PRIMARY PURPOSE OF POSITION City Projects & Properties Division delivers the City of Sydney s capital works infrastructure program, comprising a diverse range of community facilities, commercial buildings, open spaces, urban spaces, streetscapes and civil works. The Division is also responsible for the City s property portfolio which has over 200 properties that are jointly managed by the City and external service providers The purpose of this role is to effectively manage and deliver meaningful performance reporting and analysis for the Capital Works Program and Property Portfolio to enable improved decision making. The role will be responsible for developing, maintaining and improving systems, processes and reports in planning, monitoring and evaluating performance for the Division. The role will manage the financial and performance reporting for the Division including: capital works delivery metrics, financial budgeting, project scheduling, work health and safety and other organisational requirements. POSITION OBJECTIVES The primary objectives of this role is to: Collaborate and partner with Senior Managers in the Division, customers and key stakeholders to ensure the performance metrics meet the needs of the Division. Manage and continually improve the performance measurement frameworks and instruments across the Division from a strategic and operational perspective. Manage and deliver performance reporting for the Division including forward planning, cost planning, WHS and Corporate Reporting in line with organisational requirements. Manage the financial reporting governance for the Division in an effective, transparent and timely manner with reference to the City s annual and long-term financial plan. Directly manage, supervise and develop staff reporting to this position. To be held accountable for working conditions under the control of the position and for detecting any unsafe or unhealthy conditions or behaviour and to take immediate steps to investigate and rectify any risks to health, safety and welfare arising from any activity. 5. POSITION ACCOUNTABILITIES Divisional Performance Reporting Utilise a business-outcome focussed approach for the development of performance metrics including lead indicators and across-function performance measures. Create and report on performance measures for property and infrastructure works. Manage the co-ordination of Divisional project/program scheduling to provide advice on project resourcing, forward planning, cash flow analysis and project status reporting. Manage best practise systems for project scheduling and reporting. Provide input to the City s forward Capital Works and Operational Planning process. Manage, coordinate and prepare Corporate and Divisional reports and provide dashboard data input. Manage the cost estimation process and analyse trends for future requirements. Report on cost planning effectiveness and continually improve cost planning processes. Manage, coordinate and prepare Work Health Safety and Environmental Reports for the Division. Financial reporting governance Develop divisional budgets and forecasts consistent with Council systems and processes. Title: Finance and Performance Manager Date: 25 January 2018 Page 2

3 Manage and provide capital expenditure forecast projections on a monthly basis. Manage the month-end and year-end accounting processes for the Division. Collaboration and consultation Meet regularly with Senior Managers within the Division to identify performance improvement opportunities and ensure reporting metrics meet the Divisional requirements. Collaborate with the Chief Financial Office Division to ensure accurate financial operational reporting for the City. Effectively communicate the financial and performance results to the business including Project Management Office, and provide advice to stakeholders. Provide recommendations on performance improvements to Managers to optimise infrastructure development, delivery and management of the property portfolio. Provide financial advice and training to assist Managers regarding their financial reporting and decision making. Analyse data and providing insights through commentary and recommendation on performance. Continuous improvement Work with Divisional Managers to create systems and processes for data collection, analysis and reporting. Identify issues and develop appropriate solutions to ensure that appropriate remedial action is taken in an effective and timely manner. Undertake regular internal reviews of compliance and performance within the division to ensure probity and good governance. Comply with and keep abreast of any relevant legislation applicable to the performance of the duties of this position. 6. WORK, HEALTH & SAFETY RESPONSIBILITIES Section Unit Managers must actively participate in all aspects of the Safety Management System (SMS). Section Unit Managers have the following responsibility, authority and accountability: Implement risk management activities and have the power to stop work in circumstances that are deemed an immediate risk to health and safety until a satisfactory solution is agreed/implemented Actively promote consultation, WHS training and access to information to ensure safe work procedures are understood and followed Manage, implement and advise workers when changes have been made in the workplace (i.e. systems of work, risk assessments) Report hazards and any work-related injuries/illness as soon as practicable; take reasonable care; and take immediate steps to investigate and rectify any risk to health, safety and welfare. AUTHORITY TO ACT The incumbent has the authority to take any reasonable steps to ensure that the smooth flow of operations is maintained providing the actions are consistent with the responsibilities of the position and subject to any limitations, corporate policies, procedures or safe work method statements. All personnel have the power to stop work in circumstances that are deemed an immediate risk to health and safety until a satisfactory resolution is agreed / implemented. SELECTION CRITERIA Essential Criteria Degree in commerce, business, finance or other relevant discipline. Must possess a good understanding of financial management practices and policies. Experience in development and management of a performance metrics framework. Demonstrated experience developing processes to streamline data collection, performance analytics and reporting. Experience with financial accounting packages, analysis tools and reporting systems. Highly developed communication and interpersonal skills that facilitate effective team dynamics and working relationships.
