1 DIRECTOR, BUSINESS SERVICES JOB SUMMARY Under the general supervision of the department manager, perform highly responsible fiscal management duties and business services functions for the assigned area(s) of internal programs for the County School Service Fund (CSSF) or external services for the Kings County school districts; and do other related work as required. REQUIRED QUALIFICATIONS Knowledge of: Proper English usage, grammar, vocabulary, spelling and punctuation, and basic arithmetic functions; Modern office machines, equipment and practices, including filing systems and records management; Computer-assisted accounting programs and systems, system analysis techniques, and data processing, storage and retrieval systems; Accepted accounting and financial record keeping and reporting methods and principles, including general ledger, cost accounting, budget development and control, and contract/bid requirements and control; California School District Budgeting and Accounting procedures and financial regulations governing County Office of Education operated programs and school district business office functions; Functions and activities associated with payroll activities, and employee health and welfare benefits; Principals and techniques of supervision. Ability to: Establish and maintain cooperative and effective working relationships with children and adults contacted in the course of work; Understand, carry out and effectively communicate oral and written directions; Research, learn, interpret and explain specific laws, regulations, policies and procedures governing financial activities of the assigned area(s) and apply them with good judgment in a variety of situations; Analyze and interpret financial data, and audit, coordinate, supervise and perform accounts payable, accounts receivable and payroll functions of assigned area(s); Operate a variety of office machines and equipment, including computer terminals; Develop and maintain effective accounting, record keeping and reporting systems and procedures; Compile, create and prepare accurate statistical reports, maintain detailed records, and review reports and records for accuracy and compliance; Work efficiently under pressure with constant interruptions, strictly adhere to due dates and deadlines; Perform routine and repetitive work to completion; As assigned, train, supervise, evaluate, assist and review the work of other staff members and local school district personnel; Be flexible and receptive to change; Attend in-service trainings, conferences and meetings, and make formal presentations, as required; Occupy an exempt position. Education and Experience: BA/BS degree in Accounting or Business Management required, CPA is preferred. Four years of increasingly responsible accounting experience involving the preparation and maintenance of general ledger, accounts payable, accounts receivable and payroll covering the entire accounting cycle in a moderately large organization, including one year of responsible fiscal or governmental administrative experience. 2 License, Certificate and Testing Requirements: Possess a valid California driver license and maintain insurability. Must be able to provide your own reliable transportation to work sites within Kings County. ESSENTIAL DUTIES For the assigned area of internal programs, take primary responsibility to plan, develop, prepare, present, submit, analyze and maintain the budgets and objectives for the various programs within the CSSF, and to supervise, coordinate and direct the fiscal activities of the CSSF; For the assigned area of external programs, take primary responsibility to assist Kings County school districts to develop, establish and maintain accounting systems, perform payroll activities, and to prepare, present, submit and maintain annual budgets for the various applicable programs; Ensure compliance with federal, state and local standards, procedures, policies, laws, regulations and requirements applicable to the assigned area(s) of responsibility; Input, analyze, interpret, recapitulate and compile financial data, run queries, prepare, submit and audit reports, notices and other forms of correspondence to federal, state and local agencies; Review program budgets routinely and periodically, analyze trends or data affecting budget needs, suggest and/or prepare budget revisions with justification, as needed; Stay current with legislative and policy changes related to the area(s) of assignment, serve as a trainer and primary resource to answer inquiries, furnish information and provide assistance, as required; Develop departmental policies, operational procedures, reporting methods, salary schedules, and training programs for department staff and school district personnel; Participate in the selection and evaluation of Business Office personnel; Provide financial data and fiscal research for bargaining unit negotiations; Assist outside auditors; Perform other related duties, as assigned.
