1 JOB DESCRIPTION Job Title: Work Unit: Responsible To: Responsible For: Job Purpose: COASTAL FISHERIES SCIENCE OFFICER Coastal Fisheries Science and Management Section Coastal Fisheries Scientist No direct supervision of staff The job exists to: Provide technical support and advice to governments, NGOs, stakeholders and the private sector in planning and implementing general coastal fisheries science and management activities covering finfish, invertebrates and their supporting habitat. 2 Functional Relationships: External Pacific Island government technical staff, and department staff involved in marine issues, stakeholders, and private enterprise Technical staff from regional agencies including CROP, WorldFish, FAO, etc. International NGOs including WWF, TNC, FSPI, WCS, LMMA etc and national NGOs Internal Deputy Director FAME (coastal fisheries) CFP Section Heads and staff Deputy Director FAME (oceanic fisheries) and scientists Other programmes (statistics/demography, PHD etc) Corporate services; Human Resources Publications, FAME Information Unit Translation and Interpretation Key Result Areas: The position of Coastal Fisheries Science Officer encompasses the following major functions or Key Result Areas: - Assessing coastal living marine resources and fisheries to inform management, and provide training and capacity development in these areas. - Practical assistance to members in the designing and targeting of appropriate awareness raising and educational information. - Promote inter-agency networking and cross-sectoral collaboration in coastal fisheries science and management - Section administration and communication The requirements in the above Key Result Areas are broadly identified below. Jobholder is accountable for Assessing coastal living marine resources to inform management, and provide training and capacity development in these areas. Promoting the standardisation of data collection, and assisting with the expansion of standardised data collection and/or monitoring systems for coastal fisheries (finfish, invertebrates and supporting habitats) programmes at the national level, ensuring these are in line with management needs of each country or territory Providing input into the development and implementation of databases in support of data collection and monitoring systems for coastal fisheries (finfish, invertebrates and supporting habitats) at the national and sub-national level. Conducting training of local staff in-country in all areas of data collection, standard survey methods, the use of relevant databases and data analyses for habitat and coastal finfish and invertebrate fisheries Analysing available scientific data on coastal finfish and invertebrate fisheries and habitat to provide updates on the status of fishery resources, where adequate data exists, and management advice. Identifying gaps in scientific information needs and availability at the country level so that programmes and systems can be developed and put in place to address these. Ensuring that all advice provided is in a simple, succinct and clear format for ease of understanding. Jobholder is successful when Progress is made towards standardisation of national data collection across the region for coastal finfish and invertebrate fisheries and habitats. Monitoring programmes and regional and national databases for coastal finfish, invertebrate and habitats established and operational in line with annual work plan In line with the annual work plan, local staff are adequately trained to undertake coastal finfish, invertebrate and habitat data collection, data entry and data analysis Information gaps are identified with systems developed to address these Appropriate resource status advice is provided and accepted by countries in the absence of specific location data. Advice is provided and understood by the recipient. Page 2

3 Practical assistance to members in the designing and targeting of appropriate awareness raising and educational information In collaboration with the FAME Information Unit, developing materials such as training manuals, guidelines identification sheets and other educational information. Providing input to awareness raising and educational materials focused on coastal fisheries science and/or management or conservation Promote inter-agency networking and crosssectoral collaboration in coastal fisheries science and management Liaising and working with regional and international organisations and NGOs on coastal finfish and invertebrate fisheried issues, and encourage collaborations. Developing and promoting collaborations with other sections within SPC on issues such as food security, small-scale livelihoods, climate change adaptation etc Section administration and communication Assisting the Adviser and Coastal Fisheries Scientist, to develop annual work plans and work plan reports for the Section, consistent with the strategic plan. Maintaining up-to-date corporate and administrative procedures for all activities undertaken. Acquit any cash advances taken to conduct incountry fieldwork and training, with receipts to justify all expenses. Contributing, where applicable, to Programme, Divisional and Corporate publications, such as Fisheries Newsletters, annual reports, and Divisional reports for CRGA. Producing reports for all activities undertaken in the appropriate format for the activity including technical reports and trip reports, and input to funding proposals, donor reports. Filling in for CFSM staff when they are on leave or duty travel, when required Manuals and guidelines are produced in line with annual work plan and country needs Materials are produced in line with annual work plan. Good working relationship with other organisations and NGOs and collaborations established Input is provided to joint internal projects where a holistic approach is needed. Annual work plans and reports for the Section is consistent with the strategic plan All of the operations and activities undertaken are fully documented and all administrative tasks completed within the set deadline. Input or articles are provided for all Programme, Divisional and Corporate publications within the set deadlines. Trip reports are produced within two weeks of completing an activity Acting roles for CFSM staff are successfully fulfilled. Note The above performance standards are provided as a guide only. 4 Work Complexity: Most challenging duties typically undertaken: Trying to standardise and collaborate on data collection and monitoring systems for coastal finfish and invertebrate fisheries and their habitats with countries, NGOs and others involved in this area when many want to work in isolation using different approaches. Assisting with establishing functional coastal fisheries monitoring programmes with local staff in country with them taking ownership and conducting the monitoring programme themselves Providing training in coastal fisheries monitoring and data collection, data entry into database and data analysis with local staff, with them being competent in all areas after the training. Providing sound scientific advice based on the best available data for management purposes. Produce reports for all work undertaken and acquit any cash advances taken to run training and/or fieldwork with receipts provided for all expenses. 5 Person Specification: This section is designed to capture the expertise required for the role at the 100% fully effective level. (This does not necessarily reflect what the current jobholder has.) This may be a combination of knowledge / experience, qualifications or equivalent level of learning through experience or key skills, attributes or job specific competencies. Qualifications Essential: Postgraduate degree or equivalent in a discipline relevant to coastal fisheries assessment (finfish and invertebrates). Current open water SCUBA diving certificate and medically fit and able to dive in a range of environments. Desirable: Masters or PhD qualification in reef fisheries science or related field Knowledge / Experience Essential: At least 5 years of direct relevant experience in Pacific Islands fisheries, particularly applied field research for finfish and invertebrate resources/fisheries that has lead to management advice involving local collaborators. Proven experience in designing and implementing standardised monitoring protocols for finfish and invertebrate resources/fisheries and their supporting habitat using a range of methodologies (e.g. underwater visual census, market and creel surveys, biological studies etc). Demonstrated capability for collaborating and working in an integrated programme involving colleagues from several different countries and cultures. Understanding of current Pacific Islands regional coastal fisheries management and science issues, and experience of working with gender issues relating to fisheries Excellent communication skills (oral and written) with the capacity to engage scientific, government, public and community audiences. Excellent cross-culture communication and team work skills Proven ability to design, plan and facilitate workshops and other trainings. Experience working with PC systems and MS Word, Excel, and PowerPoint software, and software programmes for data entry and management. Willingness and demonstrated capacity to travel and undertake overseas assignments in SPC member countries, sometimes under difficult physical conditions. Desirable: Experience in undertaking socioeconomic surveys A working knowledge of both of SPC s official languages (English and French) Page 5
