About this procurement BVSC requires external organisation(s) to generate referrals to the Talent Match project. 2 contracts are available for providers to specifically identify 20 Hidden NEETs and refer them to the Talent Match project. We are looking for specialist providers in 2 thematic areas; o Contract A; Faith Community organisations to refer: i.) Hidden NEETs from Faith Communities. o Contract B: Homelessness organisations to refer: i.) Hidden NEETs who are homeless or in supported accommodation Hidden NEETS are defined as people not currently engaged in employment, education or training and who are not currently in receipt of unemployment or worklessness benefits. This can include people who have an application for these benefits pending at the point of referral. However it excludes people who are not in receipt of benefit who are not eligible to work in the UK. All referrals must satisfy the Talent Match criteria, namely that the individual is aged between on the date of referral, resident within a ward in Birmingham or Solihull and unemployed for a period of 12 months or more. It will be the responsibility of the provider to check the participant s eligibility ahead of making a referral. A successful referral is defined as an individual who completes the assessment process and is registered on the programme. This would normally involve a participant attending two meetings. The first meeting could be held in a venue familiar to the participant. However the second meeting would take place at the premises where the respective coaches are based. BVSC will supply the successful organisation(s) with promotional materials that highlight the strong incentives to participate in the programme, including the opportunity to participate in a 6 month paid work placement. The contract period to be covered is 4 th July rd September BVSC will hold open the option to extend this contract period, dependent on project need and resource available. Pricing The payment schedule is given in section 6.2 Annex A payment. Page 3 of 9

4 2. Background 2.1 Introduction Youth unemployment is now one of the greatest challenges facing the country. Nearly 1.5 million young people have been identified as not in employment, education or training (NEET), over 3,000 of whom reside in Birmingham. In the current economic climate there is a danger that more young people will become long-term unemployed and move further away from being work-ready. Talent Match is a 100m investment programme of the Big Lottery Fund designed to provide support to young people between the ages of years of age who are Not in Employment, Education or Training (NEET) and have been so in excess of 12 months. Talent Match funding has been awarded to Voluntary and Community Sector Lead Organisations across the UK for the sole purpose of helping these young people to find work or start their own enterprise and of the 100m available, 4.6m has been allocated to support activities in Greater Birmingham and Solihull over a 5-year period. Talent Match will bring together representation from the public, private and voluntary and community sectors to create effective cross sector partnerships and the coordination of services and activities at the local level. The award will enable a combination of wrap around services, enterprise, selfemployment, social enterprise support and paid work placements to be provided to local young people with deeply entrenched needs, enabling them to gain valuable work experience whilst receiving the national minimum wage. Strong links with local businesses will be furthered to accommodate this with a view to developing a pool of opportunities for new work placements, employment, training and mentoring opportunities. BVSC s approved target which will be delivered with the assistance of contracted partners, is to support 824 NEET young people over the project s 5 year term, 659 of whom will live in Birmingham and the remaining 165 in Solihull. Talent Match Coach Delivery Model The diagram gives an overview of the process of support for each Participant: The purpose of the contracts will be to enable the delivery of the framework shown below. 6 4. TENDER REQUIREMENTS 4.1 Tender Process Tender submission We require a written response to the questions demonstrated below. Please submit the information requested only on the Tender Response form. All queries must be ed to Talentmatchprocurement@bvsc.org. We cannot respond to queries via any other address or by telephone. Required: Pass/Fail 4.2 Evaluations The tender submissions will be evaluated by BVSC; Talent Match members. As a fixed price contract, the value for money/pricing will not be scored. Therefore the evidence you provide via the supplementary questions will form 100% of your final score. The scoring matrix used is as follows: Score Category Detail 0 Rejected No relevant detail 1 Poor Little relevant detail 2 Partial Contains some relevant detail, but incomplete 3 Satisfactory Complete but basic 4 Good A good level of detail, which evidences that the bidder can meet the needs of the Contracting Authority (BVSC) 5 Excellent An impressive level of explicit detail, which clearly evidences that the bidder can fulfil the duties outlined in the Service Description. These scores will then be tallied up and used to formulate your total weighted score. Birmingham Voluntary Service Council will not under any circumstances score a bid over the advised word count. Birmingham Voluntary Service Council may in its absolute discretion refrain from evaluating the tender if the Bidder does not provide all the information requested by BVSC. BVSC will not, either contact bidders to make amends or ask for additional information once your submission has been received. Page 7 of 9

8 BVSC will accept the tender which it considers to offer the best and most cost effective response to the specification outlined in this document. 5. 9 5.3 Stage 3 Project Delivery Award A contract start up meeting will be arranged with lead bidder to finalise details of contract before awarding successful bidder(s).
