HUMAN RESOURCES DIRECTOR CITY OF SAN RAFAEL, CALIFORNIA Salary: $138,888 $168,816 Annually DOQ/DOE The City of San Rafael is looking for a Human Resources (HR) Director. We invite you to lead innovative changes in support of a flourishing city. The Director should have experience with labor and employee relations, policy and procedures, longrange strategic planning, employee development and training, workplace safety and risk, classification and compensation, and the ability to oversee other HR functions such as benefits administration, wellness, recruitment and selection, worker s compensation, etc. The successful candidate will have a history of pushing the envelope to bridge the public-private divide, thinking beyond bureaucracy and providing excellence in service and programs while balancing a culture of professionalism and fun.

2 THE CITY San Rafael is the economic and cultural heart of Marin County, and its high quality of life is centered on its commercial districts, strong neighborhoods, and community resources such as active lifestyle and natural environment. The City of San Rafael is a full-service City with a City Council/City Manager form of government which has over 400 employees and an annual budget of $100 million. 4 CORE OVERSIGHT FUNCTIONS: Develop, Administer, Collaborate with, Oversee, and/or Maintain u Equitable and competitive classification and compensation programs. u Employee development programs. u Develop City employee training programs. u Risk management and worker s compensation programs. u Safety and loss committees. u Employee benefit programs for City employees. u Claims administrators, brokers, and insurance companies. u Employee recognition and awards and work with employee recognition committees. u Day-to-day working relationships with employee associations and unions and participate on the labor negotiations team. u Remain informed and up to date on HR local, state, and federal laws, rules, and regulations. THE JOB This is a great position for a candidate who brings excellent communication and leadership abilities and is looking to work for a City Administration that focuses on reducing process and bureaucracy, seeks out innovation, and makes things happen. The Human Resources Director leads a division of four support staff and is part of the City s executive team who represent a culture that inspires creative thinking, engagement, and supports quality of life and work-life balance. In addition to overseeing all HR activities for the City, the Human Resources Director is responsible for the overall direction and vision of the department, provides professional support and consultation and makes recommendations regarding operational, policy guidance, and personnel matters to City Manager, Assistant City Manager and department leaders and the City Council. The department oversees the following: u Benefits Administration and Wellness u Employee and Labor Relations u Workplace Safety u Worker s Compensation and Risk Management u Recruitment and Selection u Employee Development and Training u Classification and Compensation u Policies and Procedures u Long Range Strategic Planning The City has eight bargaining units and three unrepresented employee groups and the HR Director will be the lead negotiator, or work closely with consultants, to negotiate on behalf of the City. This is an at-will position that reports directly to the Assistant City Manager. In addition to the traditional core oversight functions, this position will be a: BUSINESS PARTNER work with management to devise effective solutions to organization or performance challenges CHANGE AGENT help others understand and help acclimate to change LEADER effectively influence others, and balance concerns for employees with organizational requirements and goals.

5 IDEAL CANDIDATE PROFILE As an important liaison between residents and the City, the successful candidate will: Leadership u Use effective listening skills to identify the Department s course of action now and in the future. u Build collaborative partnerships with unions; executive and department leadership. u Demonstrate strong political savvy and intelligence and be comfortable having frank and open discussions with others. u Effectively advise and provide consultative services across the organization on a variety of HR matters. u Serve as the City s Chief Labor Negotiator, as needed. u Provide strategic direction and planning on department and City organizational goals. u Be accessible and responsive to others. u Demonstrate sound judgment, make tough decisions and understand decision impacts. u Understand and incorporate the City s desired policy direction. u Build, mentor and provide opportunities for staff, be fair and open, and provide resources for staff to do their job successfully, set clear goals and expectations, and hold people accountable. u Ensure a fairness and equality in all employment and human resources practices. u Remain informed and up to date on HR local, state, and federal laws, rules, and regulations. u Be genuine, and bring a sense of humor and the ability to build an enjoyable work atmosphere. u Demonstrate emotional intelligence, communicate effectively, and value customer service. In addition to the above competencies, our candidate should have sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills, and abilities, which would typically be acquired through: u A Bachelor s Degree in human resources management, industrial relations, public administration, business or related field. u Background working for or with a municipal organization preferred, but not required. u SPHR Certification ideal. u Five years of experience in a human resource function in either business or government, particularly recruitment, training, and employer-employee negotiations as chief negotiator with at least three years of experience in a supervisory role. u A Master s Degree in public administration or public policy is ideal.

6 COMPENSATION & BENEFITS The City of San Rafael offers an attractive compensation and benefits program. The salary range for this position is $138,888 $168,816 annually DOQ/DOE, and a competitive benefits program including: u Car Allowance: $350/month allowance or a city pool vehicle may be utilized u Retirement: The City is a part of the Marin County Employees Retirement Association (MCERA) plan, which offers reciprocity between agencies in CalPERS (this is part of the 37 Act County System); Classic members receive 55 formula and PEPRA members receive 62 formula, with up to 2% COLA u Health Insurance: Full flex cafeteria plan which can be applied to a health plan or converted to an Opt-Out cash payment. u Life and Long Term Disability Insurance: $250,000 basic life and long-term disability is twothirds of the salary, up to $7,500/month u Dental and Vision Insurance u Deferred Compensation u Annual Leave: vacation ranges from days (depending on years of service), 12 days sick leave, 10 days administrative leave, 11 holidays and 2 floating days u And more (contact the recruiter for more benefits details) HOW TO APPLY OPEN CONTINUOUS, APPLY IMMEDIATELY FOR CONSIDERATION!
