3 Dear Phil and Mick, Thank you for the opportunity to provide you with this report in regards to training recently conducted at the Beswick Community during the period 31 May to 7 June As discussed in the report the approach taken in this community was very different than our previous approach and the outcomes were significantly enhanced by undertaking the training in a manner that worked in the particular environment. Our RTO partner Rii Skills Centre facilitated the issue of certificates and we developed the approach for delivery that met the requirements of the assessment criteria and the standard but was more conducive to learning in this type of operational construction project. A big thank you to all your site staff for their assistance throughout the period, they made Scott feel welcome and ensured that the equipment needed for effective assessment was available at all times. What was clear is that your site staff have developed a great relationship in this community and have played a significant role in developing the skills of these students/trainees. 6 Introduction It is clear that Probuild NT have built a strong reputation of delivering real outcomes in the construction industry as well as significant success in delivering real outcomes and real life skills in the communities in which they work. This report has been developed to provide insight into the training we recently delivered on your project at the Beswick Community during the construction of the Beswick Community Store & Store Manager s House. During this project not only did we deliver relevant skills and facilitated what we believe an effective approach to knowledge transfer but we also delivered certificates across a range of nationally recognised competencies. We have found that over a number of years working in these communities that along with the delivery of certificate level competencies at Certificate 2 and Certificate 3 levels that we needed to deliver specific competencies that related to tasks and activities that were needed in the industry and that could be easily applied in many different environments. On this basis we determined that the delivery of competencies that aligned to the completion of RII30813 CERTIFICATE III IN CIVIL CONSTRUCTION PLANT OPERATIONS would best suit the needs of our client Probuild NT as well as the needs of the local community whilst ensuring that the training and assessment aligned to the skills required by other construction companies working in the region. 7 Approach We have attempted in the past, what some would consider a standard or traditional approach to training with differing levels of success across many projects to assist the construction companies we work with, however during this project our approach differed significantly which allowed us to achieve what we believe to be great outcomes for all parties, being our client Probuild NT and the community. QSolutions Group are not an RTO, however we have partnered with an RTO (Rii Skills Centre RTO 32326) because of our experience working in remote communities throughout the Northern Territory and our relationships with many construction companies in the region. Previously in a more traditional application training was delivered across a project in blocks and the trainers were onsite regularly to deliver and assess, however due to the often transient nature of the workforce what often occurred was training would be provided and then when it came time for assessment those that had undergone the training were no longer available. Working with Probuild NT and being focused on real outcomes during this project we adjusted our approach significantly and utilised the Probuild NT staff who already had relationships with the workers and community to deliver the elements of the training in a less structured manner but with clear guidance in regards to the required outcomes. Phase One- Establish Requirements In this phase the senior and permanent site staff were provided with the assessment guides and training requirements that related to the scope of works and what could be delivered so that they focussed on hands on training of the workers in their day to day activities. For Example - Plant Operation Competencies site staff were provided with the training guides and assessment forms so that they ensured that as they undertook works on the site there was hands on training conducted and sufficient time for the workers to develop the skills and reinforcement of the skills over a longer time period so that the students retained the knowledge. Phase Two- Deliver training This is not the normal approach to training, however in this environment it allows not only works to continue but also allows the students to clearly understand the part they play in the project and give them a sense of pride and ownership of the outcomes. In the specific case of Beswick this period was approximately 4 weeks which allowed a number of skills to be trained and knowledge transfer to occur. (A number of the students/trainees had significant experience but had never been previously assessed) During this period although not formally assessed the site management team were able to gain an understanding of the skills and capabilities of those workers identified to be formally assessed under our plan. As discussed in the Phase One approach the site staff understood the required outcomes and assessment requirements OPSG01-FORM-03 / 2A / 21 Apr 2015 Page 7 of 11

8 so they could ensure that the hands on training aligned with this and they could also allocate tasks that more effectively enhanced these skills. Phase Three- Formal Assessment Due to the location of the community the assessment phase was conducted over a seven day period with the assessor working long hours to complete assessment of the trainees with a focus on assessing the hard skills that essentially stand alone in regards to future employability in particular plant operator competencies. This was not a classroom approach this was a working together approach where the assessor was alongside the students all day and whilst the assessor was formally assessing and keeping notes the students were not placed under the pressure of a formal assessment environment. Outcomes During the 4 week training phase and the formal assessment phase the following competencies (See Table 1) were delivered in an operational construction project environment. In total 39 nationally recognised competencies were delivered and assessed with 12 individual plant operation competencies delivered (highlighted in yellow) onsite. We are committed to delivering the complete certificate; however in many cases this is not achievable on a single project. This approach allows us to up skill and qualify workers with skills that we can utilise on additional projects and other companies including the communities themselves immediately because we are delivering relevant and in demand competencies as part of a larger focus. 10 Assessor Notes The assessor used for this project has a background working with remote communities and has significant experience working in the Northern Territory. The assessor made the following comments in regards to his experience undertaking the assessments on this project: Trainees committed to learning and very interactive with assessor Trainees who missed assessments were happy to work hard to make up when they were back at work Trainees practical knowledge was very good and were able to assimilate all training very well Trainees had natural ability on the loader, skid steer and excavator and became competent quickly Assessor observed an excellent relationship between ProBuild and the trainees Made to feel very welcme in the community Trainees very proud of their country and very open explaining/sharing traditions which was a learning experience for the assessor 100% compliance and understanding of PPE and site requirements Conclusion In an environment where QSolutions Group, alongside our partners in this case Probuild NT, is committed to delivering real outcomes it has been a case of trial and error and as discussed in the introduction with differing levels of success in regards to indigenous participation outcomes in communities. The benefit of this approach is that the trainees become part of the team and are an integral part of project success in regards to achieving outcomes alongside other workers as opposed to being the trainees onsite that are there to meet contract requirements in regards to indigenous participation. This approach instils in the indigenous workers a sense of ownership and pride and they leave the project with additional skills and qualifications that are relevant in the real world giving them greater opportunities for long term employment in the industry. We are committed to working with Probuild NT in the long term to continually improve the training and outcomes achieved across their projects and will continue to review, amend and improve our approach to training so that not only are we transferring knowledge and delivering recognised competencies but also improving opportunities for the people of the communities in which we operate.
