2 Traffic Management Competency-Based Learning Map Overview The United States Marine Corps (USMC) Logistics Community of Interest (COI) developed this competency-based learning map to support 2130 Traffic Management series professional development of technical competencies and training. This learning map is organized by a group of competencies, which together define successful performance in the 2130 Traffic Management series. Competency-based learning maps are essential resources for career development and useful for identifying the knowledge and skillsets needed to meet and/or enhance their skills in this occupational series. Learning maps are comprised of several components, described in Table 1 below: Competency Titles and Definitions Proficiency Target Levels Behavioral Indicators (BIs) Training Table 1. Components of a Competency-Based Learning Map Describe the capabilities required within a particular position or job role Define different levels of required performance (Entry, Journeyman, Expert) within a competency area Examples of activities performed by an individual that illustrate how a competency is demonstrated at varying levels of proficiency: Entry, Journeyman, and Expert Mandatory: Training required to be completed based on Federal, State, or Marine Corps requirements/regulations Recommended: Core, Core-Plus, and Sustainment training identified to enhance performance in competency areas Core: Initial training that all personnel should have in related position from entry to senior levels Core-Plus: Advanced training that is necessary for career progression that all mid-senior personnel should have in addition to the core training. Core-Plus training is recommended for personnel from General Schedule (GS)-12 to GS-15 Sustainment: Training intended to maintain credentials or a good training course to have, but not necessary for career advancement Page 2

3 Traffic Management Series Defined The 2130 series includes positions that involve (1) performing, administering, or supervising technical and analytical work concerned with planning, development, and execution of traffic policies and programs; or (2) directing and managing programs to obtain the economical and efficient transportation of freight, personal property, and/or passengers. Positions in this occupation primarily require a knowledge of Federal traffic management principles and policies; transportation industry operations, practices, and capabilities; special handling or movement requirements associated with freight, passengers, or other transportation operations; and the relationship of traffic management to other agency or organizational programs and functions. Competency Areas Six competencies have been identified for the successful performance in the 2130 series: 1. Materiel Transportation Management 4. Transportation Finance 2. Personal Property Transportation Management 5. Transportation Process Analysis 3. Personnel Transportation Management 6. Mobility Planning Proficiency and Skill Band Definitions The Proficiency Rating Scale (Table 2) below details the rating given for each level of proficiency and its corresponding definition. Proficiency levels describe the degree of competency required to perform a specific job successfully; these levels relate to the work required for a specific job. Different jobs require different levels of proficiency for successful performance. The proficiency levels provided in this learning map indicate the minimum proficiency target for successful performance. Table 2. Proficiency Rating Scale 1 Basic No Proficiency Conceptual Knowledge Only/No Experience 2 Applied Low Proficiency Able to Apply with Help 3 Intermediate Moderate Proficiency Able to Apply Autonomously 4 Advanced High Proficiency Proficient/Able to Help Others 5 Expert Very High Proficiency Expert Knowledge The USMC COIs have outlined a career progress structure that more accurately reflects the change in your abilities and responsibilities over time. That structure is called the Skill Level Structure (Table 3). It is associated with each occupational series and follows you from the time you are an entry-level employee until you attain the level of a management employee. Career progress in the USMC has traditionally been based on the federal government pay schedule system. The ratings within the pay schedule system are associated with Job Skill Levels within the 2130 series indicated as follows: Page 3

Skill Level Structure Job Skill Level Definition Pay Plan Beginning Grade Target Grade 1 Entry GS Journeyman GS Expert GS Behavioral Indicators (BIs) It is important to define how competencies are manifested at different skill levels. Behavioral Indicators are on-the-job examples of behaviors and activities that illustrate how a competency is demonstrated at varying skill levels and provide an objective description of the behavior that can be observed in an individual as evidence that they either have or do not have the skills at the required level needed for the competency. These are examples of what the competency could look like at varying skill levels and are not inclusive of all behaviors demonstrating the competency for each skill level. This information is provided as a tool to help guide evaluations of employee proficiency; however, it should not be used as a checklist for employees' behaviors. Certifications and Training Certifications are a practical option for formalizing a specific competency or skillset. The Logistics COI has identified several certifications (Table 4) that are applicable to the 2130 series. While these certifications are not required, staff are encouraged to complete these programs to improve and formalize their skillsets. However, some certifications below may be required according to your command and billet. Work with your supervisor to ensure you meet command certification training requirements. Table 4. These courses are aligned to competencies throughout the learning map. Training titles and vendors are subject to change as the courses evolve. Additionally, several external resources (Defense Acquisition University (DAU), MarineNet, Learning Tree, Lynda.com, etc.) provide a variety of training opportunities available to all personnel for professional knowledge and skill enhancement. 5 Competency Model A competency model is a group of competencies that together define successful performance in a particular occupation. The Logistics COI has adapted this model from the Department of the Navy (DON) Office of Civilian Human Resources (OCHR) for the 2130 series. The competency model, to include definitions, corresponding BIs, minimum proficiency target levels, and training has been provided in the charts below. Page 5

6 COMPETENCY 1. Materiel Transportation Management DEFINITION Develops and implements plans, policies, and procedures for the economical and efficient management of end-to-end movement of materiel. MINIMUM PROFICIENCY TARGET LEVELS Job Skill Level 1: Entry GS 9 Job Skill Level 2: Journeyman GS 11/12 Job Skill Level 3: Expert GS 13/ BEHAVORIAL INDICATORS Utilizes automated information systems to process and track materiel movement. Knowledge of policies and procedures related to materiel distribution and transportation. Initiates and facilitates communication between stakeholders on distribution issues (e.g, Installation/Marine Expeditionary Force[MEF]). Entry Identifies, evaluates, and selects transportation options (i.e., organic, commercial) to meet materiel distribution requirements. Prepares materiel for shipment. Prepares and certifies hazardous materials for shipment. Prepares documentation in support of customs clearance for materiel. Executes materiel-related plans associated with deployment and redeployment. Utilizes automated information systems to identify and mitigate gaps in materiel movement. Develops, intreprets, and applies policies and procedures related to materiel distribution and transportation. Initiates and facilitates communication between stakeholders on distribution issues (e.g, MEF/Marine Forces [MARFOR]). Journeyman Manages the transportation process to meet materiel distribution requirements. Manages the execution of materiel-related plans associated with deployment and redeployment. Develops and forecasts materiel transportation requirements. Utilizes automated information systems to plan, monitor, and manage materiel movement. Develops, intreprets, and applies policies and procedures related to materiel distribution and transportation. Initiates and facilitates communication between stakeholders on distribution issues (e.g, MARFOR/DoD). Expert Manages the transportation process to meet materiel distribution requirements. Develops and supports materiel-related plans associated with deployment and redeployment. Develops and forecasts materiel transportation requirements. Page 6

Personal Property Transportation Management DEFINITION Develops and implements plans, policies, and procedures for the economical and efficient management of end-to-end movement of personal property. MINIMUM PROFICIENCY TARGET LEVELS Job Skill Level 1: Entry GS 9 Job Skill Level 2: Journeyman GS 11/12 Job Skill Level 3: Expert GS 13/ BEHAVORIAL INDICATORS Ability to process, document and provide counseling for personal property government executed and personally procured moves. Knowledge of policies and procedures related to personal property operations and customer relations. Assists in the customer preparation of claims documentation. Entry Utilizes automated information systems to process personal property movement. Identifies, evaluates, and selects personal property transportation providers. Prepares documentation in support of the personal property transportation program. Supervises the process, documentation and counseling for personal property government executed and personally procured moves. Interprets and implements policies and procedures related to personal property operations and customer relations. Journeyman Reviews claims documentation. Utilizes automated information systems to manage personal property movement. Supervises the idenitification, evaluation, and selection of personal property transportation providers. Develops, intreprets, and applies policies and procedures related to personal property operations and customer relations. Expert Utilizes automated information systems to plan, monitor, and manage personal property shipment related information. Particpates in the management of personal property transportation provider programs. Page 7

8 COMPETENCY 3. Personnel Transportation Management DEFINITION Develops and implements plans, policies, and procedures for the economical and efficient management of end-to-end movement of personnel. Knowledge of policies and procedures related to personnel transportation. Entry Initiates and facilitates communication between stakeholders on personnel transportation issues. Identifies, evaluates, and selects passenger transportation options (e.g., rail, bus, air, ship). Assists in the preparation of necessary travel documentation for passengers (e.g., passports, visas). Utilizes automated information systems to process personnel transportation management. Interprets and implements policies and procedures related to personnel transportation and customer relations. Journeyman Supervises and facilitates communication between stakeholders on personnel transportation issues. Supervises the idenitification, evaluation, and selection of passenger transportation options (e.g., rail, bus, air, ship). Develops and forecasts transportation requirements. Utilizes automated information systems to plan, monitor, and manage personnel transportation management. Develops, intreprets, and applies policies and procedures related to personnel transportation and customer relations. Expert Supervises and facilitates communication between stakeholders on personnel transportation issues. Develops and forecasts transportation requirements. Particpates in the management of passenger transportation provider programs (e.g., Civil Reserve Air Fleet[CRAF], GSA City Pairs). Page 8

9 COMPETENCY 4. Transportation Finance DEFINITION Plans, programs, manages, and executes the budget associated with the movement of personnel, personal property, and materiel. MINIMUM PROFICIENCY TARGET LEVELS Job Skill Level 1: Entry GS 9 Job Skill Level 2: Journeyman GS 11/12 Job Skill Level 3: Expert GS 13/ BEHAVORIAL INDICATORS Compares transportation and storage costs to develop alternatives in procurement and distribution procedures. Reviews and certifies billing data for accuracy and appropriateness. Compares transportation rates to identify and recommend more efficient and economical use of resources. Entry Requests, negotiates, and coordinates transportation fares, rates, and services for specified routes using known and forecasted traffic patterns. Knowledge of budget and financial planning in support of traffic management functions and decisions. Validates Transportation Account Codes (TACs) and/or funds prior to execution of the movement. Supervises the comparison of transportation and storage costs to develop alternatives in procurement and distribution procedures. Supervises the review and certification of billing data for accuracy and appropriateness. Supervises the comparison of transportation rates to identify and recommend more efficient and economical use of resources. Supervises, requests, negotiates, and coordinates transportation fares, rates, and services for specified routes using known and Journeyman forecasted traffic patterns. Compiles, reviews, and analyzes local budgetary and financial planning data in support of traffic management functions and decisions. Validates TACs and/or funds prior to execution of the movement. Ensures compliance with Financial Improvement and Audit Readiness (FIAR). Compares transportation rates to identify and recommend more efficient and economical use of resources. Requests, negotiates, and monitors transportation services costs for specified routes using known and forecasted traffic patterns. Compiles, reviews, and analyzes service-level budgetary and financial planning data in support of traffic management functions and Expert decisions. Manages TACs and funding. 10 COMPETENCY 5. Transportation Process Analysis DEFINITION Analyzes data on the programs, policies, regulations, and operations impacting the movement of personnel, personal property, and materiel. MINIMUM PROFICIENCY TARGET LEVELS Job Skill Level 1: Entry GS 9 Job Skill Level 2: Journeyman GS 11/12 Job Skill Level 3: Expert GS 13/ BEHAVORIAL INDICATORS Analyzes data items (e.g., costs, distances, weights, routes) based on priorites to make traffic management decisions. Analyzes local carriers, shipments, and receiving performance metrics to ensure compliance with DoD transportation regulations and Entry contract terms. Evaluates transportation processes and procedures performance, and recommend improvements as needed. Evaluates transportation automated information system performance and recommends improvements as needed. Supervises the collection of analysis data to make traffic management decisions based on priorities (e.g., costs, distances, weights, routes). Journeyman Ensures compliance with DoD transportation regulations and contract terms. Supervises transportation processes and procedures, and recommends and implements improvements as needed. Evaluates transportation automated information system performance and recommends improvements as needed. Analyzes enterprise-wide transportation data to support service-level traffic management decisions. Monitors and analyzes distrubtion network performance metrics to ensure compliance with DoD/service transportation regulations Expert and contract terms. Evaluates transportation processes, procedures, segment performance, and recommends improvements as needed. Identifies and mitigates the impact of changes or threats to movement schedules (e.g., the visibility of world-wide movement). Entry Supports transportation plans related to deployment and redeployment. Supports organic and commercial transportation plans to meet DoD Force projection requirements. Ensures in-transit visability requirements are met. Utilizes and coordinates logistics planning tools (e.g., ICODES, JOPES). Applies policies and procedures related to contingency and exercise plans. Reviews and makes appropriate recommendations to adjust Time-Phased Force Deployment Data (TPFDD). Identifies and mitigates the impact of changes or threats to movement schedules (e.g., the visibility of world-wide movement). Journeyman Initiates and facilitates communication between stakeholders in support of Humanitarian Assistance Disaster Relief (HADR) contingency and exercise plans (e.g., customs clearance, Host Nation Support, inter-agency agreements). Develops transportation plans related to deployment and redeployment. Develops organic and commercial transportation plans to meet DoD Force projection requirements. Leverages logistics planning tools data information (e.g., ICODES, JOPES). Applies policies and procedures related to contingency and exercise plans. Reviews and makes appropriate recommendations to adjust TPFDD. Identifies and mitigates the impact of changes or threats to movement schedules (e.g., the visibility of world-wide movement). Expert Initiates and facilitates communication between stakeholders in support of HADR contingency and exercise plans (e.g., customs clearance, Host Nation Support, inter-agency agreements).
