ORGANISATIONAL CONTEXT AND ORGANISATIONAL SETTING The International Trade Centre (ITC) assists developing and transition economy countries to take advantage of expanding trade opportunities in an increasingly complex global environment. ITC supports Trade Impact for Good, promoting sustainable and inclusive development goals through trade. Division Division of Enterprises and Institutions (DEI) Section Sector and Enterprise Competitiveness (SEC) ITC has a long history of providing market information via digital channels, and is growing its support in the area of providing tools and services to help enterprises from developing countries engage in international e commerce. Our experience in digital tools for trade (such as the Trade at Hand solutions implemented over the last 8 years) has shown that there is considerable interest among beneficiaries in supporting Small or Medium Enterprises (SMEs) with appropriate technology and advisory solutions. ITC is currently engaged in a wide variety of projects where access to e commerce is central to the program of support offered to local institutions (e.g. the Virtual Market Places projects in partnership with the World Bank where the ITC is supporting around 600 SMEs in Jordan, Morocco and Tunisia). On the basis of this and other ongoing projects we have built a first set of modules which help SME s to overcome the most common barriers to develop their business online, such as payment solutions, efficient and cost effective logistics and compliance with legal and fiscal requirements. Recent estimates put annual global business-to-business (B2B) e-commerce above $15 trillion and business-to-consumer (B2C) e-commerce at around $1.5 trillion. According to e Marketer (July 2014) the trend is for global B2C sales to double by Africa and the Middle East represent only about 2.2% of this trade: expected to reach only 2.5% by Enterprises in developing countries (DC) and least developed countries (LDC) have a number of systemic barriers to developing online trade, that go far beyond a lack of IT-infrastructure or accessibility. 2 o Awareness, understanding and motivation (of the opportunities for increased trade online and potential to overcome the barriers to this trade); o Government laws or policy absent or unfavourable to online trade; o Access, affordability and skills to use technologies; o Availability of international and local payment solutions; o Conformity with legal and fiscal requirements of target markets; o Access to cost effective logistics (outbound, in the target markets, and for returns); o Capability of managing requests and relationships with international customers; o Visibility, reputation and trust in the target markets. ITC can help enterprises overcome all of these barriers through the provision of appropriate e Solutions. The goal of this job function is to assist in the design and implementation of solutions which help groups of enterprises overcome barriers to online trade and improve and validate these tools through field assignments. The elements in the solutions may comprise technology, legal structures, learning modules, or agreements with partners in fields such as logistics, payment solutions, Customer Relationship Management, and in marketing promotion. This assignment is proposed within ITC s new flagship programme on e-solutions. As one of 16 of such programmes that cover the spectrum of interventions from ITC, e-solutions aim to transform the ability of SME s to successfully conduct international e-commerce. DUTIES AND RESPONSIBILITIES Under the overall guidance of the Senior Adviser, Export Marketing and Branding, and the direct supervision of the e-solutions Adviser, the Junior Professional Officer will: Assist in the development of a suite of tools, training materials and protocols for ITC interventions aimed at facilitating access to e commerce for SME s in developing and least developed countries: o Build presentations and other training materials, develop e learning modules that can be used in the classroom and online to explain the different elements in the ITC e solutions suite; o Write train-the-trainer documentation to explain how the training and support of SME s should be conducted. Take part in field assignments to develop and improve the tools: o Lead training and implementation exercises along with ITC advisers and international consultants in the field, taking charge of appropriate modules where the JPO has managed to gain sufficient experience; o Identify relevant consultants to support specific aspects of the work and define their terms of reference. Create promotional material for the e solutions programme, aimed at both internal and external audiences: o Document successful cases of interventions; o Contribute to an information and promotion strategy that raises awareness and motivation among donors, partners and beneficiaries; o Research potential partners; o Prepare presentations geared toward potential partners and beneficiaries. Contribute to the development of project documentation for the e solutions programme. Perform any other related duties as required. Job description ITC 2

Mandatory knowledge and skills Familiarity with technologies related to e commerce; Facility with internet technologies: good understanding of the major components of e commerce and knowledge of cloud based tools; Good report writing and presentation skills: preferably in commercial or business environment for promotional or educational purposes; Ability to write high level technical specifications and develop good project documentation. Desirable knowledge and skills Good understanding of the e commerce ecosystem; Knowledge of the major e commerce market places, their functionality and focus; Understanding of payment solutions and logistics. REQUIRED QUALIFICATIONS Education Master s Degree in business studies, marketing, engineering, IT, computer science or related field. Experience A minimum of two years of progressively responsible, relevant professional experience in a company or institution focussed on activities in e commerce or similar. Languages Advanced knowledge of English (reading, writing and speaking). Knowledge of other UN official languages is an asset. LEARNING ELEMENT Through the assignment, the Junior Professional Officer will: Gain leading edge knowledge of how e commerce works in developed countries and the barriers to enter the major market places; Learn to analyse issues faced by enterprises from developing countries and least developed in taking part in international commerce, and e commerce in particular; Develop skills as a presenter, trainer and project manage; Participate in conferences and workshops related to e commerce; Learn to present a highly attractive project proposition for investment by potential donors and partners. 4 Have acquired a clear understanding of the issues faced by enterprises in developing and least developed countries in developing international e commerce business; Be able to train and advise companies on preparing strategies toward e-commerce, and provide more practical hands on support to firms and groups of firms; Have good project management skills and have developed a considerable degree of independence in the preparation and management of promotional events whether online or offline including managing the budget and expenses and critical tasks; Have developed good training capabilities: good techniques of writing training programmes, developing content and presentations and delivering applied training. BACKGROUND INFORMATION Team/Organizational Chart The JPO will be within the Sector and Enterprise Competitiveness section as a member of the e solution programme team contributing to the development of this innovative programme. He/She will work with sections across ITC such as Export Strategy, Trade Support Institutions and Trade Facilitation. The function is hosted within a team that incorporates export market activation, marketing and branding. The team is entrepreneurial and creative within the constraints of accountability within the UN system. We have experience in working with private sector partners, including ebay, DHL, Sidley Austin and others. Current Projects/Countries /Events E Commerce support and domestic logistics in Rwanda; E Commerce for young entrepreneurs in Senegal; E Commerce Opportunities in China for South East Asian least developed countries (Nepal, Bangladesh, Afghanistan, Myanmar and Laos); Several others under formulation (Pakistan, Central America ). CONTRIBUTION TO GLOBAL GOALS FOR SUSTAINABLE DEVELOPMENT (SDGs) Goal 5: Gender Equality - Ensure women s full and effective participation in business and trade and equal opportunities, - Support women s equal rights to economic resources - Enhance use of enabling technology to promote the empowerment of women The programme contributes to SDG 5: Gender Equality. It contributes in particular by specifically promoting access and supporting groups of women in their use of and success in e-commerce. Goal 8: Decent Work and Economic Growth - Achieve higher levels of economic productivity through diversification technological upgrading and innovation. - Promote policies that support productive activities, decent job creation, entrepreneurship, creativity and innovation. - Encourage formalization and growth of micro, small and medium-sized enterprises. - Implement policies to promote sustainable tourism that creates jobs and promotes local culture and products. - Increase Aid for Trade Support. The key contribution of the programme is towards the achievement of SDG 8: Decent work and economic growth.
