1 Job Title: IT Applications Manager Directorate: Finance & IT Unit: IT Grade and Salary 1 : Grade E Contract Type: Permanent Location: Any IS Hub Budget Holder: Yes No Reports to: (incl matrix reporting) Direct Reports : Matrix Reports: Operational Remit: DBS (CRB) / Police Check: Role Overview: Head of IT Finance Systems Manager and Fundraising Systems Manager None Global Regional Country Specific International Secretariat Yes No Job Role Leading the Application governance team, recommending to the same detailed strategies for applications (Core, Common and Local), Cloud (IAAS and SAAS), integration, providing a roadmap for current and future application development working with the Infrastructure manager and external vendors to ensure alignment with the Enterprise Architecture strategy. Responsible for the application development and implementation processes, using good engineering practice and thorough but cost effective system testing, maintaining supporting documentation under change control. Responsible for change management associated with new applications and upgrades. Areas of Responsibilities People Leadership and Management Key Activities Act as a Change Agent for the IT community within the Federation embracing the new ways of working. Lead and manage the Application teams that are wholly managed by the IS within a clear performance management framework, contributing to Performance Management assessments regarding objectives and competencies. Lead the Applications Governance Team Promote teamwork and collaboration within the IT team and to the wider Federation, whilst motivating and managing effectively from a distance. Recruit staff in line with AAI HR policies, conducting probationary reviews with staff and annual performance reviews (performance management). 2 and Roadmap Standards and Processes Vendor management Application Development and Maintenance aspects of the IT strategy. To be responsible for achieving effectiveness through the identification and provision of shared systems and the integration of systems where appropriate. Collaborating with the Regional IT Manager, review the IT strategies and business needs at a country level and integrate these in to an IT roadmap utilising the Core Systems and Deployment strategies. Maintain the IT roadmap over time, prioritising individual strategies through consultation. Overall accountability for Core System projects, supported by the IT Programme Office (Part of the Project Manager role). To ensure the production, presentation of project management reports in line with good project management standards. Reports to be presented to Governance teams and made available to the Federation. To provide expert knowledge and processes for the provision of development tools and techniques, and direct where this should be adopted. Ensure that development standards and processes are designed to sufficient detail, documented and embedded in the organisation to ensure that are sufficient, suitable and followed. Maintain awareness of Information Security and related standards, be responsible for the development of internal policies and procedures to align to the standards, and ensure adherence to the standards. Be responsible for the capacity planning with the IT SMT, the negotiation of priorities, and need for charging of development services. Maintain good relationships with all vendors reporting both under and exceptional performance to the relevant IT Team Lead Vendor review meetings ensuring continuous improvement is at the fore front of all Vendor discussions Accountable for the Vendor spend to ensure the procurement of value for money services To be the key Strategic Manager responsible for planning, organising, monitoring and controlling all aspects of the applications development of computer systems, and the implementation of packaged systems, in accordance with authority and installation standards. To be responsible for developing and maintaining standards of project planning, and all application and systems documentation. Ensuring that plans and documentation are kept up to date at all times. To have tactical and overall operational responsibility for project teams; define, monitor and update the overall development plan, with particular emphasis on setting realistic deadlines and ensuring that they are met. Be responsible for the planning and execution of postimplementation reviews for all new systems, and ensure contact by the relevant IT applications with the user community is regular,

3 formalised and effective and thereby ensure acceptable levels of service. Ensure that all production systems are supported and maintained according to internal standards for quality system provision, and that requests for amendments and enhancements are properly authorised, change managed, and implemented in accordance with installation, release, and change control standards. Provision of Strategic Support to Countries Assist Countries develop value for money IT Strategies for their IT Application footprint aligned to the needs of the Country, Region, Federation and Secretariat. Assist IT Programme Office (Part of the Project Manager role) to drive, implement and report on Global and regional IT strategic implementations. Support Countrys IT staff and reporting managers in IT planning and budgeting, prioritising in line with the Organisational Priorities. Assist the development of integration strategies for new countries, liaising with the IT Regional and Infrastructure teams as appropriate and providing reports and updates to the Federation. Monitor through the Regional Coordinators Countrys IT programmes that have a Global or Regional impact and escalate/work with Countrys IT to respond where Projects and Programmes fall behind schedule or experience significant issues. Financial Management responsibilities Responsible for managing delegated budget responsibility for resources within approved limits. Delegation to other team members can be done but overall responsibility remains with Budget holder. Responsible for preparing activity based budgets and monitoring actual monthly spend against these budgets, including providing relevant accruals and explanations for variances. Responsible for approving all transactions (including amendments) to their budget. Act within the parameters set by the International Secretariat financial policies and procedures Other The role holder will from time to time be required to carry out any other duties that are within the scope of the job. Providing support and guidance on the improvement and use of existing and emerging technologies Providing advice on training requirements and process changes to the user environment Promote the services of the IT unit, and the IT community as a whole, within the IS, the Federation and with the external Vendors. Pro-actively seek opportunities, within the Council and its partners, to improve and enhance the efficiency of the organisation through innovative and improved systems development Work with the Infrastructure Teams to help design and

ITIL Service Management qualification is desirable Basic Project Management qualification is desirable Ability to demonstrate knowledge of the software applications. Knowledge of databases (Oracle, SQL Server) hardware and networking is preferred. Ability to handle multiple tasks to meet deadlines in a dynamic environment is essential. Process-oriented design, strong client service, leadership, and project management skills are essential.
