1 Douglas County Transportation & Land Services PLANS EXAMINER 1 CAREER OPPORTUNITY Job Title: Plans Examiner 1 Classification: Included in the Teamsters Bargaining Unit Reports To: Land Services Director Location: Douglas County Public Services Building Salary Range: Teamsters Pro Tech 2 Cert Req., Professional Tech 3 Range $4,319 to $4849 per month ***$408/month additional market adjustment Posting Dates: October 5, 2017 Posting Type: In-House due by 05:00 PM, Thursday, October 12, 2017 ABOUT DOUGLAS COUNTY Douglas County was created in 1883 and named after U.S. Senator Steven Douglas of Illinois who was the chairman of the U.S. Commission on Territories when the Territory of Washington was created. Waterville was designated the County Seat in 1886 and the current Courthouse was initially constructed in Douglas County is located near the geographic center of Washington State. The Columbia River binds it on the north, the west and the south. Grant County, formerly a part of Douglas County, is on the east. POSITION OVERVIEW This position supports the Permit Center by providing an initial point of contact for public inquiries regarding the building and land use permit processes, requirements and application submittal. This position processes, reviews and approves building permits as assigned. This position is under the direction of the Building Official and works independently in matters related to code compliance and the review process. This is the entry level class in the Plans Examiner series. This class is distinguished from the Plans Examiner 2 by the performance of more routine tasks, and duties assigned to positions within the series including reviewing less complex building plans and issuing building permits. This position is included in the bargaining unit. ESSENTIAL FUNCTIONS OF THE JOB Examine and evaluate building permit applications; determine adequacy of information; and advise applicants of completeness or incompleteness including identifying deficiencies to be corrected to achieve completeness. Review construction plans to assure that proposed buildings comply with code requirements affecting construction including building codes, energy codes, access requirements, zoning standards, etc. Revised 10/05/2017 1

2 Coordinate the approval process for building permits; calculate fees; issue approved permits. Maintain accurate and up-to-date hard copy files and files in the county s electronic permit management system. Conduct field inspections for all types of construction to ensure compliance with construction and building related codes including building, plumbing, mechanical, energy, barrier-free and associated zoning requirements. Prepare correspondence relating to job functions including letters of complete and incomplete application, requests for additional information and approvals. Conduct research related to Permit Center activities as necessary or assigned on such matters as property ownership, existing land use, easement locations and restrictions, public right-of-way, permit history and land segregations. Maintains proficiency in accurate building code referencing. OTHER RESPONSIBILITIES AND FUNCTIONS Review and interpret written, copied and typed information, RCW s, WAC s and other resource materials as they relate to the position. Effectively operate a personal computer, span computer, calculator and other office machines and associated software. Perform contributory load, area and glazing calculations manually and with a calculator. Help maintain building permit files and plans. Prepare and present reports as directed on such matters as permit activity, reviewing agencies comments, Permit Center operations, tool and equipment needs and special studies as assigned. Contact other departments and agencies regarding applications when necessary. Schedule inspections and prepare files and records as necessary to support the inspection function. Attend a variety of meetings/seminars and maintain current knowledge of construction plan review and building code requirements. Perform responsible and complex work involving the use of independent judgment and personal initiative. Perform other duties as required DESIRABLE KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of: Construction practices, terminology, design process and related codes. Computer applications and principles, e.g. operating systems (Windows), word processing (Word, WordPerfect), spreadsheets (Excel), and others as necessary to perform the position. 3 Plan review and code research. Highly proficient public relation and interpersonal communication skills. Efficient and effective office operations and management techniques. Operation of a wide range of office equipment including multi-line telephones, personal computer, photocopier, facsimile, and others necessary to fulfill the responsibilities of the position. Problem solving techniques. Ability to: Effectively communicate orally and in writing with citizens, staff, elected officials and other agencies. Conduct activities relating to Permit Center operations within required guidelines and timeframes. Organize, prioritize and manage multiple responsibilities and activities simultaneously. Be self-motivated, exercise accurate and consistent independent judgment, seek advice and direction when necessary and report potential conflicts and problems to supervisor. Maintain composure under stressful situations. Write, draw and print legibly and accurately. Be flexible to the needs of the department and citizens dealing with the County. Follow directions accurately and timely. Physically perform job functions. PHYSICAL REQUIREMENTS Sitting and standing for extended periods of time while processing paperwork, working on computers, filing, assisting citizens with inquires and applications and driving for required field work and site inspections. Climbing stairs in County offices and other agency buildings. Lifting (up to 40 pounds waist high), bending, stooping and twisting. Manual dexterity for the operation of a keyboard for data entry and word processing. Sight and hearing of acceptable standards. WORKING CONDITIONS Duties are performed primarily in an office environment and public settings, but do include outside inspections subjecting this position to a variety of weather and driving conditions, and uneven terrain. Work is performed independently much of the time although it does include small and large group settings. Demands of managing multiple activities, addressing citizen needs and meeting established timeframes for work performance may cause stressful situations. Work under pressures and under a high liability exposure. Out-of-town travel may be required. A non-traditional work schedule may be required, at the sole discretion of the County. 4 RECRUTING REQUIREMENTS Graduation from high school or a GED equivalent. Minimum two years experience in planning, plan review and or construction related field, preferably in county or city government position involving permit processing, plan review and a high degree of contact with the public. An equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities, such as a college degree with emphasis in engineering or construction related field. LICENSES, CERTIFICATES AND OTHER REQUIREMENTS ICC Building Inspector and Plans Examiner certifications are required within 12 and 18 months, respectively, of employment A valid Washington State driver s license is required. A background security check may be required if a job offer is made.
