1 External Publication of Job Posting Job Posting Title PRINCIPAL COORDINATOR (ECOSOCC SECRETARIAT) Start Date End Date Reference Code ECOSOCC 07 /03 Job Title PRINCIPAL COORDINATOR (ECOSOCC SECRETARIAT) Organization Background Information The African Union, established as a unique Pan African continental body, is charged with spearheading Africa s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia. In seeking to achieve these objectives, the African Union intends to strengthen its capacity to deliver by, among others, the implementation of new organization structure and the filling of regular, fixed and short-term vacant posts. The Commission of the African Union invites applicants who are citizens of Member States for the regular post of Principal Coordinator in the Economic, Social and Cultural Council (ECOSOCC) located in Lusaka, Zambia. ECOSOCC is an advisory organ to the African Union (AU) established in ECOSOCC is composed entirely of civil society organizations (CSOs). ECOSOCC s mandate, amongst other things, include the following: Promote continuous dialogue between all segments of the African People on the issues concerning Africa and its future Forge strong partnerships between governments and all segments of the civil society, in particular women, the youth, children, the Diaspora, organized labour, the private sector and professional groups; Promote the participation of African civil society in the implementation of the policies and programmes of the Union. Support policies and programmes that will promote peace, security and stability in Africa, and foster development and integration of the continent; Promote and defend a culture of good governance, democratic principles and institutions, popular participation, human rights and freedoms as well as social justice;

2 Promote, advocate and defend a culture of gender equality; Promote and strengthen the institutional, human and operational capacities of the African civil society; Contributing, through advisory opinion, to the effective translation of the AU s objectives, principles and policies into concrete programmes, as well as evaluating those programmes Contributing to the promotion and realization of the AU s vision and objectives Promoting and supporting the efforts of institutions engaged in reviewing the future of Africa and forging Pan-African values in order to enhance an African social model and way of life The Citizens and Diaspora Directorate (CIDO) in the AU Commission act as the current Secretariat for ECOSOCC. Department Post Job Title : Principal Coordinator Grade : P5 Supervisor : Director of Citizens and Diaspora (CIDO), AUC Department : ECOSOCC Secretariat/CIDO Duty Station : Lusaka, Zambia Number of posts : 1 Project Job Summary: Under the direct supervision of the Director of CIDO and ultimately the Chief of Staff of the Commission, the Principal Coordinator will have overall responsibility for the effective delivery of the ECOSOCC s strategic mandate and the effective and efficient operations of the Secretariat. In this regard, the Principal Coordinator of the secretariat shall be in charge of all operational and programmatic aspects of ECOSOCC including the implementation of the policies and the necessary reporting to the African Union Commission, and the Assembly of the Union. The incumbent shall have the overall responsibility for planning, coordination and administration of the Secretariat in line with the relevant statutes, rules and regulations of ECOSOCC the African Union. Tasks Major Duties and Responsibilities: Under the direct supervision of the Director of CIDO, the Principal Coordinator of the ECOSOCC Secretariat will: Assist in the preparation and implementation of annual operational and program work plans and budgets for ECOSOCC and ensure timely reporting to the African Union Commission. Develop, manage and oversee staff work plans, including ensuring that progress updates are up to date and incorporated in to the overall planning documents. Monitor and approve expenditure against agreed work plans in consultation with the Director of CIDO and in accordance with the relevant rules and regulations of the African Union. Serve as the principal liaison officer with the African Union Commission, ensuring that information

3 required by the African Union Commission and other organs of the Union is provided in a timely manner and of high quality. Ensure coordination between the activities of ECOSOCC and other organs of the African Union Commission, with particular reference to all matters having policy, financial or programme implications. Maintain contacts with appropriate government(s) officials, institutions and international organizations to facilitate consultation and cooperation on all matters pertaining to ECOSOCC. Supervise and support officers within the Secretariat to develop and maintain productive and inclusive relationships with ECOSOCC partners and collaborating agencies. Lead networking and linkages with external organizations and technical experts on key programme priorities at local, national and international level. Strengthen linkages with national and international agencies and strengthen systems and procedures for working with partners, including assessments, planning, monitoring and evaluation, documentation etc. Organize for and execute annual appraisals and set annual performance objectives for Secretariat staff. Proactively seek to increase learning and knowledge base in ECOSOCC and work on areas of development emphasized in annual appraisal as well as reviews. Perform other related duties as may be required by the Supervisors in the AU commission. Requirements 1. Academic Qualifications and Professional Experience Requirement: A University Master's Degree in Political Science, Public Law, International Relations, International Studies, Economics or a related field and 12 (twelve) years of relevant progressive work experience in the field of Development, International relations, Partnerships, NGO Management, or a similar role, out of which 7 (seven) years must be at managerial level. International experience is an advantage. OR A University Bachelor Degree in the above mentioned or related fields and 15 (fifteen) years of relevant progressive work experience in the field of Development, International relations, Partnerships, NGO Management, or a similar role, out of which 5 (five) years must be at managerial level. International Experience is an advantage. Administrative experience of working in an international environment is a must. 2. Required Skills and competencies Personal Abilities: Proven experience and skills in leadership, ability to work in a team setup and management skills in Non-Governmental Organization(s) Strong leadership skills, Exceptional interpersonal and communication skills, both verbal and written. Ability to coordinate a team of professional staff, set priorities successfully, and work with other professionals to achieve goals within tight deadlines Ability to work and deliver high quality outcome in a complex environment with multiple tasks, short deadlines and pressure to perform. Strong liaison skills and ability to work closely with a multiplicity of stakeholders across various levels. Diplomacy and negotiation skills that demonstrate ability to collaborate and coordinate with a range of stakeholders in the context of complex and shifting priorities. Knowledge and Understanding: In-depth knowledge and familiarity with ECOSOCC including an advanced understanding of all elements of the mandate and strategic orientation of the organ. Proven experience in the preparation and delivery of policy analysis and advice to national

4 governments. Strong program and financial management skills with demonstrated ability to provide input in timely manner Ability to conceptualize contemporary developments in civil society engagement on the continent and beyond. Good appreciation of the role of the non-state actors within the African Union context and an ability to formulate sound policy recommendations. Responsive to the varying needs of all stakeholders including member states and civil society partners. Sound knowledge of policy analysis in an international context. 3. LANGUAGE REQUIREMENT Proficiency in a two of the African Union working languages (Arabic, English, French and Portuguese) is a must. Knowledge of other working languages would be an added advantage. 4. TENURE OF APPOINTMENT The appointment will be made on regular term contract for a period of three (3) years, of which the first twelve months will be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables. The appointed Principal coordinator, will undergo an induction programme with CIDO to help with the familiarization with ECOSOCC, AU organs, AUC and other management related matters. REMUNERATION Indicative basic salary of US$ 50,746 (P5 Step1) per annum plus other related entitlements e.g. Post adjustment (44% of basic salary), Housing allowance US$ 20, (per annum), education allowance (100% of tuition and other education related expenses for every eligible dependent up to a maximum of US$ 10, per child per annum), etc. for internationally recruited staff of the Commission. 7.
