1 The City of Franklin, TN is soliciting application for a Director of Sanitation and Environmental Services. The Director is responsible for planning and directing the establishment of refuse collection routes and the assignment of personnel and equipment to serve residential and commercial customers. The Director organizes overall management of transfer station operations, landfill and hauling contract, household hazardous waste (HHW) drop-off and additional environmental services provided by the Department of Sanitation and Environmental Services. The Director researches and implements additional environmental services to be provided by the Department of Sanitation and Environmental Services, or in partnership with other organizations/businesses. The position reports to the Assistant City Administrator of Finance and Administration. Education and Experience: The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through obtaining a Bachelor's degree (B. A.) from four-year College or university, plus six to eight years of solid waste management experience or an equivalent combination of education and experience. Required Certifications/Licenses: Solid Waste Association of America (SWANA) Certified, 40 hours of Hazardous Waste Operations and Emergency Response training and Required DOT Manifesting and Labeling training. 2 City of Franklin Job Description Job Title: Director of Sanitation and Environmental Services Reports To: Assistant City Administrator of Finance & Administration Supervises: Department of Sanitation and Environmental Services FLSA Status: Exempt Approved Date: I. Purpose of Job Plans and directs the establishment of refuse collection routes and the assignment of personnel and equipment to serve residential and commercial customers. Organizes overall management of transfer station operations, landfill and hauling contract, household hazardous waste (HHW) drop-off and additional environmental services provided by the Department of Sanitation and Environmental Services. Research and implementation of added environmental services to be provided by the Department of Sanitation and Environmental Services, or in partnership with other organizations/businesses. II. Essential Job Duties A. Performs supervisory duties Supervises, directs and evaluates Department of Sanitation and Environmental Services personnel handling employee concerns and problems, directing work, counseling, and completing employee performance evaluations. Assists in creating, documenting and overall management of employee objectives Participates in the selection, promotion, and reclassification of staff; provide or coordinate staff safety training and skill enhancement training. B. Manages solid waste operations Conducts field inspections to evaluate efficiency of services and equipment for the Department of Sanitation and Environmental Services. Reviews, approves, and creates reports/invoices regarding repairs, purchases, quotes, and services. Maintains and presents daily, weekly, monthly, and quarterly reports regarding productivity, services, fleet management, regulations, routes, and inspections. Develops, revises, and reviews the standard operating procedure documents for the department. Active participation in public education and overall outreach for public input as pertains to existing and future services Develops customer service standards and training for departmental personnel Evaluates use of existing and available resources to assist in completion of daily collection and disposal functions to meet our daily deadlines for service commitment. Completes project management duties for new services, departmental policies, facilities and employee training. C. Solid waste planning Collects and assesses data to implement additions, deletions, and modifications to service rates and fleet management. Researches safety and industry trends to present to lead team members for training and developmental purposes. Page 1

3 Analyzes trends such as service usage, routes and activities, City population and growth to determine adequacy of current facilities and to project demands for future facilities, services, and staffing. Prepares, maintains and presents proposed annual budgets. Evaluates new developments in materials, tools and equipment to support budget requests. Prepares and assesses future expenses and projects associated with facility and property maintenance. Prepares documentation for grant applications. D. Department representation Establishes communication with government agencies, citizens, contractors, schools, and other officials as needed to provide assistance and maintain working relationships. Attends state and regional training sessions pertaining to area of direct responsibility to remain knowledgeable of new trends and developments in the field of waste collection and disposal. Responds to questions, requests for information and complaints. Establishes and maintains effective working relationship with government agencies, citizens, contractors, schools, and other officials as needed. Serves as the technical advisor to the City of Franklin Board of Mayor and Aldermen concerning the planning and overall direction of City of Franklin Department of Sanitation and Environmental Services activities. E. Asset management system liaison Serves as a focal person for implementing department upgrades. Identifies and troubleshoots issues and needs experienced by staff and coordinates with IT to resolve issues. Monitors performance of system within the department and serves as a departmental resource to staff regarding operation of system. Creates fleet vehicle/equipment specifications. Uses approved budget as guideline to maintain expected level of service. III. Other Job Duties Performs other job duties as assigned, including: Perform related duties and responsibilities to assist other employees in the department as required. IV. Primary Job Challenges Primary challenges of this position include establishing good working relationships and gaining trust of all employees. Another challenge of this position is balancing equipment and fleet needs with personnel needs while projecting for future growth. Managing the economics of continuing to provide services within a reasonable fee structure and strategic planning for continued growth and innovation are challenges. V. Key Competencies Required Job Content Knowledge Is thoroughly knowledgeable in the methods, policies, and procedures of the Department of Sanitation and Environmental Services and the specific duties therein. Is knowledgeable in the principles of management, administration, organization, and supervision as required in the completion of daily tasks. Has knowledge of the rules and regulations governing the department. Has thorough knowledge of City landfill disposal and solid waste treatment standards and regulations, and enforces such requirements. Understands the methods and practices to be utilized to meet required productivity and quality standards as required in the performance of the job. Mathematical Skills: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
