1 Terms of Reference Long Term Agreement (LTA) for Production of information materials Introduction The International Labour Organization (ILO) is the UN specialized agency dealing with work and workplace issues, and labour related rights and standards. Its overarching goal is to achieve decent work for all so that everyone benefits from working conditions that offer freedom, equity, security and human dignity. In Bangladesh the ILO works with the government, workers and employers organisations in four priority areas namely: improving working conditions, rights at work, social dialogue, skills and employment, and social protection. As part of its efforts to create awareness and understanding on these issues an ILO project, Promoting Social Dialogue and Harmonious Industrial Relations in Bangladesh Ready-Made Garment Industry (SDIR) funded by Sweden and Denmark will produce a number of information and communication materials as detailed in this Terms of Reference. Vendor responsibilities The vendor will design, print and deliver the following: A pocket book on Grievance Handling A pocket book on Collective Bargaining A bilingual flyer on Conciliation A bilingual flyer on SDIR project services The vendor will print & deliver the following items whose design already exist in pdf format: A bilingual project fact sheet A bilingual flyer (Info-sheet) Notebook Folder Specifications # Item Description Quantity 1. 4 Completion Criteria and Payment Based on the actual requirement, the project will raise the Purchase order based on this LTA and the payment will be made after delivery of the product mentioned in the PO and upon satisfaction to ILO. Tentative Payment schedule February 2018 Delivery of Items 5, 6, 7 and 8 March 2018 Delivery of Item 4 July 2018 Delivery of Item 3 March 2019 Delivery Items 1 and 2 Note: This is a tentative schedule of delivery and requirement. This may be changed based on actual need of ILO and the purchase order will be issued articulating the actual requirement on need basis. This Long term agreement (LTA) does not constitute any binding to ILO. Schedule and reporting The LTA will be effective from 1 December 2018 and will be valid till 30 October 2020 Supervision The production will be supervised by the Communications Officer and Programme Officer, SDIR of the ILO Special Terms and Conditions Intellectual Property: All materials developed during the production of these items will be considered ILO property. Eligibility criteria of the company Have at least 3 years demonstrated experience in carrying out similar projects Have lead graphics designer and illustrator with at least 5 years professional experience in designing similar communication materials 03 samples (each) of similar products previously produced by the company shall be the part of submission of quotation Eligibility criteria of the Lead Graphic Designer and Illustrator Have at least 5 years demonstrated experience in carrying out similar projects 03 samples (each) of similar products previously produced by the Lead Graphic Designer and Illustrator. Evaluation: Samples will be evaluated 1 st based on its quality. The samples are qualifies, their preliminary evaluation will made based on the minimum eligibility criteria. Those will pass the preliminary evaluation, their technical evaluation will be done. The lowest quoted proposal will be awarded among the technically qualified bidders. Award Criteria: Low cost most responsive technically qualified quote.

5 Submission of quotation The ILO invites quotations from qualified firms having relevant experience in delivering similar products and services as mentioned in this Terms of Reference (TOR). Only a single technically responsive and financially viable vendor/ service provider will be selected following ILO procurement rules/procedure on evaluation by an ILO team of professionals, and awarded with the contract for the expected deliverables and outputs as per the TOR. The submitted quotation must include price for design, illustration and printing separately. The quotation must provide Net Price + VAT in separate lines. The VAT% also should be mentioned in the quotation for ease of calculation and the contractor must provide MUSHAK-11 and Treasury Challen as a part of bill submission. 03 samples (each) of similar products previously produced by the vendor shall be the part of submission of quotation Submission: The quotation shall be submitted by 15 November 2018 by 4:30 PM in submit hardcopy in below address. No Late submission will be accepted. At least 3 samples of printed materials, infographics and illustration work produced by the vendor in the past.
