1 Human Services Administrator Elko County has an immediate opening for a Human Services Administrator. Performs a variety of complex administrative and professional work in planning, organizing and directing the operations of the Elko County Personnel Department and Social Services Department. This position also performs a variety of routine and complex administrative, technical and professional work in analyzing and administering various components of the personnel system of Elko County, including job analysis, compensation analysis, applicant recruitment, screening, examination, selection, benefits administration and training. Other responsibilities include managing and administering employees new hire orientations and other H.R. responsibilities such as workers compensation, ADA, FMLA, and catastrophic leave. Will administer 7 bargaining unit contracts, conduct disciplinary investigations and have experience in deposition hearings. Must have a minimum of six years of increasingly responsible experience in human resource management, including three years of administrative and supervisory responsibility. Must have equivalent to a Bachelor s Degree from an accredited university with major course work in human resources, personnel management or related field. This is Board Appointed Department Head position. Starting salary $65K - $75K, depending on experience. 2 ELKO COUNTY HUMAN SERVICES 571 Idaho Street Elko, Nevada (775) (775) fax JOB DESCRIPTION: HUMAN SERVICES ADMINISTRATOR JOB CODE: DEFINITION: Performs a variety of complex administrative and professional work in planning, organizing and directing the operations of the Elko County Social Services Department. Also performs a variety of routine and complex administrative, technical and professional work in analyzing and administering various components of the personnel system of Elko County, including job analysis, compensation analysis, applicant screening, examination, selection, benefits administration and training. DISTINGUISHING CHARACTERISTICS: This position is appointed by the Elko Board of County Commissioners. SUPERVISION RECEIVED AND EXERCISED: Receives supervision under the direction of the Assistant County Manager/CFO. Exercises direct supervision over Human and Social Service staffing with general oversight of the Public Guardian. EXAMPLES OF DUTIES: Duties may include / but are not limited to the following: Manages and supervises Social Services Department to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed. Provides leadership and direction in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and

3 agencies as needed. Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time. Prepares a variety of studies, reports and related information for decision-making purposes; conducts research, analysis, and prepares recommendations regarding proposals for programs, grants, services, budget, equipment, etc. Communicates official plans, policies and procedures to staff and the general public. Researches grant programs; prepares grant applications. Promote public awareness, support and participation in Elko County Social Service programs by developing and maintaining contacts with State and local community agencies and the media as well as individual providers of services. Conduct presentations, attend meeting, serve on panels and negotiate contracts to assist in meeting the needs of clients and their families according to established guidelines. Communicates official plans, policies and procedures to staff and the general public. Advise Social Services staff concerning difficult or complex case management issues. Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures. Performs or assists subordinates in performing duties; adjusts errors and complaints. Assists with recruitment, interview, and selection of employees to fill vacant positions as requested by Department Heads and Elected Officials. Utilizes developed occupational data to evaluate or improve methods and techniques for recruiting, selecting, promoting, evaluating, and training workers, and administration of related personnel programs. Plans and conducts new employee orientation to foster positive attitude toward organization goals.

4 Keeps record of insurance coverage, pension plan, and personnel transactions such as hires, promotions, transfers, performance reviews, and terminations. Maintain constant communication with the Payroll Technician concerning changes in benefits and employee status so that changes in status, compensation and / or benefits are identified. Conducts wage survey within labor market to determine competitive wage rate. Contracts with outside suppliers to provide employee services, such as training, employee assistance, or outplacement. Keeps records of hired employee characteristics for governmental reporting purposes. Plans and directs implementation and administration of benefits programs. Directs preparation and distribution of written and verbal information to inform employees of benefits programs. Analyzes existing benefits policies of organization, and prevailing practices among similar organizations, to establish competitive benefits programs. Plans modification of existing benefits programs. Recommends benefit plan changes to management. Notifies employees and labor union representatives of changes in benefits programs. Analyzes wage and salary reports and data to determine competitive compensation plan. Prepares personnel forecast to project employment needs. Writes directives advising department managers of local, state and Federal policy regarding equal employment opportunities, compensation, and employee benefits. Consults legal counsel to ensure that policies comply with federal and state law. Develops and maintains a human resources system that meets top management information needs. Oversees the analysis, maintenance, and communication of records required by

5 law or local governing bodies, or other departments in the organization. Studies legislation, arbitration decisions, and collective bargaining contracts to assess industry trends. Recommends for adoption by the Board such measures as may deem necessary or expedient. Prepares and submits to officials such reports as may be required or as deemed advisable to submit. Evaluates services, coverage, and options available through insurance and investment companies to determine programs best meeting needs of organization. Serves as a member of the safety committee. QUALIFICATIONS: KNOWLEDGE OF: Considerable knowledge of modern policies and practices of personnel and benefits administration; recruitment, selection, training; working knowledge of risk management and safety practices; Skill in preparing and administering program policies and procedures; Skill in performing research and preparing recommendation and reports for management. ABILITY TO Ability to coordinate program activities with officials and representatives of other agencies. Ability to interpret and apply complex documents such as Federal Regulations, technical journals and legislative studies to the work programs. Ability to establish and maintain effective working relationships with employees, city officials, labor unions and the general public. DESIRED QUALIFICATIONS: Must have minimum of six years of increasingly responsible experience in human resource management, including three years of administrative and supervisory responsibility. Must have equivalent to a Bachelor s Degree from an accredited

MACHINES / TOOLS / EQUIPMENT: Requires frequent use of personal computer, including word processing, database and spreadsheet programs; calculator, telephone, copy machine and fax machine. LICENSES OR CERTIFICATES: Must have valid Nevada driver s license. OTHER REQUIREMENTS Must be bondable.
