Grand Ave Lansing, MI / M-F General Summary of Function/Purpose of Position Position provides leadership as the Executive Director of the Children's Services Agency (CSA) setting the overall vision for Michigan s child welfare system. This position also provides operational and policy guidance to approximately 5,000 staff impacting youth and families across the state of Michigan. Position focuses on implementing strategies to improve child welfare practices and procedures which will positively impact child safety and strengthen families. Position provides executive guidance over all 83 counties and all private agency foster care providers and private agency residential (Child Caring Institutions) providers under contract with MDHHS, for all child welfare programs. This position also provides executive oversight to juvenile justice programming including the two MDHHS juvenile justice residential facilities (Bay Pines and Shawano), the Division of Child Welfare Licensing, the MiSACWIS project, the Division of Continuous Quality Improvement, the Office of the Family Advocate and the Children's Trust Fund. Across all program areas, this position oversees budget development, resource allocation, implementation of reform strategies as well as legislative and stakeholder engagement. Position is responsible for implementing effective employee engagement, development, retention and training programs/initiatives. This position is responsible for developing a highly skilled team and engaged workforce throughout the Children s Services Agency to ensure the successful execution of all federal mandates and the Implementation, Sustainability and Exit Plan (ISEP) that directs child welfare improvement and reform in Michigan.

Duty 1 General Summary: Percentage: 70 Executive Leadership Individual tasks related to the duty: Confer with legislators, governor s aides, and officials of federal, regional, state, and local agencies, professional organizations, citizens, and special interest groups on matters relating to the Administration s operation and policies. Represent MDHHS and the director of MDHHS with external agencies both public and private, on issues of importance to child welfare. Handle sensitive and difficult issues with other governmental units, court systems, county government, federal government and private sector organizations. Review state and federal legislative analyses and proposed legislation and determine or recommend the Department s position and course of action, interpret legislation for staff, other agencies, and the public. Assures conformity of agency and operating policies, rules, guidelines, and procedures with legislative mandates; this includes having direct communication and conveying the intentions of the Children s Services Agency, Administration for Children and Families (ACF) within the Department of Health and Human Services. Interpret information memorandum and policy directives from the ACF and consult with staff from the Federal Region V HHS office. Facilitate resolution of issues across departments of state government that involve child welfare programs, operations or priorities. Testify at Senate and House appropriations and workgroup committees. Participate in media interviews as spokesperson for Children s Services Agency. Present at state and national conferences and meetings with stakeholder groups and other government agencies. Actively participate in national organizations including the National Association of Public Child Welfare Agencies (NAPCWA), the Child Welfare League of America (CWLA) and the American Public Human Services Association (APHSA). Encourage the development of national partnerships and provide state representation on federal Child Welfare issues. Liaison with private providers and universities on child welfare issues. Meet with citizen groups, child advocacy organizations and other elated groups to develop on-going partnerships and opportunities for public input. Oversee MDHHS participation in and support of the Governor s Task Force on Children s Justice, Citizens Review Panels, the Michigan Committee on Juvenile Justice and Child Death Review advisory committees. Duty 2 General Summary: Percentage: 30 Program Operation Individual tasks related to the duty: Coordinate activities related to program and policy development and implementation Review and approve any program policy changes prior to review by the executive office. Oversee the administration of multiple funding streams including: FCANS, CAPTA, IV-B part II, IV-E, and Chaffee funds and County Child Care Funds.

3 Direct staff to resolve highly political and sensitive matters. Act as liaison to executive office, governing boards and commissions. Provide staff development. Oversee the implementation of the Children s Rights agreement (Implementation, Sustainability and Exit Plan) that directs child welfare improvement and reform in Michigan. 16. The Children s Services Agency is responsible for the activities of major child welfare programs in the Department of Health and Human Services. This position provides the executive leadership functioning as the Director of Children s Services Agency (CSA) and provides overall operational and policy guidance for the CSA with and in consultation with the department director. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position.
