2 the CITY The City of Santa Maria is a full-service City with a City Council/City Manager form of government which has over 590 employees, an annual budget of approximately $180 million for FY and serves approximately 108,000 constituents. The City of Santa Maria is located on the beautiful central coast of California and covers over 23 square miles. The City is a harmonious balance of maintaining coastal and agricultural lands while promoting business. Santa Maria has been recognized nationally as an All-America City by the National Civic League and offers reasonably priced housing, community festivals, quality schools, and is in close proximity to beaches, cultural arts, a local airport, wineries, and higher education institutions.

PUBLIC WORKS DEPARTMENT MISSION: To effectively provide public works services to all City residents in a courteous, responsive, responsible, and efficient manner. The Department of Public Works/Engineering is responsible for ensuring that City-owned transportation infrastructure and facilities, transit services and capital improvement programs are designed, engineered, constructed, maintained and/ or modified in a presentable and safe condition. The Public Works Department (PWD) includes the divisions of: administration, engineering (traffic and development and capital projects), operations (fleet, streets, and facilities), and transit. The department coordinates a variety of activities and services including: Preparation of plans and specifications for public works related construction projects. Design and inspection of public facilities. Preventive and regular maintenance of streets and facilities. Custodial service to City facilities. Installation of public improvements to subdivisions including: streets, curbs, gutters, sidewalks, water mains, sewer lines, and drainage. Regional public transportation service system (Santa Maria Area Transit SMAT). CURRENT & FUTURE OPPORTUNITIES/CHALLENGES Building a new integrated waste management facility 1,774 acre property will include permitting, environmental, design and construction of a modern landfill with access roads, support facilities, water supply, power and other facilities associated with this use. The property will also be used for passive recreation agriculture, communication facilities and a proposed police shooting range. Downtown revitalization and improvement project the City is working on revitalizing its downtown core, which the center is the intersection of two state routes: Broadway and Main street. This project will include art and a multimodal streetscape plan to increase access and connection for all types of users (vehicle, pedestrian, and bicycles), throughout the downtown and surrounding areas. Fleet improvements the City is reorganizing the fleets division, purchasing new fleet software, modernizing two vehicle operations and maintenance shops which provide services to police, fire, solid waste and landfill, and recreation and parks departments.

This is an at-will position that reports to the City Manager and oversees four direct, and approximately 60 indirect, staff, an annual administrative budget of approximately $20 million, and a Capital Improvement Program budget of approximately $15 million. The Ideal Candidate Will Promote a customer oriented approach towards meeting client needs. Facilitate project concerns that are politically sensitive. Plan and implement strategic direction for the department. Develop short- and long-range plans and align staff actions to achieve desired outcomes. Oversee contracts, vendor relationships, personnel, projects, quality assurance, and project timelines. Work collaboratively cross-departmentally and with other community organizations. Understand and adhere to local, state and federal building codes, laws and mandates. Build trust, and demonstrate transparency, strong work ethic, and integrity.

5 EMPLOYMENT STANDARDS Graduation from an accredited Leadership experience overseeing public four-year college/university with a improvements. bachelor s degree in engineering, public administration, business or related field. 6 SALARY& BENEFITS The annual salary range is: $147,129 $178,837 DOE/DOQ; salary will be negotiated depending upon qualifications and experience. AUTO ALLOWANCE: An annual allowance of $545/month. FLEXIBLE SCHEDULE: 9/80 or 5/8 schedules available. TELEPHONE/PDA STIPEND: Stipend of up to $115/month. RETIREMENT: CalPERS with a 2% at 55 formula for classic members and 2% at 62 for new members. New employee could contribute up to 8% of member share. DEFERRED RETIREMENT: City contributes $11.54 per pay period toward a 457 deferred compensation plan. HEALTH INSURANCE: City contributes up to $1,061/month towards a choice plan. POST-EMPLOYMENT HEALTH PLAN (PEHP): City contributes $92 per pay period to a fund that will provide reimbursement for out-ofpocket cost of qualified medical expenses and medical insurance premiums upon separation or retirement. DENTAL & VISION INSURANCE: City pays for entire family. VACATION: Minimum 10 days, 21 days maximum. HOLIDAYS: 7 holidays a year; and eligible to receive, on a pro-rated basis, forty hours of floating time a year to be scheduled off or cashed out. SICK: 12 days/year. OTHER: Short-/Long-term disability; life insurance, tuition reimbursement, as well as a variety of optional employeepaid plans. SUCCESSION PLANNING: Academics are offered to all employees to advance or hone leadership skills to ensure we are growing leaders within our organization.
