1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT MEXR UN Youth Volunteer in Environment The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. Living Conditions It is advisable for all visitors to Mexico to be alert and take basic precautionary measures. When arriving/departing to/from Mexico City s international airport at night, and due to the risk that travellers are exposed to during ground transportation between 23:00 and 05:00 hours local time, it is recommendable that all travellers are encouraged to avoid late night/very early morning flights if feasible. 2 All persons visiting Mexico City should only use taxis from the authorized taxi stands (taxi de sitio) at the airport and throughout the city, or UBER/Cabify. DO NOT take taxis in the streets; there is a high rate of express kidnappings in taxis. Due to the high incidents of robberies and kidnappings in ATM machines, it is highly advisable to use only ATM machines in banks or your hotel. Travel outside cities after dark is not recommended, if necessary, use highways with toll (cuota). Public security forces are not exempt from corruption. Cellular phone coverage outside the major cities can be limited. The Metropolitan area of Mexico City is one of the largest cities in the world with a population of approx. 24 million people. The Greater Mexico City has a GDP of US$411 billion in 2011, making Mexico City urban agglomeration one of the economically largest metropolitan areas in the world. The city is responsible for generating 15.8% of Mexico's GDP. Mexico City is divided into 16 boroughs that are connected by different means of transportation such as the metro system -which is the largest in Latin America-, and buses. Also, as a policy to reduce traffic congestion, the city has been making adjustments for making a bicycle-friendly city (which varies by neighbourhoods) and there is a public system for bike rental (ecobici). The average annual temperature varies from 12 to 16 C. Organizational Context & Project Description The United Nations Environment Programme (UNEP), further referred to as UN Environment was established in 1972 and is the voice for the environment within the United Nations system. UN Environment acts as a catalyst, advocate, educator and facilitator to promote the wise use and sustainable development of the global environment. UN Environment`s mission is to provide leadership and encourage partnership in caring for the environment by inspiring, informing, and enabling nations and peoples to improve their quality of life without compromising that of future generations. To accomplish this, UN UN Youth Volunteer in Environment Environment - through its Headquarter (Nairobi, Kenya), Regional and Country offices - work with a wide range of partners, including other United Nations entities, international organizations, national governments, non-governmental organizations, the private sector and civil society. The UN Environment Mexico Country Office, located in Mexico City, is collaborating with the Mexican government and other stakeholders in areas ranging from mitigation to adaptation, e.g., low carbon growth, green economy, environmental assessments, to topics of ecosystem adaptation, renewable energy and climate change, with a view of supporting Mexico on its transition to a low carbon economy and the accomplishment of its commitments included in multilateral environmental agreements. Sustainable Development Goals Task description 13. Climate Action Under the direct supervision of UN Environment Country Officer and Senior Representative, the UN Volunteer will undertake the following tasks: 6 Mar 2019 Page 2 of 8

3 Supporting UN Environment Mexico Office in the development and implementation of the Green Economy Initiative and Mexico s Climate Change agenda through the fulfilment of the country s NDCs related to the Paris Agreement. Supporting the development of assessments and project designing related to the Ecosystem-based Adaptation (EbA) approach in cities and municipalities around the country. Provide support for the implementation of the project Mainstreaming of Biodiversity into Agriculture sector in Mexico through activities related to the development of a TEEB study (The Economics of Ecosystems and Biodiversity). TEEB will help to create an effective bridge between ecological and economic approaches. UN Environment has been at the forefront of this work since 2007 when the first phase of The Economics of Ecosystem Services and Biodiversity (TEEB) project was conceived globally. This work will help to the global transformation of Agenda 2030 which necessitates continued integration of ecosystems and economics, and as a result a new economic paradigm that puts nature at the core. Provide support in the research and analysis of topics such as green economy, blue economy, climate change, land degradation, sustainable agriculture, environmental governance, sustainable management of chemicals and biodiversity and ecosystems management to support on-going and future environmental assessments such as the Common Country Assessment (CCA); Participate in meetings, activities, reporting and planning processes related to the cooperation area "Environmental Sustainability and Green Economy of the current UNDAF in Mexico as well as in the drafting of the new UNDAF ( ). Support UN Environment Mexico s role in the implementation of the 2030 Agenda and the Sustainable Development Goals (SDGs), within the context of UNDAF Mexico. Provide inputs to the social media networks of UN Environment Mexico; including the mainstreaming of the campaigns #CleanSeas, #BreatheLife and #WildforLife; According to his/her interests the UN Youth Volunteer will also get involved in the implementing and monitoring other projects of the Mexico s Office portfolio and supporting the design of new initiatives. Throughout the assignment, the International UN Youth Volunteer will be able to learn and grow, under leadership and guidance from staff at UN Environment Mexico and exposures to partners from the public, private sector, academia and civil society. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. 4 Providing support to the UN Environment s Representative Office in Mexico by assisting the implementation of the climate change portfolio, especially the fulfilment of the NDCs and the mainstreaming of the Ecosystem-based Adaptation (EbA) approach among cities. Provide support to the implementation of the project Mainstreaming of Biodiversity into Agriculture sector in Mexico through activities related to the development of a TEEB study. Supporting Mexico s transition to a green economy through a variety of initiatives and projects, under leadership and guidance of UN staff at UN Environment Mexico. Support the implementation of the 2030 Agenda and the Sustainable Development Goals (SDGs), within the context of UNDAF Mexico. Taking part in other UN Environment Projects and Activities as required and according to interest of the UN Youth Volunteer. The International UN Youth Volunteer will be closely involved in the political and strategic agendas of the office, accompanying staff in high level meetings and conferences. 5 English (Mandatory), Level - Fluent AND - Spanish (Optional), Level - Working Knowledge Area of Expertise Other development programme/project experience Mandatory Area of Expertise Requirement Learning and development are a central part of the UN Youth Volunteer s assignment and take place before, during and after his or her assignment in the field. Ideally, offering diverse opportunities for learning and development aim to strengthen the volunteer s skills and competences, improve the quality of the assignment and keep the volunteer s motivation high. Learning elements for the UN Youth Volunteer include the development of: Professional skills: including specific competencies and reflection on assignment-related abilities; and on-the-job skills such as time management, problem solving, team building; and career preparedness such as interview skills, CV preparation, job searching. Inter-personal skills: including communication and listening skills; multi-cultural awareness and cultural competency; and conflict and stress management. Volunteering-related skills: including leadership; civic responsibility; and engagement and active participation. Beyond the learning opportunities provided by UNV, the host agency will support knowledge and capacity development in the technical areas that are relevant to the UN Youth Volunteer s assignment. The host agency will provide, at its expense, UN Youth Volunteers with equal opportunity to participate in training courses and workshops offered to its personnel. 6 Condition of Service Conditions of Service: Click here to view Conditions of Service The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. A UN Volunteer receives a Volunteer Living Allowance (VLA) per month and is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of (choose from the drop down menu the appropriate rate here): US$1,305. The VLA base rate is a global rate, while the PAM is country-specific and fluctuates on a monthly basis according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website For UN Volunteer entitlements, kindly refer to the link In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a Well-Being Differential (WBD) on a monthly basis. Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and also in the event of a permanent reassignment to another duty station. UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security framework (including residential security reimbursements). UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for the final repatriation travel (if applicable). A resettlement allowance is paid for satisfactory service at the end of the assignment. UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful candidate. 7 support to the UN Volunteer includes, but is not limited to: - Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; - Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; - Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; - Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity address; - Access to shared host entity corporate knowledge, training and learning; - Inclusion of the volunteer in emergency procedures such as evacuations; - Leave management; - DSA for official travel, when applicable; - All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.
