1 INDIVIDUAL CONSULTANT PROCUREMENT NOTICE Date: November 7 th, 2017 Post Title: Long Term Agreement (LTA)- IC Advocacy Trainer on call consultant Starting Date: 20 November 2017 Duration: Location: Project: Up to 30 working days for over period of 12 months starting contract signature date Home-based assignment. UNDP-RBAS Regional Programme CONTEXT/BACKGROUND Background "Fostering Inclusive Participation and Effective Contribution of Women in the Public Sphere" - Mosharka is a three-year regional project that aims to address the deficits in the public participation and citizenship rights of women in the Arab Region, especially in transition, fragile and post conflict societies. The overall outcome of the project reflects UNDP's Regional Program for Arab States- Outcome 3, namely, "faster progress is achieved in reducing gender inequality and promotig women's empowerment", which is also related to Outcome 4, namely "Early recovery and rapid return to sustainable development pathways are achieved in post-conflict and post-disaster settings" (UNDP Strategic Plan Outcome 4 and Outcome 6). In March 2016, UNDP, the Centre for Arab Women Training and Research (CAWTAR), and UN Women launched an e-platform which aims to provide evidence-based legal knowledge to be used in lobbying and advocating for change with policymakers. The e-platform was created to assist policymakers, women machineries and concerned civil society organizations in assessing, analyzing and understanding the legal status of women across the region. The online e-platform includes more than 3,600 laws and 20 legal profiles from 20 Arab Countries. The e-platform, Legal and Human Rights of Women and Men: between Equality and Gaps, presents information in Arabic through a searchable online portal ( The information in the database is to be used by lawyers, activists, NGOs and women s groups in policy meetings with national counterparts to push for the enactment of new legislation and amendments to existing articles that protect and promote women s rights. Mosharka wishes to conduct an Advocacy Training to equip participants with the necessary tools and strengthen their capacities to effectively advocate for policy changes using evidence-based policy dialogue. By the end of the training participants will be able to design and implement strategic advocacy campaigns. This training will be following the validation activities where participants will be asked to identify a set of legislative priorities. Participants immediately then will put their new knowledge into action by designing and implementing an advocacy strategy for those priorities.

2 The proposed advocacy training will: 1. Provide participants with evidence-based policy tools to become strong gender advocates 2. Establish networks and coalitions to accompany and support the results-based process of change. 3. Enable participants to design and implement a structured and evidence-based advocacy strategy. SCOPE OF WORK AND DELIVERABLES Under the general guidance of the Regional Programme Coordinator and the direct supervision of the Gender (Mosharaka) regional project CTA, the individual will be responsible for undertaking the tasks hereunder: Review the existing advocacy training material (up to 10 trainings); Deliver a 2-day gender advocacy training at the national level (up to 10 trainings) This advocacy training is intended to strengthen participants capacities to effectively advocate for policy changes using evidence-based policy dialogue. The trainings will take place in 10 different Arab and non- Arab Countries (Ex. Sudan, Tunisia, Algeria, Morocco, Lebanon). EXPECTED OUTPUTS AND DELIVERABLES Each Training will be systematized according to the below table (total of 3 working days): Expected Outputs and Deliverables Target Due Dates Percentage of Total Price Review and Approvals Required Output 1: Review the existing advocacy training material (up to 10 trainings); Output 2: Deliver a 2-day gender advocacy training (up to 10 trainings); 1 working day 2 working days 100% Gender (Mosharaka) regional project CTA Gender (Mosharaka) regional project CTA INSTITUTIONAL ARRANGEMENT The Advocacy Trainer is to be contracted on a Long-Term Agreement (LTA) and on call basis and work is expected to start upon contract signature. The contractor is required to exhibit his or her full-time commitment with UNDP-RBAS; S/He shall perform tasks under the general guidance of the Regional Programme Coordinator and the direct supervision of the Gender (Mosharaka) regional project CTA. The supervision of the Gender (Mosharaka) regional project CTA will include approvals/acceptance of the outputs as identified in the previous section; The individual is expected to liaise and collaborate in the course of performing the work with other consultants, suppliers and UN colleagues; The individual is required to maintain close communication with the UNDP-RBAS on regular and needed basis at any period throughout the assignment in order to monitor progress. In the event of any delay, S/he will inform UNDP promptly so that decisions and remedial action may be taken accordingly; Should UNDP deem it necessary, it reserves the right to commission additional inputs, reviews or revisions, as needed to ensure the quality and relevance of the work.

3 DURATION OF THE WORK The duration of the work is expected to be 30 working days (On call bases) throughout a period of 12 months starting signature date. DUTY STATION This is a home-based assignment. Part of this assignment may require the individual to travel to different Arab and non-arab Countries. In such cases of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and the Individual Consultant, prior to travel and will be reimbursed All related travel and accommodation expenses will be arranged and covered by UNDP in line with applicable rules and regulations. LTA Contracting modality and On Call mechanism The contract does not create a financial obligation or commitment from the Office; namely, there is no minimum amount of services the Office is obliged to request during the contract period. The rendering of services within the contract period will be activated by the issuance of a purchase order, as needed. Once the services are completed and approved by the Office, the Consultant shall send the following documentation for payment purposes: a) complete invoice indicating the delivered training and the number of days worked; b) supporting documentation (bills/vouchers) for reimbursements of applicable costs (e.g. travel fees). The price paid will be based on the agreed upon daily fee included in the LTA and, if travel is requested, pertinent travel costs. No additional fees or costs will be reimbursed by the Office (increased number of work days/hours, or increased travel costs) unless there is prior written authorization by the Ombudsman. QUALIFICATIONS OF THE SUCCESSFUL INDIVIDUAL CONTRACTOR I. Academic qualification: Master s degree in International Development, Sociology, Clinical Psychology or other relevant fields. II. III. Work Experience: Minimum 7 years of experience in training, designing training manuals and techniques or relevant work experience; Proven relevant experience working on Gender, Human Rights, or other related areas; Previous experience working for the UN is a plus. Language Requirements Language proficiency in both written and oral English and Arabic are required. IV. 5 DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS Interested individual consultants must submit the following documents/information to demonstrate their qualifications. Candidates that fail to submit the required information will not be considered. a) Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP; b) Personal CV or P11, indicating all past experience from similar projects, as well as the contact details ( and telephone number) of the Candidate and at least three (3) professional references; c) Financial Proposal: The financial proposal will specify all-inclusive daily fees that includes (professional fees, travel expenses and living allowances, etc.), and payments are made to the Individual Consultant based on the number of days worked. All necessary information including: Complete Procurement Notice, The Selection Criteria, and Annexes are found on the following link under Procurement: Interested candidate shall apply the CV/P11 to Job advertisement website, hence consultant should submit to not later than 20th November 2017 the following documents: - CV/P11 - Confirm availability and financial proposal - Brief description of why you consider yourself as the most suitable for the assignment. SCOPE OF PRICE PROPOSAL AND SCHEDULE OF PAYMENTS Consultant shall quote an all-inclusive Daily Fee for the contract period. The term all inclusive implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC s duty station) should be identified separately. Payments shall be made based on approved invoices indicating number of working days spent for each specific assignment, upon verification of completion of deliverables and approval by the IC s supervisor. In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed. In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. EVALUATION Individual consultants will be evaluated based on the following methodologies: Step I: Screening and desk review: Individual consultants will be evaluated based on the following methodology. Applications will be first screened and only candidates meeting the following minimum criteria will progress to the pool for shortlisting:

6 Master s degree in International Development, Sociology, Clinical Psychology; Minimum 7 years of experience in training, designing training manuals and techniques or relevant work experience; Language proficiency in both written and oral English and Arabic are required; Shortlisted Candidates will be then assessed and scored against the following evaluation criteria. Technical evaluation Criteria max 100 points (Weighted 70): Master s degree in International Development, Sociology, Clinical Psychology (20 points); Minimum 7 years of experience in training, designing training manuals and techniques or relevant work experience (20 points); Proven relevant experience working on Gender, Human Rights, or other related areas (20 points); Previous experience working for the UN (20 points); Language proficiency in both written and oral English and Arabic is required (20 points); Financial Criteria - 30% of total evaluation For those offers considered in the financial evaluation, the lowest price offer will receive 30 points. The other offers will receive points in relation to the lowest offer, based on the following formula: (PI / Pn)* 30 where Pn is the financial offer being evaluated and Pl is the lowest financial offer received. Step II: Final evaluation The final evaluation will combine the scores of desk review and financial proposal with the following weights assigned to each: Individual consultants will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as: Responsive/compliant/acceptable; and Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation. Technical Criteria weight: [70%] Financial Criteria weight: [30%] Only Individual Consultants obtaining a minimum of 49 points (70%) on the Technical evaluation would be considered for the Financial Evaluation.
