Introduction The Independent Development Evaluation (IDEV) of the African Development Bank ( AfDB or Bank ) conducts independent evaluations of the Bank s policies, strategies, and operations. The Department requires the services of a short term Junior Consultant to provide support for the evaluation of AfDB s Private Equity Investments. The Independent Evaluation Department (IDEV) has been implementing this evaluation since January The objective, activities, and duration of the assignment are presented below. 1. Objectives and tasks for the Assignment The key objective of the assignment is to provide quality and timely support to the evaluation of AfDB s Private Equity Evaluation by performing the following tasks: Desk review and synthesis of relevant documents. Collection, analysis and presentation of financial and economic data. Drafting syntheses and notes at various stages of the evaluation. Participation in evaluation team meetings and discussions. Undertaking any other relevant tasks as required by the Evaluation Team. 2. Management The consultant will report to the IDEV team leader who will adequately brief and guide the consultant.

Duration of the assignment The assignment will last for six (6) months, starting in July 2014 and ending in December The consultant will be based in Tunis and Abidjan (Tunisia and Cote d Ivoire) 4. Qualifications and Experience The consultant shall have the following minimum qualifications and experience: a. Masters degree in economics or finance, with a strong quantitative background. b. Relevant experience and skills: At least two (2) years of work experience, including quantitative research studies and/or evaluation Relevant experience in economic and financial data collection, manipulation and analysis, in particular private equity is an advantage Strong computer skills in data collection, storage, retrieval, analysis and presentation Demonstrated advanced use of Microsoft Excel (pivot tables). Experience with SPSS, eviews or Stata. Competent in use of the MS Office suite package, as well as web applications Ability to conceive appealing presentation materials, such as graphs, charts and tables Work experience and knowledge of development issues in Africa and the development interventions of the AfDB and other multilateral institutions Organizational and task management skills, with appropriate attention to details and ability to prioritize work among multiple competing demands, and under tight deadlines. Strong written communication skills in English and working knowledge of French Proficiency in personal computer and Microsoft products including Windows, Word, Excel and Outlook The consultant should also be under 32 years of age. 5. Remuneration The consultant shall be paid a total monthly lump sum, comprising fee, subsistence and other incidentals, for the duration of the assignment, which is commensurate with the number of years of work experience. The Bank will cover travel and field mission costs (if any) as per Bank rules in this regard.
