2 Key Result Areas: The position of Coastal Fisheries Management Officer (Community-based) encompasses the following major functions or Key Result Areas: - Review, analyse and map community-based ecosystem approach to fisheries management (CEAFM) activities underway in the region and their linkages to the New Song - Develop a capacity development strategy for CEAFM including the needed materials for trialling in support of implementing the New Song - Provide support for the Coastal Fisheries Working Group and other meetings. - Section administration and communication The requirements in the above Key Result Areas are broadly identified overleaf. Jobholder is accountable for Review, analyse and map community-based ecosystem approach to fisheries management (CEAFM) activities underway in the region and their linkages to the New Song Reviews and analyses CEAFM activities underway in the region in collaboration with CROP agencies and NGOs Maps the results of CEAFM, possibly using GIS, and the linkages back to the New Song Identifies gaps in CEAFM implementation planning and activities currently being undertaken. Establishes and maintains a mechanism for information sharing between CEAFM implementers to continually update activities being undertaken in the region. Develops a practical implementation guide and/or policy brief to provide guidance on how to apply identified policies and strategies for coastal fisheries management, linked back to the New Song. Develop a capacity development strategy for CEAFM including the needed materials for trialling in support of implementing the New Song Develops an overarching capacity development strategy for CEAFM in collaboration with other CROPs and NGOs (partners) Develops materials for CEAFM in collaboration with partners and trials these with fisheries officers and others Provide support for the Coastal Fisheries Working Group and other meetings Assists with the formation on the Coastal Fisheries Working Group (CFWG) and the selection of its membership Acts as the secretariat of the CFWG in arranging 2 meetings per year and produces the minutes of the meetings Jobholder is successful when All CEAFM initiatives and activities have been reviewed, analysed and mapped and linkages to the New Song identified Gaps are identified in CEAFM implementation planning and possible solutions identified and kept up to date. An information sharing mechanism CEAFM is established, maintained and updated An implementation guide and/or policy brief developed on how to apply identified policies and strategies for coastal fisheries management, linked back to the New Song Capacity development plan developed in consultation with partners Materials are developed in collaboration with partners and trialled with fisheries officers and others. The CFWG is formed with appropriate membership and two meetings are held each year with accurate records and minutes taken Section administration and communication Assists the Adviser, to develop the annual work plans and work plan reports for the Section, consistent with the strategic plan. Maintains up to date corporate and administrative procedures for all activities undertaken. Annual work plans and reports for the Section is consistent with the strategic plan All of the operations and activities undertaken are fully documented and all administrative tasks completed Page 2

3 Produces reports for all activities undertaken in the appropriate format for the activity including technical reports and trip reports, and input to funding proposals, donor reports. Fills in for the Adviser or other staff when they are on leave or duty travel, when required within the set deadline. Reports are produced within two weeks of completing an activity Acting roles for the Adviser or other staff are successfully fulfilled. Work Complexity: Most challenging duties typically undertaken: Working closely with CROP and NGO counterparts to gather information on CEAFM activities in the region, who is doing what where, and mapping this back to the New Song to identify gaps Develop and maintain a mechanism for sharing information between implementers of CEAFM and keep this operational. Developing a capacity development strategy for CEAFM in collaboration with partners and training materials for trialling in the region. Developing an implementation guide and/or policy brief on how to apply identified coastal fisheries management policies and strategies linked back to the New Song. Acting as the secretariat for the CFWG, organising two meetings per year, and taking the minutes of the meetings. 4 Person Specification: This section is designed to capture the expertise required for the role at the 100% fully effective level. (This does not necessarily reflect what the current jobholder has.) This may be a combination of knowledge / experience, qualifications or equivalent level of learning through experience or key skills, attributes or job specific competencies. Qualifications Essential: University degree or equivalent qualification in fisheries, natural resource management, coastal fisheries science or a related field. Desirable: Knowledge / Experience Essential: At least 5 years experience in working with government fisheries administrations or fisheries related NGOs, and local communities on artisanal fisheries co-management. Experience in researching and analysing information and mapping this to identify gaps that need to be addressed. Experience working in Pacific Islands countries and/or territories, with a good working knowledge of the Pacific region, community-based fisheries management and the New Song. Excellent communication skills (oral and written) in English and demonstrated ability to produce written reports, and ability to achieve planned objectives within deadlines. Ability to work collaboratively and effectively with other institutions, organisations and partners in fisheries management in member countries and territories. Experience working with PC systems and MS Word, Excel, PowerPoint and GIS software. Willingness to travel and undertake overseas assignments in SPC member countries Desirable: A working knowledge of both of SPC s official languages (English and French) Key Skills /Attributes / Job Specific Competencies The following levels would typically be expected for the 100% fully effective level: Expert level Advanced level Working Knowledge Awareness Coastal fisheries management planning and CEAFM principles Management options for coastal fisheries Facilitation skills for liaising with partners to gather information, and working with them for analysis.
