2 About the APEC21 Programme The APEC21 Programme is an all-of-government programme which is responsible for all aspects of the preparations for New Zealand to host APEC (Asia Pacific Economic Cooperation) meetings in 2021 and for New Zealand s membership of and participation in APEC. APEC 2021 will be the largest event ever hosted by the New Zealand Government, with 18,000-22,000 participants (including Leaders, Ministers, officials, media, business people and youth) expected during the year. Around 12 blocks of significant meetings are held during the year, culminating in Leaders Week in Auckland, 8-14 November 2021, to which the leaders of all 21 APEC economies are invited. The APEC21 Programme team seeks to: Deliver a successful and impactful APEC hosting year Lead a collaborative and inclusive all-of-government team Create an APEC hosting year that staff and stakeholders are proud to be part of Operate with integrity Naku te rourou, nau te rourou, ka ora ai te iwi (With your contribution and my contribution, everyone will thrive) About the Position The purpose of the Airport Operations Manager is to ensure the planning, design and development of the APEC Operations required at Auckland International Airport is undertaken in a timely and coordinated way across the APEC21 Programme. The role will work within the Operations and Hosting team, reporting directly to the APEC21 Programme Manager, Ops & Hosting. The role will also provide advice for all related APEC21 operations at both Christchurch and Wellington airports as required. The Airport Operations Manager will scope the requirements to develop the high level plan (APEC21 Auckland Airport Operations Plan). Scope of this project includes infrastructure, technology, border control, command centres and defining operational structure and resources required to deliver a coordinated and seamless arrival and departure experience for APEC Leaders, VIPs and delegates attending APEC21 Leaders week; and for other Ministerial level meetings during the APEC hosting year. You will bring your planning and delivery of international and multilateral events or projects to the table and share your subject matter expertise with the team. Key Accountabilities Role specific: Develop the APEC21 Auckland Airport Operations Plan. Retest initial planning assumptions developed by the APEC21 team; including infrastructure, technology, border control, parking and aircraft servicing requirements for State aircraft and facilitation of VIPs using commercial flights. 3 Determine airport requirements and scope to facilitate aircraft parking; motorcades, VIP facilitation; security requirements, protocol and liaison staff; advance visit programmes, risk assessments, and contingency planning. Work collaboratively with an extensive stakeholders group and establish a stakeholder working group to undertake the planning to ensure the Auckland Airport is operational for APEC economies. Develop a terms of reference to anchor this working group to ensure effective and efficient delivery of the Auckland Airport Operations Plan. Identify dependencies and risks, ensuring mitigations are in place as required. Lead the procurement activity to engage services and suppliers for logistical requirements. Contribute to the design of the APEC21 Airport Operations team and resource requirements during event delivery. Manage relationships with delivery partners in Auckland including, Auckland International Airport Ltd, NZ Police, NZ Defence, AVSEC, airport service providers and others. Manage relationships with key delivery partners at both Wellington and Christchurch Airports. Leadership: Contribute to the APEC21 division s delivery of its planned and agreed activity stream to realise its strategic priorities and high level outcomes. Demonstrate the organisation s values, goals, policies and procedures in all aspects of work. Relationship Management: Develop and maintain key relationships both internally and externally in order to advance the APEC21 division s objectives. Organisational Responsibilities: Understand the Ministry s strategic priorities and high-level outcomes framework and how this role contributes to the framework Understand and apply the strategic context in which the Ministry operates, including priorities and perspectives of the Ministers, partner agencies and external stakeholders Contribute to the preparation and reporting requirements of the Ministry s accountability documents Understand tikanga and Treaty of Waitangi principles and have sufficient appreciation of Te Reo Māori to be able to apply the Ministry Māori dimension, underpinned by Ministry values, in a way that is relevant to the context of our business Using the Ministry s Capability and Leadership Frameworks, identify and participate in opportunities for learning and development, including through regular coaching and mentoring Identify and pursue opportunities to build specialised skills, knowledge and experience aligned with the Ministry s Strategic Framework Contribute to Ministry-wide projects and emergency response situations Be aware of and adhere to the Ministry s Health and Safety policies and procedures All other duties as requested by the employer APEC Page 3 of 5

Qualifications, Skills, knowledge & experience The following are required: Skills: Experience working in a programme/project environment and reporting to governance boards. Experience working across government agencies, and in particular with border control and security agencies. Experience in the planning and delivery of elements required to host international government events. Experience working with the aviation and airport sectors to deliver large events or complex logistical operations. Ability to work and consult with a wide range of stakeholders. Strong attention to detail and focus on quality. Excellent collaborator and outcome focused. Excellent interpersonal and communication skills. Expert in Microsoft Office suite, including Outlook, Word and Excel A good understanding of the Machinery of Government and the Government decision making process. Experience: Minimum 4-5 years experience in successfully delivering aviation related and airport projects specific to large events or complex logistical operations. Relevant experience and existing working relationships with New Zealand airports and aviation organisations. Relationships The position is required to build and maintain the following relationships: Internal: Deputy Secretary, APEC21 Chief Of Operations, APEC21, Operations and Hosting Programme Manager, APEC21, Operations and Hosting Programme team, including operations, policy and administrative staff Other MFAT staff, both onshore and offshore, including procurement, legal, finance, Protocol. External: Interagency working group members Consultants and contractors working on APEC21 Government departments/agencies including MBIE, Customs, MPI, Airways Corporation, NZTA, NZDF, Aviation Security, NZ Police, and DIA Private sector organisations for example Auckland International Airport Authority (AIAL), ground handling service providers, transport providers, BARNZ, Air New Zealand. Mandatory Role Requirements You must be able to obtain and maintain an appropriate New Zealand Government Security clearance. You must hold New Zealand citizenship. APEC Page 5 of 5
