3 Why do we need a youth report? For the purpose of developing relevant public services and of giving policy-makers the information they need, the Finnish Youth Act (7 a ) mentions an obligation for municipalities to produce knowledge about various aspects of wellbeing among young people. The work is guided by a network, the chair is the assistant city manager. The members are leaders of different city departments, the police, young peoples representants and voluntary organizations. The city strategy s one priority is more space to be heard and an opportynity to shine for young people

Website with a connecting database The work follows an open data principle, meaning that the database behind the website can be accessed by anyone and it is updated constantly The knowledge used and combined: Statistics / indicators Research Experience knowledge of young people Experience knowledge of workers

5 . The capability approach as a framework in our indicator development

6 The chosen theoretical approach We wanted a holistic view to catch the hole landscape of young people, not only those in the riskzone The Capabilities Approach theory developed by Amartya Sen and Martha Nussbaum was chosen as a way of thinking about young peoples welfare. The approach was chosen before the indicators and the data collection. The idea is to see young people as active actors that learn and develop their skills in interaction with other members of the community where they grow up. Youth is a time for developing skills and talents, and it is important that young people have equal opportunities to grow up and develop themselves comprehensivly

8 Emotions and interactions Young people are capable of empathy, love, sorrow, longing, happiness, hatred and fury. They are able to express and process emotions, and they receive support if needed. Young people understand the significance of feelings in social intercourse and society. Their social identity and self-image are strengthened, their feelings of loneliness decreases, and their relationship to their parents works. Indicators: Family status Youth living with a single parent Youth living alternatively with parents Child protection Relationships to parents Friends Togetherness in school Affinity to peer groups Research knowledge Experience knowledge from youth storys, interviews and videos Experience knowledge from experts blogs and workshops

13 How is the information used? The website is a tool for developing public services for young people in Helsinki. The information is handled and interpreted at various forums (experts, managers, workers and in dialogue with young people) From the interpretations and suggestions we annually make suggestions how to develop the public services for young people. An annual summary will form a basis for service delivery and development.

16 The infomation leeds to action proposals for developing youth services Based on the different knowledge on the website the chosen main topics for are: Improving interaction between young people and professionals Racism and attitudes Young people s independence (education, work, housing) At the moment plans for these topics are under construction
