John Muir County of Marin, California DEPUTY HUMAN RESOURCES DIRECTOR COUNTY OF MARIN, HUMAN RESOURCES DEPARTMENT Salary: $131,186 $145,766 annually, DOQ/DOE Marin County seeks a Deputy Human Resources Director who will oversee the labor and employee relations and benefit services units of the Human Resources Department. Principal among the Deputy Director s duties will be to serve as the County s Chief Labor Negotiator. To be successful in this transparent, inclusive and collaborative organization, ideal candidates will have negotiated public sector labor agreements and have strong interpersonal skills, excellent written and verbal communication skills and emotional intelligence.

Marin is abundant with natural habitat including oak-bay woodlands, savannas, grasslands and salt marshes. Outdoor recreation in Marin County includes whale migration and bird watching, garden tours, golf, hiking, running, mountain biking, horseback riding, sail boarding, surfing, fishing, boating, kayaking, canoeing, etc.

3 THE COUNTY Marin County is a General Law County. The County is governed by five (5) members of the Board of Supervisors, each of whom represents one of the five voting districts in the County. The County employs approximately 2200 employees in its 22 agencies and has an operating budget of $540 million (FY 16/17). The majority of the employees is represented by 10 labor unions and covered under 12 collective bargaining agreements. HUMAN RESOURCES DEPARTMENT The Human Resources Department provides human resource services for all County departments to assist employees, management and Board of Supervisors to advance the County s goals, and provides staff services to a number of commissions. The department includes nine divisions: u Training & Organizational Development u Classification & Compensation u Equal Employment Services u Benefit Services u MERIT/HR u Recruitment u Volunteers and Interns u Labor & Employee Relations u Administration u Negotiating decisions and impacts of modifications required for the County s new ERP system. u Meeting with labor groups in 2017 to address health benefits. Current Challenges & Priorities: u Strengthening the County s labor management partnerships. u Completing and adopting the County s revised Personnel Management Regulations (PMRs).

4 THE POSITION & IDEAL CANDIDATE This position is part of the Human Resources executive team and oversees Labor and Employee Relations, and Benefit Services. This is an at-will position that reports to the Director of Human Resources and oversees a staff of seven professional and administrative employees. This position will work directly with the HR Director, union representatives and other department executives including the County Administrator s Office. OUR IDEAL CANDIDATE WILL Leadership u Demonstrate an ability to be a strong partner in the organization. u Effectively advise and provide consultative services to departments, executives and elected officials on benefits, and employee and labor relations matters. u Successfully lead and take an active role in providing staff with growth opportunities. Technical Acumen u Serve as the County s Chief Negotiator. u Oversee and direct the operations and activities of the divisions of labor, and employee relations and benefit services. u Provide strategic direction and planning on countywide labor negotiation goals. u Understand and incorporate the County s desired policy direction when addressing labor and employee relations business. Interpersonal & Communications u Have emotional intelligence to communicate effectively, and to handle interpersonal relationships judiciously and empathetically. u Value customer service and be responsive to the needs of internal and external customers. u Have excellent verbal and written communication skills. u Navigate effectively in a political environment. BACKGROUND & EDUCATION u Any combination of education and experience that would provide the knowledge and abilities listed. Typically, equivalent to graduation from a college or university with major coursework in business, public administration, human resources, or related field; AND four years of professional human resources experience which has included management supervisory or administrative experience. u Experience in a public agency operating a merit system, or in a union environment is highly desirable. u A track record of creating hands-on trust relationships with stakeholders.

5 COMPENSATION & BENEFITS SALARY: $131, ,766 annually DOE/DOQ. Salary is supplemented by a generous benefit program that includes the following elements: RETIREMENT (37 ACT): 62 for new employees and reciprocity with CalPERS. The County does not participate in Social Security except for the mandatory Medicare contribution. INSURANCE: cafeteria-style benefits plan that allows employees to choose from a variety of health, dental, vision, life, and long-term disability insurance plans. LEAVE ALLOWANCES: generous vacation, personal, management, and sick leave benefits plus 11 paid holidays annually.
