1 POSITION NO: DATE APPROVED: DEPARTMENT: DIVISION: STATUS: CLASSIFICATION: Performance & Innovation Corporate Services Fixed Term, 5 year tenure Senior Officer POSITION OBJECTIVES The : Facilitates the development, implementation and continuous review of strategic directions for the community and the organisation as identified by the Council Plan. Coordinates organisational business planning, performance management and reporting in accordance with Latrobe City Council s integrated planning and reporting framework. Monitors, integrates and continuously improves Council s strategic, corporate and business planning and performance measurement and reporting systems. Contributes and supports internal and external stakeholders in the development of policy and key strategies. Leads innovation across the organization through the provision of business analyst services and continuous improvement initiatives. KEY RESPONSIBILITY AREAS 1 GENERAL Ensure the organisation is aligned to the strategic directions of the Council Plan by maintaining systems and procedures and supporting business units in the development of strategies and business plans. Provide ongoing monitoring of community demographics, trends and indicators; and deliver research to the organisation that enhances strategic planning. Manages the (non-capital works) project management office, which includes responsibility for the Latrobe City Council s transformational eservices project. Provide advice and support to all Divisions in their business planning, performance measurement, benchmarking, analysis and reporting to ensure they are aligned to LatrobeCity Council Plan. Provide reports to Council and/or Executive Team on progress within the Strategic, Council and Business Plans. Lead the implementation of Latrobe City Council s Project Management Framework across the organization.

2 Ensure organizational performance reporting, including the Annual Report, is delivered to the Executive team, Council and community. 2 COUNCIL RELATIONS Ensure all plans and reports required to be produced for and by Council are provided within identified timeframes and are of suitable quality, and attend Council meetings as required. Follow through to ensure that Council decisions are executed promptly and effectively. Develop and maintain positive relationships with Councillors. Demonstrate a sound understanding of the political environment and respect for other roles with a commitment to democratic governance. 3 MANAGING RELATIONSHIPS Develop strategies for establishing and maintaining positive relationships with relevant government agencies, major corporate citizens, community groups and other key stakeholders. Develop and maintain positive relationships with the senior leadership group and executive team. 4 LEADERSHIP OF PEOPLE Effectively manage and challenge the performance of others by developing relationships, setting clear expectations and providing meaningful and timely feedback. 3 Internal Liaisons: External Liaisons: Councillors, Latrobe City employees Government agencies, community groups, local industry representatives and the broader Latrobe community. A. ACCOUNTABILITY AND EXTENT OF AUTHORITY The incumbent is responsible and accountable for: Developing long term strategies within the areas of responsibility and for meeting divisional goals and objectives. Developing, implementing and achieving key performance indicators within the corporate plan and business plans. On time and on budget delivery of non-capital works projects The quality, effectiveness, cost and timeliness of programs and projects within the Corporate Strategy function. Innovation and process improvement across the organization. Freedom to act is substantial but limited by agreement with the Executive to the areas nominated by legislation, Council policies and corporate goals. B. JUDGEMENT AND DECISION MAKING The incumbent must be able to: Solve complex problems and lead and contribute to policy development for the Division and Council. Analyze processes and question assumptions appropriately to deliver organizational improvement and efficiency. Make decisions on all matters which are the responsibility of the position, provided that these are within delegated authority, legislative requirements, established policy or recognised standards. Judgments will be made in line with identified and agreed priorities for projects. C. SPECIALIST SKILLS AND EXPERIENCE The incumbent must have: A record of proven high performance at a Management or Executive level and professional expertise in: o managing a corporate strategy function, o managing an innovation or transformation function; o process improvement, or recognized continuous improvement methodologies and processes; o driving performance improvement and decision making through performance measurement, and

4 o project management frameworks and methodologies and their implementation within large organisations. High level research, strategic planning, project and time management and analytical/problem solving skills. Ability to build trust and rapport with a range of stakeholders, across all levels of the organisation and different sectors of the community. High level writing skills. An understanding of relevant legislation or the proven ability to readily acquire that knowledge. A demonstrable record of achievement at a strategic, innovative and people leadership level. D. MANAGEMENT SKILLS The incumbent must demonstrate proven ability to: Liaise, coordinate and negotiate with senior stakeholders. Identify key opportunities and develop and implement strategies to achieve objectives and goals. Coordinate and manage a range of projects and tasks across a various functions and activities. A sound knowledge of budgeting and relevant accounting and financial procedures. Be innovative, think creatively, and facilitate continuous improvement. Work independently to manage a large number of tasks concurrently and set priorities. Meet objectives within time constraints, conflicting demands and within budget. Prepare and adhere to budgets and business plans. Manage information flow upwards and downwards from an organisational perspective. Present information well, communicate in an engaging manner and facilitate discussion effectively. E. INTERPERSONAL SKILLS The incumbent must have: Excellent facilitation skills. Ability to build rapport with a range of stakeholders, across all levels of the organisation and different sectors of the community. The ability to develop trust with key stakeholders. Ability to guide and influence others and to lead, motivate and develop staff. Ability to resolve issues and solve problems at a strategic and organisational level. Excellent written and verbal communication skills and effective presentation skills. Proven commitment or proven ability to commit to the vision, mission and values of an organisation, and a desire to deliver positive change outcomes.

5 Demonstrated commitment to a team approach. High quality leadership skills. Ability to delegate responsibly. A committed change agent with ability to initiate, implement and manage change. F. SKILLS AND EXPERIENCE The incumbent requires the following essential skills and experience: 1. A bachelor degree with significant management experience in a relevant field, or other relevant specialized or post graduate qualifications. 2. Significant experience at a management level in: a. strategic and corporate planning b. managing an innovation or transformation function c. process improvement, or recognized continuous improvement methodologies and processes d. driving performance improvement and decision making through performance measurement e. Project management frameworks and methodologies and their implementation within large organisations 3. Extensive experience in developing organizational strategy and leading change initiatives in a complex organization. 4. Demonstrated experience and success in a senior management role. 5. Current Victorian driver s license. Highly desirable skills and experience include: 1. Post graduate qualification in Business Administration (MBA) 2. Experience in managing Corporate Strategy or a Performance and Innovation function within a government or local government setting.
