This newsletter is an open and transparent way for communicating to you our progress in this project so as to enable you to be better informed on our FAB developments and to give you the opportunity to provide us with feedback that will make our work more relevant and beneficial to the users of our services. The key progress presented in this newsletter include the decision on a Regional Single Sky Implementation Plan, route network improvements, cooperation between NSAs and the interaction between FABs on the issue of safety. I hope that you will find the contents both informative and interesting. 2 The BLUE MED Route Network Catalogue During the Feasibility study of BLUE MED a relevant number of route network improvements were identified and studied. Different timeframes were assigned to each proposal according to the complexity of the local environment and the a- mount of work expected to be developed for each proposal. In the first part of the ongoing Definition Phase some of those proposals were selected to be implemented within 2010 as possible Quick Wins and a number of possible improvements/ proposals for a later timeframe ( ) were identified and fixed within an agreed FAB action plan. Moreover, many national or cross-border projects and RNDSG-RDGE proposals have been defined with different identified stages of maturity. All these proposals needed to be assessed both as a single project and, in some cases, as an overall wider route network design activity, in order to estimate possible gains in terms of Nautical Miles saved by aircraft operators and, as a consequence, in terms of time, fuel and CO2 emissions savings. Additionally, in order to improve the investigation process and classify properly all the different proposals, two separate catalogues have been established: the Route Network and the Night DCT Catalogue. Each proposal within the two catalogues is described in a single page and for each proposal a standard set of data (daily NM, CO2, Fuel saved) is reported. BLUE MED Route Network proposals are classified with an Identification Number (BMxxx for Route Network proposals and BM5xxx for Night DCTs). The information provided by the Identification Number is enhanced in order to ease monitoring and consultation of its progress status, according to a colour code that highlights: in green the implemented proposals, in light green those with a planned AIRAC cycle date, in light orange proposals where further evaluation is ongoing and in red proposals deleted from the catalogue. Within the classification scheme, a possible date of implementation has been evaluated and reported, in case the proposal is planned to be implemented by a fixed AIRAC cycle deadline, as an alternative, four different possible implementation deadlines have been established: within 2010, by 2012, by 2015 and by For each single proposal a brief description is reported as well as an assessment of potential savings, carried out on each single proposal by EUROCON- TROL using SAAM, which shows the number of potential flights attracted by the new route/ network/dct, the daily distance savings in NM, flight time, fuel and CO2 emission. The catalogues are considered as living documents; the first version of the catalogues have been released on February 2010, and will be updated in October 2010 and every six months as an average reviewing period. 4 BM-SSIR (BLUE MED Single Sky Implementation Roadmap): a fundamental instrument of resource planning for the BLUE MED FAB The local/european process: LSSIP/ESSIP In Europe there is a process, supported by EUROCONTROL, whose scope is performing a planning and monitoring exercise; its name is ESSIP/LSSIP process. The Local Single Sky Implementation Plan (LSSIP) reports on progress currently achieved at national level and on planning over the next 5 years according to the European Single Sky Implementation (ESSIP) objectives and actions required to improve the European ATM network. While the ESSIP sets a European common framework, the LSSIP collects and consolidates all relevant local implementation plans and progress data into a single document, which is reviewed and updated annually. This yearly review at national level supports the analysis of implementation shortcomings/delays and results in more appropriate planning and/or corrective actions. The BLUE MED approach: from LSSIP to BM-SSIR BLUE MED LSSIP Focal Point group and Mr Josè Calvo S-JU Chief Regulatory Affairs One of the most important short term achievements of the BLUE MED partners is the decision of setting up a Single Sky Implementation Roadmap (BM-SSIR) for the future BLUE MED FAB. This regional plan will start coordinating the single ATM planning documents (LSSIP) produced by each of the FAB members thus ensuring a coordinated approach on relevant improvements over the area and a phased schedule for implementation, trying to minimize fragmentation at regional level. The BM-SSIR process starts from a cross-check between the ESSIP objectives and their status reported by the different BLUE MED member States in their LSSIPs. The regional convergence plan started from the LSSIP cycle, identifying divergences and point of convergence in the implementation plans provided by the BLUE MED partners. The main objective to be achieved within the BLUE MED Single Sky Implementation Roadmap (BM-SSIR) is the definition of a Common Regional Roadmap for the FAB implementation (BM- SSIR) in the BLUE MED Area focusing on a technical/operational perspective. This includes the definition of BLUE MED Quick Win proposals for which the identification of common solutions candidate for implementation have been achieved. Therefore, the BM-SSIR will gradually evolve from a coordination of the existing LSSIP up to a single coordinated and harmonized plan for the BLUE MED area, released by the FAB, having as guideline the European ATM Master Plan with its strategic performance objectives and targets. 5 The BLUE MED ANSP Strategic Board: increasing efficiency of FAB operations During the ATC Global exhibition in Amsterdam, CEOs and Director General of the ANSPs providing their service over the BLUE MED area joined the first meeting of the ANSP Strategic Board (ANSP-SB) and continued meeting up to the last joint session held in Malta on the 14th of July. This Board, created at the end of 2009 by the BLUE MED Governing Body in order to answer to the need of the ANSPs to have a dedicated forum where to plan FAB improvements from the ANS provision perspective, will allow ANSPs to improve synergies at regional level and will be a dedicated forum aiming to discuss all aspects of the service provision within the area, with specific reference to the required continuous performance improvement requested by the amended SES regulation. Members of the ANSP-SB for the benefit of the regional cooperation and within the FAB spirit decided to establish an adequate coordination mechanism in order to discuss all ANSP related matters under the BLUE MED FAB umbrella. The BLUE MED ANSP-SB elected Chairman, Mr. Massimo Garbini, ENAV Director General, stressed that the ANSPs cooperation is crucial for the achievement of FAB targets, and the ANSP-SB is the body entitled to provide, in strict cooperation with the regional NSAs group and the Body assembling Military Authorities, tailored strategic objectives to the FAB in order to secure the expected performance improvement. Under the guidance of the ANSP-SB, the BLUE MED Group dealing with operational improvement released a Route-Network Catalogue for the area (already presented under the RNDSG of EUROCONTROL), offering relevant benefits to the whole ATM community and focusing on an area spanning from the EU Core Area up to the far Eastern EU borders. The abovementioned catalogue will now evolve into a regional Flight Efficiency Plan, which will be periodically reviewed and discussed with the active contribution of airspace users. The BLUE MED ANSP-SB identified also priorities to attack: focus on airspace design (with reference to the assessment of the current status in terms of airspace fragmentation and discrepancies in procedures/working methods) and on ATFCM practices at regional level (with the creation of an ad-hoc Task-Force empowered to explore a regional approach to the FAB flow and capacity management) as well as on the ATM System interoperability, as recommended by the Chairman and agreed by the group. Our ambition is that the website will include all the information you may need on BLUE MED and enable you to appreciate better its goals and results. It will be a relevant instrument for the whole ATM Community to interact with the project and in particular to allow all interested European and non-european stakeholders to come closer to the FAB BLUE MED. Thanks to the effort spent by our partner ENAV, the website will include news and articles, interviews and reports, frequently asked questions and contacts list, should you need to communicate with us. It will also contain an internal area, where working group members can deposit documents and exchange views and ideas on the work to be done. 6 FOCUS ON FAB Operational (WP1) and Technical Implementation (WP2): joint meeting at Brindisi ACC. On the 30 th of June, 1 st and 2 nd of July the Operational and Technical package of BLUE MED performed their own regular meeting and had the opportunity to group together in order to examine specific technical proposal in response of operational requirements issued for the FAB establishment purposes. Application of 5NM separation throughout the FAB, improvement of existing LoAs with harmonised separation of transfer of radar control, free route scenarios, and other operational topics and related technical enablers were widely discussed within the group. The meeting was hosted by Brindisi ACC, thus reaffirming the close interaction of the working packages with the local ACCs and their daily operations. It was a great opportunity for the Brindisi ACC to host a group of ATC personnel from the Mediterranean basin said the Director of Brindisi ACC, Mr. Bartolomeo Pinto. It was a great opportunity to allow personnel of the ACCs to feel part of the project and to allow the project itself to increase its knowledge of the local requirements and capabilities offered to the FAB initiative. WP1-WP2 joint meeting at Brindisi ACC BLUE MED and inter-fab cooperation on Safety Petros Stratis, BLUE MED WP8 Leader Safety is of p a r a m o u n t importance in any ATM project, more so in FAB, which is an ATM system of size and complexity not previously encountered. FAB safety is also an explicit regulatory requirement, an indication the European Commission s commitment towards maintaining and improving this critical element. It is for these reasons that BLUE MED and FAB CE have recognised the benefits of working together and, with EU- ROCONTROL facilitation, have initiated an ad hoc consultation in the area of safety. The consultation so far has been based on a mutual participation in relevant meetings in which both initiatives have presented each other the process are following to a- chieve FAB safety. It was immediately evident from this initial contacts that the problems and challenges that the two FABs are facing are very similar. Equally, the ideas and experiences shared were of very good value to both. Therefore, it has been decided to maintain the contact to the maximum extend possible with the aim of achieving the best results by sharing best practices, something perfectly aligned with the SES spirit of u- niformity and harmonisation a- cross the whole Single Sky.

7 FOCUS ON FOCUS ON The BLUE MED NSA Committee (NSAC) In view of the requirements of the SES legislation for the supervision of FABs, the BLUE MED NSAs, responding to the new challenges for the coordinated supervision of ANS activities in a regional environment, have established a Mrs. Panayiota Demetriou, Chairwoman BLUE MED NSA Committee dedicated forum within the project, in which they can exchange their views, coordinate their activities and execute their duties and responsibilities in a mutually agreed and coherent manner. The forum is composed of senior staff of the NSAs of BM EU Partner States, and has recently evolved into an integral component of the BLUE MED governance structure, as an NSA/Regulatory Committee (NSAC). Its overriding objective is to contribute to the overall success of the BM FAB project and in order to achieve this, it has defined, as its main activities, the following: non-eu BLUE MED Members coming closer to the Single European Sky On February 2010 the Aviation Authorities of Egypt, at the presence of the concerned military authorities, welcomed the BLUE MED operational package (WP1) in Cairo for the first BLUE MED WP1 regular meeting outside EU borders. BLUE MED decided to share with the authorities of Egypt one of its fundamental steps towards the harmonization of operations on a regional scale.
