For those new to the Galesburg area, we welcome you. For the longstanding residents, we commend you for wanting to serve your community. As many of you know, Galesburg is a community of approximately 32,000 residents, large enough to offer a variety of leisure, shopping and cultural activities. It is still small enough to retain a hometown atmosphere. The Galesburg Police Department has a long and proud history. The Galesburg Police Department can trace its roots to The officers of the Police Department continue to serve the citizens of Galesburg in a tradition of service and professionalism. The job of a Police Officer can be a very demanding position. Activity levels can be high, with all types of police calls for service. Galesburg is economically and culturally diverse. Officers are typically assigned to specific geographic regions allowing the officer to become well acquainted with the neighborhood he/she serves. The job of a Galesburg Police Officer is challenging while at the same time is very satisfying. We support our citizens in seeking to make Galesburg an even better place to live. 3 Qualifications/Requirements Age: years of age. Applicants shall be less than 35 years of age at the time of application and at such time as the final eligibility list is posted. Applicants, at such time as they file their application with the board, must be 21 years of age on the date that the eligibility list becomes available. A certified birth certificate will be required at the time of application. Education: Minimum: High School or GED equivalency and 29 semester hours in law enforcement related courses or the equivalent. Other: U.S. Citizenship; valid driver s license; physical condition to perform the essential functions of a position and pass physical agility exam; must pass background check that will include psychological, polygraph and medical examinations; no felony conviction. Residency: Must maintain principal residence within a radius of twenty (20) miles from Galesburg City Hall within one year. Orientation: Orientation will be held at T. Fleming Field House, 199 E. Knox St., Galesburg, llinois; Saturday, August 18, 2012, 8:30 a.m. Attendance is mandatory and no one will be admitted after 8:30 a.m. Agility test: Saturday, August 18, 2012 immediately after the Orientation in the T. Fleming Field House, 199 E. Knox St, Galesburg, Illinois. Doctor s permit required to take the agility test. The agility process is a Pass/Fail test. Written exam: Candidates who successfully pass the agility test may take the written exam. Saturday, August 18, 2012 at 2:00 pm at the City Hall Basement, 55 West Tompkins Street, Galesburg, IL Other tests: An oral interview with the top 28 candidates on the preliminary list (combined written exam score percentage and military/education preference points) will be conducted by the Board of Fire and Police Commissioners on Wednesday, September 5, 2012 and Thursday, September 6, 2012 in the Erickson Conference Room and Friday, September 7, 2012 in the Administrative Conference Room both at City Hall, 55 West Tompkins Street, Galesburg, IL. Only candidates who obtained a passing grade on the written exam will be considered. Interview times will be announced at a later date.

It is mandatory that documentation of college degree be provided or the candidate will be given no credit for that degree in the eligibility pool. 5. It is requested, that applicants who qualify for military credit provide DD214 certification on Saturday, August 18, 2012 in order to obtain an additional five (5) preference points that shall not be cumulative. 12 Illinois Law Enforcement Training and Standards Board Preface The Illinois Law Enforcement Training and Standards Board, in recognizing the importance of physical fitness status for academy performance (and eventual job performance), has established the Peace Officer Wellness Evaluation Report (POWER) test for entering any of the Illinois certified police academies. The POWER test will be provided to all candidates prior to entering the academy to see if each individual meets the standards. These fitness entrance requirements help to ensure that each recruit can undergo both the physical and academic demands of an academy without undue risk of injury and with a level of fatigue tolerance to meet all academy requirements. If the applicant does not meet all the standards, the recruit will not be allowed to enter the academy. In an effort to brief police administrators and police applicants, this pamphlet will provide information on the rationale, purpose, testing and procedures, standards of performance and fitness activities to prepare for the POWER test. It is intended to answer the basic questions pertaining to all aspects of the fitness testing process. 13 2 What Is Physical Fitness? Physical fitness is a health status pertaining to the individual officer having the physiological readiness to perform maximum physical effort when required. Physical fitness consists of three areas: Aerobic capacity or cardiovascular endurance pertaining to the heart and vascular system s capacity to transport oxygen. It is also a key area for heart disease in that low aerobic capacity is a risk factor. Strength pertains to the ability of muscles to generate force. Upper body strength and abdominal strength are important areas in that the below strength levels have a bearing on upper torso and lower back disorders. Flexibility pertains to the range of motion of the joints and muscles. Lack of lower back flexibility is a major risk area for lower back disorders. Why Is Fitness Important as a Job-Related Element for Law Enforcement Officers? It has been well documented that law enforcement personnel (as an occupational class) have serious health risk problems in terms of cardiovascular disease, lower back disorders, and obesity. Law enforcement agencies have the responsibility of minimizing known risk. Physical fitness is a health domain which can minimize the known health risks for law enforcement officers. Physical fitness has been demonstrated to be a bona fide occupational qualification (BFOQ). Job analysis that account for physical fitness have demonstrated that fitness areas are underlying factors determining the physiological readiness to perform a variety of critical physical tasks. These three fitness areas have also been shown to be predicative of job performance ratings, sick time, and number of commendations of police officers. Data also shows that the fitness level is predicative of trainability and Academy performance. Physical fitness can be an important area for minimizing liability. The unfit officer is less able to respond fully to strenuous physical activity. Consequently, the risk of not performing physical duties is increased.

14 3 How Will Physical Fitness Be Measured? The POWER test consists of four basic tests. Each test is a scientifically valid test. It is recommended that five minutes of static stretching, using techniques approved by the Board, be completed prior to each test. A five minute rest is recommended between each test with a fifteen minute rest before the 1.5 mile run. The tests will be given in the following sequence with a rest period between each test. 1. Sit and Reach Test This is a measure of the flexibility of the lower back and upper leg area. It is an important area for performing police tasks involving range of motion and is also important in minimizing lower back problems. The test involves stretching out to touch the toes or beyond with extended arms from the sitting position. The score is in the inches reached on a yard stick Minute Sit-Up Test This is a measure of the muscular endurance of the abdominal muscles. It is an important area for performing police tasks that may involve the use of force and is also an important area for maintaining good posture and minimizing lower back problems. The score is in the number of bent leg sit-ups performed in one minute.

15 Repetition Maximum Bench Press This is a maximum weight pushed from the bench press position and measures the amount of force the upper body can generate. It is an important area for performing police tasks requiring upper body strength. The score is a ratio of weight pushed divided by body weight. If one does not have weight equipment, then the push-up exercise can be utilized. Determine how many push-ups one can do in 1 minute. At least three times a week, do three sets of the amount one can do in 1 minute Mile Run This is a timed run to measure the heart and vascular system s capability to transport oxygen. It is an important area for performing police tasks involving stamina and endurance and to minimize the risk of cardiovascular problems. The score is in minutes and seconds.

16 5 What Are the Standards? The actual performance requirement for each test is based upon norms for a national population sample. The applicant must pass every test. The required performance to pass each test is based upon age (decade) and sex. While the absolute performance is different for the eight categories, the relative level of effort is identical for each age and sex group. All recruits are being required to meet the same percentile range in terms of their respective age/sex group. The performance requirement is that level of physical performance that approximates the 40 th percentile for each age and sex group. 17 6 How Does One Prepare for the Power Test? 1. Preparing for the Sit and Reach Test Performing sitting type of stretching exercises daily will increase this area. There are two recommended exercises. Sit and Reach Do 5 repetitions of this exercise. Sit on the ground with legs straight. Slowly extend forward at the waist and extend the fingertips toward the toes (keeping legs straight). Hold for 10 seconds. Towel Stretch Sit on the ground with legs straight. Wrap a towel around the feet holding each end with each hand. Lean forward and pull gently on the towel extending the torso toward the toes. 2. Preparing for the Sit-Up Test The progressive routine is to do as many bent leg sit-ups (hands behind the head) as possible in 1 minute. At least three times a week, do three sets (three groups of the number of repetitions one did in 1 minute).

18 7 3. Preparing for the 1 Repetition Maximum Bench Press If one has access to weights, determine the maximum weight one can bench press one time. Take 50% of that poundage. This will be the training weight. One should be able to do 8-10 repetitions of that weight. Do three sets of 8-10 repetitions adding to 5 pounds every week. If one does not have weight equipment, then the push-up exercise can be utilized. Determine how many push-ups one can do in 1 minute. At least three times a week, do three sets of the amount one can do in 1 minute. If one does not have weight equipment, then the push-up exercise can be utilized. Preparing for the 1.5 Mile Run Below is a gradual schedule that would enable one to perform a maximum effort for the 1.5 mile run. If one can advance the schedule on a weekly basis, then proceed to the next level. If one can do the distance in less time, then that should be encouraged. 19 City of Galesburg Operating Under Council Manager Government Since 1957 WAIVER/RELEASE OF LIABILITY APPLICANT FOR PUBLIC EMPLOYMENT AGREEMENT made between the undersigned, an applicant for employment as a Patrol Officer with the Galesburg Police Department of the City of Galesburg, Illinois, (the Applicant ) and the City of Galesburg, Illinois; its Board of Fire and Police Commissioners; the City s and the Board of Fire and Police Commissioners employees, agents, representatives and assigns (specifically any testing agency employed by the City or its Board of Fire and Police Commissioners) (hereinafter collectively referred to as the City ), Witness: Whereas, the Applicant has applied to the City for employment as a patrol officer; and, Whereas, the City is required to subject the Applicant to competitive testing process; and, Whereas, the Applicant has agreed to submit to a variety of examinations including a written examination, physical ability/agility, oral interviews, medical examinations and such other examinations, and to undergo a thorough background investigation, as deemed appropriate by the City; and, Whereas, the City has agreed to administer said exams, on an as needed basis and as provided by the rules and regulations of the City s Board of Fire and Police Commissioners, without expense to the Applicant; and, Whereas, both parties hereto, agree that the examination process is conducted for the purpose of obtaining well-qualified individuals to fill the position sought by the Applicant, the parties hereto agree as follows: Applicant, in consideration of the payment, by the City, of the fees associated with the conduct of examinations to be taken by the Applicant, hereby agrees to waive any claims the applicant may now have or may have in the future (specifically including any claim as to personal injury and/or damages) arising from Applicant s participation in any examination (specifically including a physical ability/agility examination) or background investigation conducted by or for the City as part of its pre-employment screening process for the position of patrol officer. The Applicant further states that this waiver is given voluntarily and with the knowledge that the Applicant is waiving any and all liability the City may incur as to the Applicant resulting from the Applicant s participation in the pre-employment screening process. The Applicant specifically waives the right to written notice required of any former employer pursuant to the Personnel Records Review Act, 820 ILCS, 40/7(1).
