General Summary of Function/Purpose of Position This position functions as an entry level Staff Engineer for the Metro Region Construction and Materials Unit (Metro CFS). The purpose of the position is to ensure compliance with all state and federal regulations on construction projects in the Metro Region. This position will assist Metro CFS Staff Engineers with a many various duties in both construction administration and materials testing and acceptance. Page 1

Duty 1 General Summary of Duty 1 30% of Time Assist Construction Staff Engineers in performing quality assurance monitoring of construction project records and documentation. Perform Interim reviews, Wage Rate compliance reviews, and Final Project Reviews. Monitor the Region s projects with Overdue Finals. Work with the Project Interim Review Team to perform interim reviews of ongoing construction projects. Reviews ensure that construction offices are using proper documentation procedures including IDR s, pay estimates, material testing and certifications, payment procedures, etc. Prepare the monthly Overdue Finals Report. Solicit input from Construction Project Engineers as to the status of their project finals. Update the overdue finals spread sheet. Assist the Construction Project Engineers with contractor wage compliance issues. Review project records to ensure wage rate interviews are conducted, checked, and any deficiencies are resolved. Assist Construction Project Engineers with contractor worker complaints about improper payment of wages/benefits. Ensure that MDOT Construction Project Engineers are following the proper ProjectWise construction documentation procedures. Assist the Construction Staff Engineers with scheduling and tracking Final Project reviews. Duty 2 General Summary of Duty 2 30% of Time Assist with the review and development of critical path method (CPM) construction schedules. Assist with the development and implementation of digital delivery construction practices and standards. Assist with Region managed construction projects. Assist the Region Scheduling Engineer with construction schedule reviews and process improvements. Become familiar with scheduling techniques and the use of Primavera P6 software. Assist Construction Project Engineers with evaluating extensions of contract time. Assist with the Digital Delivery efforts on construction projects. Become familiar with surface modeling, digital layout, data collection and storage, creating as-built data, etc. Assist with all aspects of overseeing the regionwide pavement markings contracts and other regionwide construction contracts. Submit Lane Closure information and road restriction information for regionwide contracts using LCAR. Assist with reviewing and assembling contract specifications, logs, information, etc., for the next years regionwide contracts. Page 2

3 Duty 3 General Summary of Duty 3 30% of Time Assist the Material Section with warranties, materials acceptance, and soils mapping. Assist the Materials Section in the administration of the warranty program for the Metro Region. This includes procuring consultant contracts, entering warranties into the data base, and assisting the TSC with tracking and completion of warranty work Work with the state-wide warranty administration engineer in responding to information requests. Provide feedback and suggestions for process improvements. Assist the Region Soils and Material staff with issues and problems with material sampling and material acceptance. Investigate trends in material failures or product performance. Develop a process to map soil boring information with the ability to easily access boring logs from a graphical interface (map). Duty 4 General Summary of Duty 4 10% of Time Set up and manage as-needed consultant contracts for the Construction and Materials Unit. Assist staff engineers with setting up as-needed consultant contracts for final reviews, inspection and testing, warranty inspection, etc. Prepare the contract scope of services. Estimate the number of hours/dollars for the contract and the start and completion date of contract. Review and score consultant proposals. Track progress and budgets for consultant contracts, review pay invoices for accuracy, and prepare amendments or extensions to contracts as needed. Page 3

What environmental conditions is this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions. This position is a combination of office work and field work, working in one of the most populated and congested areas of the state. Normal physical effort to sit, stand, or walk in an office setting as well as on site of active construction projects. Involves work in inclement weather and involving duties where traffic may be hazardous. Sitting for extended periods of time, walking on uneven terrain and steep slopes. Driving long distances, moving in and out of traffic, driving on freeway shoulders and congested surface roads. 19. This position provides support to the Metro Region Construction and Materials unit. This position provides assistance with many varied tasks of the unit. Duties include Quality Assurance reviewing of construction project documentation, wage rates, and material acceptance; reviewing and development of critical path method (CPM) construction schedules; setting up and managing consultant contracts; assisting with and oversight of the regionwide pavement marking and crack seal construction contracts; assisting the Materials section with warranty administration, materials testing and acceptance; and assisting with the Digital Delivery efforts on Construction Projects. 24. Indicate specifically how the position s duties and responsibilities have changed since the position was last reviewed. The duties of this position have been expanded to include more work areas of Metro Region CFS. This position will assist the Materials Section and with CPM Scheduling and Digital Delivery. 25. What is the function of the work area and how does this position fit into that function? The function of this work area is to ensure compliance with all state and federal regulations on construction projects in the Metro Region. This position performs QA/QC checks and reviews of construction project documentation, wage compliance, and provides assistance on construction projects, materials acceptance, and with CPM reviews. 7 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position? EDUCATION: Bachelor of Science Degree in Civil Engineering EXPERIENCE: No specific experience required. KNOWLEDGE, SKILLS, AND ABILITIES: Good written and verbal communication skills. Ability to work with computers and operate various software packages and programs. Ability to work cooperatively with others in MDOT, local units of government, FHWA, consultants, and contractors.
