and Directors as per Service Level Agreements Maintain databases and systems as required. Participate in and/or manage regional projects as required by the General Manager. Leadership Provide leadership and mentoring by promoting a management style that harnesses the energy, commitment, innovation and creativity of staff Provide the Board with assurance that the organisation is compliant with all Health and Safety legislation Person Specifications Professional Experience and Credibility Involvement in Maori community development Knowledge of Maori community networks Understanding of Maori social and health issues Fluency in Te Reo Maori Involved in Iwi, Hapu, Whanau, Marae and Community Development Experience in Maori Mental Health and Whanau Ora A current driver s licence Planning and Organisation skills Is well organised and able to meet challenging deadlines Displays the ability to undertake, prioritise and complete a range of tasks Receptive to new ideas; willing and able to adjust to changing demands and circumstances and prepared to undertake a range of tasks where appropriate. Competent level of pronunciation of Tē Reo Māori, well-versed in relevant tikanga. An understanding and respect of kaupapa Māori, te reo me ona tikanga, and relationships within te ao Māori marae, whānau, hapū and iwi. An understanding of the Iwi and Māori organisational structure. Experience working with communities, iwi and Maori organisations. Communication Skills Encourages a culture of communication by demonstrating professional communication style.
