1 POLICY & PROGRAMMES MANAGER Job description and person specification Reports to: Responsible for: Salary: Director Human Rights Officers and Research and Communications Assistant (and depending on BIHR s structure: Senior Human Rights Officer(s), Assistant Human Rights Officer(s), paid interns, and where relevant volunteers). 38,000 pa, inclusive of London Weighting (pro rata if part-time) Hours: Full-time (5 days a week / 35 hours) or part-time (4 days a week / 28 hours). Core days are Mondays and Fridays Term: Location: Leave: Benefits: Fixed term for 12 months, subject to the completion of the standard probationary period. All posts are subject to funding. Based in London with regular travel across the UK, including overnight stays. 25 days annual leave (pro rata if part-time) Employer pension scheme. Flexi-time policy for office-based days (core hours). TOIL policy for working outside of London. 25 days annual leave, with an additional 1 day annual leave for each year following 2 years of employment, up to a maximum of 5 long-service days. Overall Purpose of Job The Policy and Programme Manager is a key to ensuring BIHR meets our mission through generating and delivering programmes and policy outputs that improve support for human rights and the use of human rights approaches. This role encompasses both strategic and operational delivery. You will manage BIHR s Officer Team, ensuring the development and delivery of effective interventions, through policy and programmes activities. Responsibilities include developing operational strategies in line with the organisation's mission and strategic objectives, ensuring implementation of effective project and policy plans, and using exceptional communication and influencing skills in representing BIHR with key stakeholders. You will have a key role in fundraising and ensuring a sustainable BIHR, including working closely with the Director on operational, strategic and internal planning and processes.

2 Reporting structure This role reports to the Director. The following positions report to the PPM (when in post): Senior Human Rights Officer; Human Rights Officer; Assistant Human Rights Officer; paid summer interns (QMUL), and where relevant volunteers. Currently there are 2 Human Rights Officers, a Research and Communications Assistant, and there will be 2 paid interns during the summer period, all reporting to the Policy and Programmes Manager. Main tasks and responsibilities To lead and motivate BIHR s Officer Team, providing strategic direction and management support to ensure BIHR meets its objectives, delivers high quality policy and programme outputs, ensuring BIHR s profile with key stakeholder. To provide effective line management for direct reports, setting objectives in line with organisational plans and strategy and managing performance, in line with processes as agreed with the Director and reporting back to the Director. To work closely with the Director to contribute to BIHR s strategic and operational planning and management, contributing fully to cross-organisational strands of work. To develop income streams and funding opportunities, working with the Director, and ensure that funder reporting requirements are met, including regular monitoring of outcomes and impact. To provide knowledge leadership on the practical application of human rights within the UK, with a specific focus on people s interactions with public services. To lead and develop BIHR s programmes work (including training and consultancy), ensuring these are sustainable for BIHR and lead to improvements in the support for human rights and the delivery of human rights approaches across the UK. Managing the delivery of this work includes: responsibility for planning and budgeting, and developing and reporting regularly on milestone/performance indicators, and ensuring effective evaluation. To lead and develop BIHR s policy work (including research, communications, campaigning and parliamentary), ensuring these are sustainable for BIHR and lead to improvements in the support for human rights and the delivery of human rights approaches across the UK. Develop new opportunities to work in partnership with the voluntary and public sector, to drive forward human rights approaches to policy, practice and campaigning in the UK, ensuring that funding is secured or generated for such work. To build and develop a BIHR s policy and practitioner contacts, ensuring BIHR is able to maintain productive relationships focused on ensuring support for human rights and the use of human rights approaches. To influence the sectors BIHR works with to ensure complimentary working relationships with other organisations and to keep up to date with relevant developments in law,

3 policy and research so as to inform BIHR s work. This includes participating in networks, working groups, discussion groups, etc. Work closely with the Director in the development and delivery of BIHR s Clinical Module at QMUL School of Law (undergraduate), and other QMUL responsibilities, as required. To deliver all aspects of this job description in accordance with BIHR s core mission, acting always in the best interests of BIHR. To undertake any other relevant duties delegated by the Director. Main tasks and responsibilities ESSENTIAL General personal qualities A people person with a positive can-do attitude who enjoys leading and working as part of a supportive small team. Commitment to the mission of BIHR; this includes commitment to equality of opportunity and diversity. Ability to work collaboratively and independently, with a flexible approach. Recognition of the need for travel across the UK, which may include overnight stays / early starts Knowledge High level of knowledge of human rights laws in the UK, specifically the Human Rights Act, developed through academic study or equivalent practice-based experience. A good working knowledge of the European Convention on Human Rights, and/or other UN mechanisms relevant to the UK. An understanding of the practical application of domestic human rights standards in the delivery of health and social care (including a good working knowledge of the Mental Health Act and Mental Capacity Act) and at least one other area of law (e.g. child protection, immigration, violence against women, etc.). A practical understanding of the challenges faced by people who may be at risk of poor treatment from public services. High level skills in Microsoft Office particularly Excel, Word, PowerPoint, and the ability to learn new packages, including BIHR s website and social media platforms and programmes. Management and organisational experience and skills Experience of managing and developing a team, preferably within a small team/organisational environment, including task management and human resources issues. A strong entrepreneurial flair, with the ability to sell BIHR s consultancy services through developing new leads, and maintaining strong relationships with current clients.

4 Experience of developing, implementing and monitoring complex policy/advocacy and programme plans and budgets, with a particular focus on capacity building projects Good attention to detail and accuracy, including the ability to monitor outputs by the team. Excellent coordination skills and ability to work to tight and multiple deadlines Positive and practical problem solver (able to detect potential issues and implement solutions if issues threaten to delay deliverables). Ability to work under pressure to deadlines and adapt to a fast moving environment, including supporting other members of the team to prioritise Communications, relationship management and networking Strong experience in building strategic relationships, partnerships and/or coalitions for policy and practice aimed at securing positive social change. Excellent interpersonal and networking skills with demonstrable experience of building strong and lasting relationship with stakeholders, clients and colleagues. Ability to translate and communicate complex legal issues (preferably human rights) for non-technical audiences Excellent verbal and written English language skills, with demonstrable experience of influencing high-level decision-makers, public speaking and delivery of training for a range of audiences, drafting and editing accessible information resources and tools, research and policy products, and marketing materials Experience of developing creative approaches to communicate and deliver educational and policy work Other experience Professional experience of developing and delivering trainings for adults on human rights and capacity building programmes (i.e. more than training), preferably on human rights. A strong knowledge of the current policy context on human rights, and experience of influencing change within Westminster and Whitehall. Experience of working in the voluntary or public sector in the UK, and a solid understanding of how both operate DESIRABLE Experience of using social media and online platforms to deliver education and/or influencing work. Experience of working with Trust funders and/or donors and/or clients to develop income streams Formal teaching experience, preferably within a university context Experience of supporting leadership in review and development of strategic and operational planning.
