1 JOB DESCRIPTION & PERSON SPECIFICATION Post Title: Data and Research Analyst Salary: Band C 27,700 to 33,600 Responsible to: Rights and Equality Lead Contract Type Full time or part time (4 days per week) 18 months fixed term Annual Leave 31 days plus 10 public and privilege holidays Pension Scheme DBS Required Level Location: Date of Description: Principal Civil Service Pension Scheme Disclosure and Barring Service Enhanced check Based in Cardiff January 2019 ROLE OVERVIEW The Data and Research Analyst will ensure that the Commissioner can access and use appropriate data sources for good quality evidence, data and information to underpin her work programme. The post holder will undertake analysis of data sources, lead on the evidence and data requirements for an annual state of the nation report, develop indicators and measures to asses progress against the work programme priorities and produce detailed research and data briefings for a range of audiences.

2 PURPOSE OF ROLE 1. To ensure the Commissioner can access and use appropriate data sources for good quality evidence, data and information to underpin her work programme. 2. To undertake analysis of data sources to report on, and track over time, the circumstances of older people in Wales. 3. To undertake comparative analysis of data and research to compare older people s circumstances in Wales with the rest of the UK, as well as internationally. 4. To lead on the evidence and data requirements for an annual state of the nation report, evidencing the circumstances of older people in Wales and analysing trends. 5. To develop indicators and measures to assess progress against the work programme priorities and contribute to regular reporting on outcomes and impact. 6. To advise on, and where appropriate design and undertake, qualitative and quantitative research with older people. 7. To advise on the commissioning of research from external providers and develop and maintain excellent relationships with the research community. 8. To provide research and analytical support to the Commissioner as needed for reports, briefings, speeches and blogs. 9. To produce accessible research and data briefings for a range of audiences. 10. To work closely with colleagues across the organisation to ensure that research and data is being used most effectively across our work.

4 PERSON SPECIFICATION This Person Specification sets out the knowledge and/or qualifications, past experience and personal competencies required for this particular post. SKILLS / KNOWLDEGE / EXPERIENCE Essential Educated to degree level or equivalent experience in a relevant field. Proven experience of working effectively in an analytical role. Demonstrable evidence of critical thinking skills. Knowledge and experience of using quantitative and qualitative research methodologies Strong information technology skills and knowledge, and experience in using database software and specialist packages such as SPSS Experience of producing high quality, detailed written and oral briefings - often at short notice - to a tight deadline, and within a portfolio of shifting priorities.

5 The ability to analyse and report on qualitative and quantitative data. The ability to write clearly, concisely and persuasively in a range of formats for a range of internal and external audiences. Ability to work as part of a team, as well as working on your own initiative, to deliver agreed policy and influencing objectives.
