2 5 th Fifth Strategic Plan of the OIE strengthened the regional and sub-regional issues of the Regional Commissions through: Giving more emphasis on the regional dimension of the work of the OIE More resources for regional activities and better mechanisms to involve regions in specific actions and policy development Focused in mechanisms to harmonize the activities of the Regional Representations Improve relations between the elected members of the bureau and the respective Regional Representatives Organizing together activities and identify priorities, taking into account proposals of the sub-regions. 2

3 In the case of the Regional Commission of Europe, a task force has been created The objective of this task force is primarily: To improve the exchange in the perspective of a regional coordination To identify those aspects that should be treated with greater relevance at regional level Task force decision: Make a survey to identify member countries priorities to be considered for the next 6 th Strategic Plan 3

4 A questionnaire has been sent to all European members of the OIE Six areas have been explored to identify the level of relevance for the members (1-5 scale) 1. Functions of the Regional Commission and the Bureau Most valued functions of regional Commission and Bureau are the promotion of the exchange of information and the compliance of the OIE recommendations between different countries, as well as the Agenda preparation, the exchange of relations with other regional commissions and the suggestion of activities, that are equally important but with a lower priority. 7

9 2. Tools/activities to address the most important issues of the Commission? The most valued tools for improving the activities are the meetings and the seminars, far ahead of computer procedures. That means that, regarding relations, our preference remains in personal and direct contact. 9

Actual organizational system of the Commission and its periodic meetings The current regional system is in general considerate as susceptible of improvement, mainly in the relation with Regional representatives and headquarters. Special importance is given to obtain a meeting agenda more adjusted to the MMSS needs. 11

13 4. Regional Programmes and future activities The development of the regional surveillance programmes and the implementation of the code are considerated as priority matters to be tackled by the regional commission. 13

Relationships between the Regional and Sub- Regional Representations of the OIE and the Regional Commission The relation between the commission and the representatives shall improve, specially in the exchange of information of activities and the support to the delegates. In a lower level, periodic meetings are considerated as necessary and the commission shall give technical and administrative support to the regional representatives. 15

Activities to improve disease control at regional level Regarding disease control, the majority opinion is that the commission shall facilitate the continuous work in the code revision and shall encourage the transparency and the harmonized work; while matters of welfare and wildlife are considerated in a slightly lower level. 17
