1 Submitted Vendor Questions, RFP 1407 (IS General Staffing Services) 11/21/17 Mitaja Corp. 1) Is it mandatory to provide evidence of actual placements over three years? Yes. 2) Do we need to provide resumes for the two placements in each of the categories specified? Yes. Flairsoft 1) As stated under section 3.0 REQUEST FOR PROPOSAL INSTRUCTIONS, point 3.16 Electronic Information Technology ( EIT ) Accessibility, that 'Vendors providing Electronic Information Technology products or services must complete this section'. Could state please specify what type of services would State count under Electronic Information Technology products or services? This is not applicable to this RFP. 2) Section 4.43, requires completing Security Questionnaire for External Service Providers, However we did not find these questions in the RFP. Could you please specify where we can get these questions? Under which section of the RFP response do we need to answer these questions? This document will be provided to short-listed finalists for completion when appropriate. 3) Proposer Information, Qualifications and Experience A (page 28). If Proposer intends to be the Prime, is compliance to this still required? Yes. We are a Minority Business Enterprise (MBE) and have not selected any subcontracting to partner with us for the response. Proposer must provide the requested information for subcontractors if they are a part of proposal. 4) Is there a page limit to respond to this RFP? No. 5) How many sample resume submittals are permitted per RFP requirement? Suggested to be two or three per each category specified. 6) As the RFP title 'Vendor Selection for Information Services General Staffing Services as needed', suggest that it is a contracting RFP but at several places it is mentioned that "product and/or services", please clarify? Product and/or service is boilerplate. Obviously you will be providing a service only. 7) In section 6.0 REQUEST FOR PROPOSAL SPECIFICATIONS, part B. General Business description, only two of the asked services (Project Management, Programming/Analyst Services, Desktop Support Staff, Systems Administrators, Data Center Operators and Network and Telecom Analysts) are described, could state please describe the remaining four mentioned services (Desktop Support Staff, Systems Administrators, Data Center Operators and Network and Telecom Analysts)? OK to reflect resources immediately available. 9) 6.0 REQUEST FOR PROPOSAL SPECIFICATIONS, General Requirements, E. Placement. Proposer must provide evidence of actual placements over previous three years in the table below. Proposer must also provide the resumes for the most recent two placements in each of the categories specified. What type of evidence is preferred for review of our placements in the previous three years? Is it acceptable to include the resumes of our most recent two placements in the pages following this section in the RFP? The number of placements in each category, as well as the resumes for the two most recent placements in each of the categories specified will be considered the evidence. 10) 6.0 REQUEST FOR PROPOSAL SPECIFICATIONS, General Requirements, F. Knowledge of Higher Education Industry. Proposer must provide a description of working knowledge/relationships with higher education institutions. Proposer must complete the following table. Please describe the response desired in the columns titled Large Commercial Companies and Small and Medium Size Businesses, as the request is for the Proposer s working knowledge and relationships with higher education institutions. Is there a word limit to the answer in tabular form? This section is intended to show the number of placements in each category. As well, a brief description (one to two sentences) of the engagement will allow the University to assess the bidder s relevant experience in placing resources in the higher education environment. 11) Other than Response to Section 6, 7 and signed cover page, Is there any other information that a vendor needs to solicit? Could Kent State University please share the structure of RFP response, if any? Can we include cover letter, corporate overview and our past performance as a part of response? The response must follow the order required in Section V, page 18 and all those ekements must be provided at a minimum. You can include whatever other information you choose to include as well. 12) Please indicate, if University has a preferred procedures to request a consultant, we work with several clients and each of them have different process to request a consultant so we are very flexible to follow University preferred process. Per section 6.0, A, 2, The University will request consultants using a University-drafted document. 13) For submission on future requirements, in addition to resumes what other information (like background check, visa status etc.) must be included on submission to ensure that the proper information is collected and available, if consultant is selected. If background check is required, will it be at the vendor s expense? Yes. How many resumes are permitted for each requirements? We would prefer to select from a short list (2-3). What is the process for screening the candidate (in-person, phone, skype) by the University? Screening will likely be conducted via phone interview. How long is the total selection process time, from the submission to selection of the candidate? Variable depending on the situation. 2

3 14) 3.0 REQUEST FOR PROPOSAL INSTRUCTIONS. 3.2 New Product Lines We presume that it is not applicable for services contract, please clarify. Your presumption is correct. This is boilerplate. 15) 4.0 REQUEST FOR PROPOSAL AGREEMENT TERMS, 4.9 Price and Freight, 4.10 Title and Risk of Loss, 4.12 Payment Terms and Cash Discounts, 4.14 Guarantee and Warranty Requirements & 4.15 Product Substitutions We presume that it is not applicable for services contract, please clarify. As this is boilerplate, your presumption is largely correct on all points EXCEPT We will take advantage of any cash terms and discounts offered, and such will be a consideration for contact award. 16) 4.19 Partnership Introduction. Can details be provided relating to the cost of promotion? The University will discuss the details of this course of action at a future date if desired by the University. 17) Pricing Table, Pg. 27 Project manager category is very clearly defined about the resource experience, however the other categories do not specify the same. Please specify if University is looking for mid-level or senior level resources under these categories? This will help us to quote correct cost per hour. This is in reference to size of project, not how many projects. Needs tend to be more toward senior level, although the specific requirements will be known at the time of the resource request. TAJ Technologies 1) Question on Section 6.1 General Requirements - D worksheet, second column that we need to fill for availability of local resources Number Available from Proposer This is the number of consultant resources available. 2) Does Local resources, mean resources from OH ONLY or they could be sourced nationwide but willing to relocate to OH with no relocation charged to Kent State. Assuming it would be at vendor s expense, relocation OK. 3) Are all resources expected to be US Citizens or permanent residents ONLY or candidates with valid work visas to work in the United States allowed as part of the contract As the resources are mot employees of the University, US citizenship is not a requirement. HOWEVER, vendor must agree and attest that all recruiting and placement of resources are in accordance with applicable Federal, State of Ohio and local laws. 4) For niche skills with very small candidate pool, proposer sometimes has to work with third-party supplied candidates in a Corp to Corp arrangement. Will this be allowed as part of contract All of the skills described in the RFP are broadly utilized and therefore by definition not considered niche skills with a very small candidate pool. 5) There are some resources that have their own corporation (Self-Inc). They will work with the proposer on a C2C basis. Will this be allowed? Our contract is with successful bidder only 3

4 6) Do the available resources have to be currently employed on the proposer payroll or can they reflect pipelined candidates, that the proposer has been in contact with, submitted recently to client positions or proposer ability to source. OK to include pipelined candidates. 7) Question on Section 6.1 General Requirements E a. Placement. Provider must provide evidence of actual placements over previous 3 years What evidence is acceptable to Kent State? The number of placements in each category, as well as the resumes for the two most recent placements in each of the categories specified will be considered the evidence. 8) Can resumes submitted be formatted with TAJ branding? Yes. 9) Question on Section 6.1 General Requirements - F Knowledge of Higher Education Industry. Proposer must provide a description of working knowledge/ relationships with higher education institutions. Proposer must complete the following table. a. Do you expect years of experience, number of candidates placed or a checkmark b. Or a summary of projects implemented. Number of placements. 10) 3.17 Electronic Information Technology ( EIT ) Accessibility Need Clarification. Since proposer will be only submitting candidate resumes for positions as described in the RFP, Is this section applicable to us This is not applicable to this RFP. 11) Under 6.1 General Requirements, question Will application developers have access to a template program for relevant language through Proposer? Does this mean project management templates? No. This is merely an example scenario involving the provision of software tools for use by the consultant. Generally, it is the intent of the University to provide all software needed by the consultant for the engagement. Collabera 1) As a privately-owned corporation, would it be acceptable to submit the attached Attestation Letter in lieu of our audited financials? No. Audited financials as described on page 28 of the RFP are required of all respondents. 2) Collabera understands that as a staffing firm, the evidence of Electronic Information Technology Compliance, as described in Paragraph 3.16, is not applicable to us. Please confirm. This is not applicable to this RFP. 3) Please provide estimated annual spend for your staffing requirements and volumes per position or total. Not provided. 4) The RFP indicates that the assignments will be short term. Please indicate an estimated timeframe for length of assignment. Variable, based on need. Beacon Hill Staffing 4

Could we please get clarification on Proposer must provide a description of working knowledge/relationships with higher education institutions. Are you looking for a numeric breakdown of placements in each category for this table? This section is intended to show the number of placements in each category. As well, a brief description (one to two sentences) of the engagement will allow the University to assess the bidder s relevant experience in placing resources in the higher education environment. Zolon Tech Inc. 1) Is it a new contract or a running contract? New contract. 1) Name of current service provider or providers for the similar service? Not provided. 2) Historical level of efforts or number of hours used for the similar services? Not provided. 3) Total $ value spend on similar services last year or in complete duration of agreement? Not provided. 2) Is there any budget limitations for the listed services or will that be as on need basis only? Asneeded basis. Anchor Point Technology Resources 1) On page 24, Section E) it states "Proposer must provide evidence of actual placements over previous three years." What will you be looking for us to include that will serve as evidence? This section is intended to show the number of placements in each category, as well as the resumes for the two most recent placements in each of the categories specified. 2) Will there be a Vendor Management System in place. If so, what is the name of the portal and will there be fee associated? No. 3) When it comes to the mark up percentage in the pricing how should we go about including the benefits that we offer to our consultants? Meaning, we give all of our consultants the option of opting into Health, Dental, Vision coverage as well as PTO and a 401k. We do this in an effort to recruit and retain the best possible talent in a ever tightening Tech market. With that, we incur a greater cost so are able to include our benefit offerings into our proposed mark-up? Mark-up = cost over and above benefits. Viva USA Inc. 4) Who are the incumbents? 6 5) Do you have a breakdown of need per title? No. This is on an as-needed basis, at the time the need is identified. 6) Could you please share the volume for year 2015, 2016? What is the total spend planned on this new contract? Not provided 7) Could you please share the not to exceed rates of the incumbents. Not provided. 8) May the bidder provide a range of rates (lowest to highest) Yes. 9) Page 25 of 35, is the table relating to the number of people placed across Colleges and Universities, Other Public Institutions, Large Commercial Companies and Small and Medium Size Businesses? Yes, this is referring to the number of placements. 6
