1 File: Water Resources Coordinator Job Code: 456 FLSA: Non-exempt Unit: Public Services Operating Engineers Local 3 Revised: 2/2001 WATER RESOURCES COORDINATOR DEFINITION Under general supervision, plans, organizes, and supervises a major section in the Public Services Department; coordinates section activities with other divisions/departments, external customers and contractors; and performs other duties as assigned. DISTIGUISHING CHARACTERISTICS The Water Resources Coordinator supervises a major section within the assigned division and is responsible for supervising the day-to-day functions of the section staff and workload. It is distinguished from the Public Services Supervisor in that the latter has responsibility for managing the day to day functions of the section staff and workload as well as for the administrative functions of the section. SUPERVISION RECEIVED General supervision is provided by a Public Services Supervisor. SUPERVISION EXERCISED Provides supervision to all technical, clerical, and temporary employees assigned to the section. EXAMPLES OF IMPORTANT AND ESSENTIAL FUNCTIONS Administrative Functions Participates in recommending and implementing section goals and objectives; establishes performance standards, guidelines and methods for assigned section; assists in the development, implementation, and administration of policies, procedures and programs for the section; participates on the department and City-wide committees; coordinates section activities with other divisions or departments as well as external customers; administers and monitors contracts and reviews work for City compliance; answers questions and provides information to the public and other City personnel; coordinates process with the Finance Department for internal service billings; and investigates operational complaints and recommends corrective action as necessary to resolve complaints; implements, administers and maintains automated software systems related to operations; recommends annual equipment and material purchases to Division Manager and Department Head; S:\CLASSPEC\Water Resources Coordinator.doc Page 1

2 implements improvements and modifications; prepares various reports on operations and activities; assists in the preparation and administration of the section s budget; prepares cost estimates for budget recommendations and purchases equipment and vehicles; submits justifications for expenditures; and monitors and administers expenditures. Supervisory Functions Provides daily supervision to assigned employees; participates in the hiring, training and evaluation of employees assigned to the section; schedules and monitors the work of staff involved in duties related to assigned section; plans and schedules daily and weekly work assignments; monitors timecards and all employee leave; prepares performance evaluations; evaluates operations and activities of section; develops benchmark standards for performance measures and promotes continuous improvement; and enforces safety codes and safe work practices, including safety training of all staff. May be assigned supervisory responsibility for one or more sections in the Water Resources Division. These sections may include, but are not limited to: Laboratory Coordinator Performs complex physical, chemical, biochemical and bacteriological test on liquids, gasses and solids; coordinates work functions with the Water Resources Division Plant operations staff; provides feed back and offers suggestions and support for process control changes; prepares specific compliance reports to be submitted to various state and federal agencies; trains others in basic laboratory tests and procedures. Source Control Coordinator Conducts in-depth facility inspections of various industrial facilities throughout the City of Livermore; interprets complex State and Federal regulations and utilizes knowledge of toxic and hazardous materials storage and management to advise businesses and ensure compliance; performs plan reviews on sanitary and storm water building related issues; promotes positive public relations and exhibits a strong customer service attitude; responds to illicit discharges, coordinates cleanup, abatement and investigates to find responsible party; and makes presentations and writes correspondence. Maintenance Coordinator Performs and directs the installation, repair and maintenance of water/wastewater/recycled water collection, treatment and reclamation facilities including digesters, boilers, belt filter presses, motors, compressors, rapid-sand filters, pumps (positive displacement and progressive cavity), programmable logic controllers, variable frequency drives, micro filtration and reverse osmosis units, instrumentation and control systems (PLCs, SCADA systems, etc.), recharge and monitoring wells, and related equipment; maintains, updates, and modifies a computerized maintenance program; interprets technical manuals, drawings and blue prints; paints and cleans buildings and equipment, as needed; and solicits estimates for contracted repair and maintenance work. 3 Operations Coordinator Performs functions in the operation of a wastewater treatment plant using Supervisory Control and Data Acquisition (SCADA); applies regulatory codes, laws, and permit provisions pertaining to collection, treatment, re-use and disposal of wastewater; enters data and maintains accurate, up-todate logs and records; composes accurate, concise reports and makes recommendations; anticipates and solves problems with a clear understanding of the overall operation of the treatment facility; and recommends process control changes and sets parameters for various treatment processes. Collection System Coordinator Operates television and inspection devices; maintains, operates, and repairs collection system equipment with a strong understanding of the sanitary sewer and storm water collection system; safely performs confined space entry; develops, plans, and implements the preventative maintenance program for sewer line cleaning; works closely with City Planning and Engineering Divisions with independent contractors for the repair, rehabilitation and replacement of the collection system; and meets with resident and commercial sewer users, contractors and sub-dividers to discuss/resolve complaints and projects. Water System Coordinator Assists in performing tests such as water pressure, water quality samples, and pipeline leakage; repairs and replaces water meters, services lines, valves, and fire hydrants; assures timely completion and reporting of sample collection and analytical results; works closely with City engineering personnel, consultants and/others in planning and implementing system improvements; follows Federal and State laws that govern the purveyance of potable water; ensures proper laboratory tests and reporting protocol are completed for water distribution; and works closely with field inspectors and contractors to assure the proper installation of distribution systems. Recycled Water System Coordinator Maintains and repairs pump stations; performs basic tests and ensures laboratory procedures meet standards and guide lines for reclaimed water; assures timely completion and reporting of sample collection and analytical results; works closely with the City Engineering personnel, consultants and/others in planning and implementing system improvements; conducts onsite inspections of recycled water systems; reviews plans for recycled water systems; and recommends expansions to the recycled water systems. JOB RELATED AND ESSENTIAL QUALIFICATIONS Demonstrated Knowledge of: Principles, practices, materials and standards used in the area of assignment, such as wastewater treatment plant operations, including process control, physical-chemical and biological treatment, and mechanical equipment operation; modern supervisory practices and principles; equipment, tools, and materials used in the area of assignment; principles and practices of supervision, training, and performance evaluations; principles of budget development, administration and expenditure control systems; principles, practices, rules and codes relating to work safety management; pertinent local, State and Federal laws, ordinances and rules. 4 Demonstrated Skills to: Organize, implement, and direct operations and activities of the assigned section; schedule, coordinate, supervise, train, and evaluate assigned staff; communicate clearly and concisely, both orally and in writing; assist in the development and monitoring of the section s budget; effectively work with regulatory agencies; develop policies and procedures related to assigned operations; identify and interpret technical and numerical information; perform mathematical calculations to estimate materials for jobs; observe, problem solve and research operational and technical policy and procedures and make sound recommendations; establish and maintain effective working relationships; basic computer skills; maintain required work logs, records and related operational and maintenance data; prepare clear and concise written reports; manage data bases and programs for the assigned section; and exemplify an enthusiastic, resourceful, and effective customer service attitude with all who are contacted in the course of the work. Ability to: Learn, interpret, and apply City, department and division rules, regulations, policies and practices. Experience, Education, and Training Guidelines Any combination of experience, education, and training that would provide the best-qualified candidates. A typical way to obtain the knowledge, skills, and abilities would be: Experience: Four years of progressively responsible, journey level experience in a water treatment facility or related field, which included at least one year of supervisory level experience. Public sector experience is highly desirable. Education: Equivalent to graduation from high school, supplemented by specialized training or college coursework related to the assigned section. The equivalent to an Associate s Degree is desirable. Training: Any recent training such as academic courses and certification programs that are relevant to this job classification. License: Possession of a valid California Class C Driver s License and a satisfactory driving record as determined by the City. Certain positions in this job classification may require a valid California Commercial Drivers License. Certifications: All certifications required below must be obtained prior to the completion of the probationary period. These certifications must be maintained during the course of employment in this job classification. The Laboratory Coordinator position requires a CWEA Laboratory II Certificate. The Source Control Coordinator position requires a CWEA Industrial Waste Inspector II Certificate. 5 Operations III Certificate The Collection System Coordinator position requires a CWEA Collections II Certificate. The Water System Coordinator requires a Department of Health Services Distribution Certificate. The Recycled Water System Coordinator position requires a DHS Distribution II Certificate. Department of Transportation (D.O.T.) Requirement: Specific positions in this job classification may be called upon, at any time, to perform safety sensitive functions, and therefore, may be subject to the Federal Highway Administration D.O.T. regulations and the City s policy concerning drug and alcohol testing as a continuing condition of employment with the City of Livermore. Other Requirements: Must have a willingness and ability to work scheduled and emergency overtime; respond to the facility during a call out within thirty (30) minutes of the voice notice of the call out; be on-call in the event of an emergency; work under adverse conditions, such as in confined and awkward spaces, in the presence of noxious odors, toxic chemicals, biological agents, and sewage; work in potentially hazardous areas; work outdoors in all weather conditions; wear and use appropriate safety clothing and equipment, including self contained breathing devices; travel to and attend meetings, seminars, training schools, conferences, and workshops during work and non-work hours. Special Requirements: Depending on the position to which assigned, essential duties require the mental and/or physical ability to: work in a standard office environment; drive a vehicle; operate a computer and other electronic equipment; manipulate small parts and components; read fine print with no color deficiencies to work with color coded wires; smell and differentiate types of odors; converse over the telephone; detect noises at job sites; strength to safely lift and move a minimum of 100 pounds; mobility to bend, stoop, reach and climb for prolonged periods of time and/or numerous times each day; and use required respiratory protection equipment and work in adverse physical and climatic conditions.
