1 POSITION DETAILS: POSITION DESCRIPTION TITLE: REPORTS TO: LOCATION: Health and Safety Manager Health and Safety, Risk and Compliance Manager Auckland District Health Board AUTHORISED BY: Director, Facilities & Development DATE: 5 JULY 2017 PRIMARY FUNCTION: The purpose of this role is to: Ensure that the safety management systems and practices are in place and remain effective in meeting legislative and regulatory requirements across Facilities &Development activities. Pro-actively support the development, implementation, management of health and safety strategies and systems that align to Auckland DHB policies and procedures. Continually improve and apply best practice in all key health and safety risks. Champion, promote and drive continual improvement in health and safety in order to create a culture where safety can thrive. To contribute to the Auckland DHB to achieve the organisational health and safety strategic direction and goals. Develop and drive the achievement of the Facilities & Development health and safety business plan and targets. Lead and/ or contribute to ensure that the required audit standards are met (internal and external) Manage the Facilities & Development Health and Safety Management Systems, procedures and tools KEY ACCOUNTABILITIES Key Result Area Leadership Provide health and safety leadership and support to the key stakeholders, team and workers across all Auckland DHB Facilities and Development activities, its external contractor base and stakeholders Ensure workers, managers and leaders are knowledgeable of their accountability and Expected Outcomes/Performance Indicators Actively contributes as a member of Facilities & Development Team. Promote a robust health and safety culture and raise awareness across all Facilities and Development staff and contractors.

Leads by example and acts as a role model across Auckland DHB Ensure that the day-to-day delivery of the programs and services are managed and monitored. Participates in the development and management of the Facilities and Development business plan. Provides input and support at Health & Safety meetings for significant or high risk construction & maintenance projects or areas where F&D have influence. Ensure all Health & Safety procedures are adhered to and appropriate documentation is available. Ensure all ACC requirements are met within Facilities & Development and the wider DHB organisation with respect to all construction, refurbishment, maintenance and operations work carried out by and on behalf Facilities & Development Ensures that the ACC Tertiary Status (or new scheme) is maintained with regard to the Health & safety performance of Facilities safety management systems and its contractors. Relationship Management & Communication Build & develop and maintain effective, collaborative relationships internally and externally. Establishes and maintains functional relationships with key stakeholders, including Infection Prevention Control, Occupational Health & Safety and clients. Engage and influence effectively across Facilities & Development projects, maintenance and operations. Provide leadership and direction specifically in forming strategies and implementing action plans to progress HSER Management. Is a member of and participates in all appropriate Facilities &Development team meetings. Is a member of and participates in organisation wide work-streams that are relevant to the Facilities & Development construction and maintenance works. Promotes a robust health and safety culture across all the Auckland DHB staff. Network and information share within Auckland DHB and other DHB s within NZ. Proactively promote and contribute to the relevant Auckland DHB Policy & Procedures

3 Incident Investigation and Improvement Manage and oversee the investigation process to ensure investigations are carried out for all near misses / incidents and accidents. Ensure corrective actions are recorded, instigated and managed to completion. Communicate shared learning s and develop effective ways of communication to help prevent recurrence. Notify all LTI s and Serious Harm injuries as per Auckland DHB policy. Assist with the management and interface with other investigating organisations and/or compliance authorities. Monitor and Report H&S Performance Assist with the monthly reporting requirements. Ensure the contractor on-line induction and Safety Management System is actively managed, follow up on any discrepancies identified. Maintain information systems and records that provide evidence so that we can meet compliance standards. Ensure project health and safety risk management systems are in place and actively managed. Assist and support facilities staff achieve their KPI s. Ensure that Notifiable Incidents are communicated to Facilities Director and Health & Safety Manager and any other relevant persons as soon as practical after the event. Monitor Notifiable Events and ensure they are completed to the appropriate standard. Ensure that Notifiable Events are communicated to Facilities Director and Occ Health & Safety Manager and any other relevant persons as soon as practical after the event. Overview and management investigations undertaken by Facilities & Development to ensure accurate recording of events and appropriate corrective actions as per Auckland DHB policy and procedures. Use the ADHB Safety Management System (Datix) to record incidents. Ensure all incidents are managed and recorded (usually within 24 hours of the event or when Facilities become aware of an issue). Monitor and report on findings and corrective actions from incidents. Report on initiatives and strategies to achieve the objectives of the Business Plan and targets that align to the Auckland DHB policies and procedures. Monitor and report on the performance of health and safety management systems and compliance requirements to ensure they are regularly reviewed and changes that may be required are implemented Ensure that practices, processes, reviews and strategies and are in place and remain effective in meeting legislative and regulatory requirements across Facilities & Development activities. Monitor Notifiable Events and ensure they are completed to the appropriate standard. Monthly Provide clear and concise monthly reports to assist with the F&D Board reports. Annual Ensure that the key requirements and targets set out in the Facilities & Development H&S Business Plan are being achieved or well implemented. Measure continuous improvement on inductions, KPI s, analysis and measured trends.

4 Oversee/ undertake and monitor the investigation of Notifiable Events and report to the appropriate standard. Manage the interface with other investigating organisations and/or compliance authorities. Training Ensure accurate training records are kept. Assist and provide subject matter content for new training and training revision and deliver training where appropriate. Provide advice on health and safety training requirements for all Facilities & Development staff. Provide regular training sessions for all Facilities & Development staff at professional development sessions or on an as required basis. Manage on-going application of H&S Policy and Procedures Ensure all relevant Laws and Regulations relating to EHS and Risk are reflected in all projects, maintenance and operations. Ensure that actions arising from Site Specific Safety Plans (SSSP) are being Managed. Identify, act on and flag any omissions or new situations that need to be captured. Develop strategies to ensure that Facilities & Development can continuously improve their health & safety performance Review all existing Facilities & Development Health & Safety policy and procedures and recommend updates as required. Review policy and procedures on an annual basis. Ensure opportunities to improve are developed into the overall health & safety planning and documentation. Organisational Follows established best practice Health and Safety and other policies and procedures to ensure the safety of oneself and others. Provides a high quality service, and contributes to quality improvement and risk minimisation activities. Complies with legislation and policies for risk management and legal compliance. Knows department emergency response plan, able to initiate an emergency response and participate in response as applicable to the role. Other Duties Required by the Manager to Meet the Overall Purpose of the Role: Acts as the Champion for Health & Safety Understand Auckland DHB risk framework and identifies risk and mitigation strategies Ensure tasks and operations are risk assessed and have control plans in place to mitigate and manage those identified; Assess risks in all designs of new sites, plants, vehicles, equipment and processes and include in process documentation; Understands and contributes to Facilities emergency response processes. Perform all requested tasks as agreed with the Health & Safety, Risk & Compliance Manager, that impact on the performance of this role.

Experience/Knowledge Specific construction health and safety experience in the construction industry Minimum 5 years experience in Health & Safety as a co-ordinator or manager role in Previous experience with significant projects, team or groups. Certificate in Adult Teaching Specific construction health and safety experience in the health sector Experience in best practice health and safety management of demolition

6 construction industry Experience working with Health & Safety Management Systems and tools in complex organisations Able to demonstrate considerable knowledge and expertise in health and safety legislation and how it is implemented.
